About this file
This is Amendment 0002 to Solicitation 36C25026Q0684, issued by the Department of Veterans Affairs Network Contracting Office 10 in Cincinnati, Ohio, effective August 11, 2026. The amendment addresses five Request for Information (RFI) questions submitted by offerors and does not extend the offer due date, which remains August 21, 2026 at 4:30 PM EST.
The amendment clarifies contractor qualification requirements and evaluation factors for boiler safety device testing and training services at VA facilities. RFI #1 addresses supporting documentation requirements, establishing that offerors may submit resumes, curricula vitae, degree information, professional licenses, publication lists, references, project records, and training credentials organized in the same order as Section 4 requirements. RFI #2 clarifies that the Government will accept equivalent credentials to current tenure, including professor emeritus status, adjunct positions, or documented university-level engineering instruction. RFI #3 corrects Paragraph B to read: "The successful offeror shall specialize in boiler plant engineering safety, efficiency, and operations and shall demonstrate its qualifications through the services of a licensed Mechanical Engineer," confirming Paragraphs B and C are separate requirements. RFI #4 identifies five evaluation factors: Specialized Experience and Technical Competence, Professional Qualifications of Key Personnel, Technical Approach and Management Plan, Past Performance, and Capacity and Schedule, with specific subcriteria for each factor addressing VA boiler plant experience, personnel qualifications, testing methodology, contractor references, and resource availability. RFI #5 confirms that all sections and attachments containing solicitation number 36C25026Q0198 in page headers apply to solicitation 36C25026Q0684.

RFI #1: The SF 1449 states that successful offers must include supporting documentation of the contractor requirements found on page 10 of the solicitation. What specific supporting documentation does the Government require to be submitted with the quote to demonstrate each of the Section 4 qualifications (for example: curricula vitae, degree documentation, P.E. license number and state, publication lists, project and experience records, training certifications), and in what format should this documentation be organized?
Response: Offerors must submit documentation demonstrating compliance with the Contractor Qualifications identified in Section 4, pages 10-12 of the solicitation. The solicitation does not prescribe a single document type for each qualification. Supporting documentation may include, as applicable, resumes or curricula vitae, degree information, professional license information, publication lists, references, project or experience records, training credentials, and other relevant documentation sufficient to demonstrate the required education, experience, licensure, qualifications, and competence.
Offerors should organize their documentation in the same order as the requirements appear in Section 4.
Each submission should clearly identify the applicable Section 4 paragraph or subparagraph and explain how the supporting documentation demonstrates compliance with that requirement. Cross references may be used when one document supports multiple requirements. The Government is not prescribing a mandatory template; however, submissions must be clear, complete, and readily traceable to each qualification criterion.
RFI #2: Item 7 requires credentials as a professor/instructor of engineering disciplines "and tenure at a major university." Will the Government accept equivalent credentials — for example, professor emeritus status, an adjunct or nontenure-track university appointment in engineering, or an otherwise documented record of university-level engineering instruction — in lieu of a current tenured appointment? If not, please explain the basis for requiring a current tenured professorship for the performance of boiler safety device testing, program development, and training services.
Response: The Government will accept equivalent credentials demonstrating substantial university-level teaching experience in engineering disciplines. Acceptable evidence may include professor emeritus status, adjunct or non-tenure-track engineering faculty appointments, or another documented record of university-level engineering instruction.
Offerors must provide sufficient documentation to demonstrate that the proposed individual possesses the education, subject-matter expertise, teaching experience, and technical competence necessary to perform the boiler safety device testing, program development, and training requirements identified in the solicitation. A current tenure is not required. All proposed qualifications will be evaluated against the solicitation requirements.
RFI #3: Paragraph B ends mid-sentence ("...demonstrate qualifications as evidenced by licensed Mechanical") and paragraph C begins "Engineering support with course work in boiler systems...". Please confirm that paragraphs B and C constitute a single continuous requirement, and that no text is missing from the solicitation between these paragraphs.
