Performance and Payment Bond Certification - District of Columbia Department of General Services

This document is a Request for Task Order Proposal (RFTOP) certification regarding performance and payment bonds issued by the District of Columbia Department of General Services, Contracts and Procurement Division, located at 2000 14th Street, NW, 8th Floor, Washington, DC 20009. The RFTOPs address multiple task orders for construction and renovation projects at District schools and facilities, including door replacement at Bunker Hill Elementary School, a welcome center at Ketcham Elementary School, miscellaneous work at Bruce Monroe Elementary School, and HVAC system installation at Tyler Elementary School's cafeteria. Contractors are required to submit complete bid forms (Attachment B), lists of key personnel including Field Superintendents and Project Managers with detailed qualifications, project management plans with preliminary schedules, bid bonds (Attachment E), and subcontracting plans (Attachment H). The District intends to award single task orders to the responsive and responsible offeror with the lowest lump sum price determined to be most advantageous to the District.

All contractors are required to provide performance and payment bonds prior to commencing work, in accordance with Article 11.5 of the underlying IDIQ Contract. Work performed under the proposed task orders is subject to Davis-Bacon wage determinations (Attachment D), the Living Wage Act, and the Service Contract Act, all in effect at the time of task order execution. Additionally, contractors and subcontractors must comply with First Source Agreement and Employment Plan requirements, including mandatory subcontracting plans, District residency hiring requirements of 51 percent for new positions, and apprenticeship obligations. Contractors must also complete tax certification affidavits and are subject to liquidated damages provisions. The document is signed by Ebti K. Hana, Contracting Officer, but no specific response deadlines, award dates, or contract term lengths are provided in the certification document itself.
