About this file
This is an exemption verification letter from the St. Johns River Water Management District (SJRWMD) to the City of DeBary regarding the Alexander Island Park Entrance project. The City of DeBary submitted an application on February 8, 2024, requesting exemption verification for proposed capital improvements at the project site. The project involves enhancing the safety of the existing Fort Florida roadway by converting a hazardous horizontal curve into a stop-controlled intersection with an additional third leg, which will introduce 1,800 square feet of additional paved impervious area. Based on the application and construction plans submitted, the SJRWMD determined on March 11, 2024, that the project meets exemption requirements under Florida Administrative Code 62-330.051(4)(c)&(d) and therefore does not require an Environmental Resource Permit from the District.
The exemption determination applies solely to the SJRWMD and does not eliminate permitting requirements from other state and local agencies. The letter is addressed to Carmen Rosamonda of the City of DeBary and copied to Brent Lenzen of Kimley-Horn and Associates, Inc., the apparent engineering consultant for the project. Inquiries regarding this determination may be directed to the District at (407) 215-1464 or via email to ORamirez@sjrwmd.com.

Re: Alexander Island Park Entrance
Permit Determination No. 214991-1 (Please reference the PDEX number on all correspondence.)
Dear Carmen Rosamonda:
On February 08, 2024 the St. Johns River Water Management District received your application, construction plans, and determination fee requesting an exemption verification for the above referenced project. Based on this submittal, the proposed project will enhance the safety of the existing Fort Florida roadway by converting a hazardous horizontal curve to a stop controlled intersection with an added third leg. The additional third leg to the intersection only proposes 1,800 SF of additional paved impervious area.
Pursuant to 62-330.051(4)(c)&(d) Florida Administrative Code (F.A.C.), an Environmental Resource Permit is not required since the project meets the exemption requirements.
Please be advised that this determination only applies to the District and does not relieve you from the permitting requirements of other agencies.
Thank you for your cooperation with the permitting and compliance process. If you have any questions, please contact the District at (407) 215-1464 or by email at ORamirez@sjrwmd.com.
Sincerely, David Miracle, P.E.