Response: Paragraph B should read as follows:
“The successful offeror shall specialize in boiler plant engineering safety, efficiency, and operations and shall demonstrate its qualifications through the services of a licensed Mechanical Engineer.”
Paragraph B ends with this sentence. Paragraph C is a separate requirement and remains unchanged. No additional text is missing between paragraphs B and C.
RFI #4: FAR 52.212-2, Evaluation — Commercial Products and Commercial Services, is incorporated by reference, but the Solicitation does not state the evaluation factors or their relative order of importance.
Please identify the evaluation factors that will be used for award (e.g., technical qualifications, past performance, price), their relative order of importance, and how the Section 4 Contractor Qualifications will be evaluated and documented.
Factor 1 - Specialized Experience and Technical Competence
The Government will evaluate the offeror's specialized experience and technical competence in performing services comparable in scope, size, complexity, and risk to this requirement, including:
VA boiler plants with boilers rated at 10,000 pounds of steam per hour or greater.
Boiler safety-device testing, calibration, troubleshooting, and analysis.
Boiler-plant safety, efficiency, and operational assessments.
Development and interpretation of VA-specific safety-device testing procedures.
Statistical analysis and preparation of site-specific boiler reports.
Development or revision of boiler policies, standard operating procedures, preventive-maintenance schedules, steam-conservation plans, steam-load-shedding plans, and lockout/tagout procedures.
Compliance with VHA Directive 1810 and applicable NFPA, OSHA, and VA requirements.
Factor 2 - Professional Qualifications of Key Personnel
The Government will evaluate the education, licensure, training, relevant experience, and technical competence of personnel proposed for this requirement, including:
Current Professional Engineer licensure in Mechanical Engineering.
Bachelor's and master's degrees in Mechanical Engineering from accredited institutions, including documented coursework in boiler systems.
At least 10 years of applicable VA boiler-system experience in the areas identified in Section 4.
Teaching and training experience involving VA boiler-plant equipment and personnel.
University-level engineering instruction credentials or equivalent documented teaching qualifications.
Publications addressing boiler operations, safety, or efficiency.
Current confined-space training credentials meeting OSHA requirements.
Factor 3 - Technical Approach and Management Plan
The Government will evaluate the offeror's understanding of the requirement and proposed approach to:
Develop a comprehensive safety-device testing plan.
Perform required testing without compromising boiler-plant safety or continuity of steam service.
Coordinate testing schedules and provide the required advance notice.
Train Utility Systems Operators during testing and document individual competencies.
Review and develop site-specific training plans, competency documents, policies, and procedures.
Manage testing at the Fort Wayne and Marion campuses.
Perform quality control, document control, and timely delivery of electronic and hard-copy products.
Address safety, lockout/tagout, confined-space requirements, and applicable NFPA standards.
Factor 4 - Past Performance
The Government will evaluate the quality and relevance of recent performance on contracts similar in scope, complexity, and risk. The evaluation may consider:
Quality of technical work and deliverables.
Compliance with safety and regulatory requirements.
Timeliness and schedule control.
Effectiveness of training and competency validation.
Responsiveness and management of technical issues.
Customer satisfaction.
Offerors should provide references for relevant projects completed or substantially performed within the past five years, including customer name, contract number, scope, performance period, contract value, and current contact information.
Factor 5 - Capacity and Schedule
The Government will evaluate the offeror's capacity to:
Provide qualified personnel for both VA campuses.
Begin performance within the required period.
Provide at least 14 days' notice before testing begins.
Complete the base-year requirements and potential option-year services.
Maintain continuity if proposed key personnel become unavailable.
Provide required equipment, supplies, transportation, and administrative support.
RFI #5: The page headers on multiple pages of Sections B through E display solicitation number 36C25026Q0198 rather than 36C25026Q0684. Please confirm that all sections, clauses, provisions, and attachments contained in this document apply to solicitation 36C25026Q0684.
