About this file
This is a Standard Operating Procedure (SOP) document for VA Northern Indiana Health Care System's Marion campus facility, establishing procedures for safely isolating the Boiler Plant from gas supply lines.
The SOP (138-46), effective August 31, 2022, and recertifiable through August 31, 2027, applies to Shop Supervisors, Boiler Plant Operators, and personnel responsible for Boiler Plant service and maintenance. The isolation procedure requires Boiler Plant Operators to turn off one of two valves—either the Emergency Stop Switch located on the Boiler Plant Master Panel or the Isolation Shut Off valve located outside the Boiler Plant Operator's office—whichever is closer. Monthly safety testing of all boilers is mandatory, with test dates recorded in Boiler Plant records and performed in accordance with the VHA Boiler Plant Safety Devices Testing Manual. Operators must be knowledgeable of the location, purpose, and proper function of all safety devices. A hierarchical notification chain exists for non-functional safety devices: Boiler Plant Operators notify the Boiler Plant Supervisor, who notifies the Chief Engineer, who notifies the Medical Center Director. The document references VHA Directive 1810 as governing policy and requires annual review with recertification every five years or when changes are mandated by VHA Notice or Directive. The SOP is signed by Jacob Morrical, Chief of Engineering Service Marion Campus, with distribution to all 138 supervisors.
