Section 2.5.1 Project Sustainability Requirements The Project is required to meet all local and national codes, including but not limited to DC Energy Conservation, DC Green Construction Code, the Green Building Act, etc. The Project will also be required to meet the recent amendment to the Green Building Act, the Greener Government Building Amendment of 2022, which went into effect on March 10, 2023. In addition to the required codes, the project is required to meet the following:

Section 2.5.1.1 LEED and Green Construction Code Requirements: The Project shall be designed in such a way to incorporate, at a minimum, LEED Gold principles. Evaluation will be required to determine if the level of renovation qualifies for LEED certification; if the Project does qualify the District will require the innovation LEED Pilot Credit – Integrative Process for Health Promotion (https://www.usgbc.org/credits/new-construction-core-and-shell-schools-new-construction-retail-new-construction-healthc-106), green roof credits through the Department of Energy and Environment (“DOEE”) Stormwater Retention Credit program and RiverSmart Rooftops Rewards and Rebate program), and Energy Star Certification. The Design-Builder will be responsible for applying for and achieving Energy Star Certification and filing the DOEE Stormwater Retention Credit and RiverSmart Rooftops registration forms. The Design-Builder shall also comply with the recently adopted International Green Construction Code.

Section 2.5.1.2 Net Zero Energy and Energy Consumption Requirements: The District is particularly interested in River Terrace Recreation Center becoming a Net Zero Energy building, and the Department requires the design-build team to use net zero strategies in the building’s design and to attain certification through the International Living Future Institute’s (“ILFI”) Zero Energy Building program.

The building shall be design-built to operate at an annual Energy Use Intensity (“EUI”) of 20 or less. In addition to meeting ILFI Zero Energy certification, this EUI threshold is necessary for DC government to be in compliance with the DC Building Energy Performance Standards (“BEPS”) law. Additional information can be found in the DGS Energy

Management Plan (“EMP”). The EMP follows Mayor Bowser’s 2019 signing of the Clean Energy DC Omnibus Amendment Act of 2018, which established the BEPS that require building owners to meet energy reduction targets by actively improving the energy performance of their buildings over time.

a. In coordination with DGS-Sustainability and Energy Division, the A/E shall monitor and adjust the building’s energy systems for two years after commissioning to ensure the annual EUI score is maintained. The DGS-Sustainability and Energy Management Division’s Solar Program will provide solar technical assistance for designing the roof and other potential areas to solar-ready standards. The Department contemplates entering into a solar photovoltaic (“PV”) power purchase agreement in the future for River Terrace Recreation Center through a separate contract with a solar developer.

Energy Targets The Project shall comply with DC Energy Code Appendix Z2.1.1 such that the Building design shall demonstrate a zEPI of 30 or lower as determined in accordance with Equation

1. Projects will also comply with Appendix Z2.2 thermal energy performance intensities for annual heating and cooling demand. Provide Energy documentation that tracks zEPI, targeted Site and Source EUI at each stage of design.

Employ all-electric building systems in compliance with the Greener Government Buildings Amendment Act and Appendix Z. Electric resistance shall not be deployed as primary heating sources. Heat pump technology is preferred. Ensure all electric ENERGY STAR Appliances (process-related equipment) are incorporated. The Design-Build team shall demonstrate knowledge and/or experience with the DC Energy Code and approach to meeting the energy targets.

HVAC Life Cycle Cost Analysis A life-cycle cost analysis shall be developed to evaluate multiple building HVAC options that include a pathway to Net Zero Energy with options for on-site solar PV. Ensure that Life Cycle Cost Analysis is completed no later than Design Development (“DD”). Use Escalation Rate, Time Period, Operations, and Maintenance Data as recommended by NIST BLCC. Use recommended Occupancy schedules per ASHRAE 90.1. Also consider comparison of operational greenhouse gas (“GHG”) emissions over a 50-year time frame.

Solar Considerations Working with the DGS’s Sustainability & Energy Division (“DGS-SE”) Solar Program, the roof shall be designed to be solar-ready. Solar photovoltaic (“PV”) shall be installed through DGS’s Solar Power Purchase Agreement (“PPA”) Program. The design-build team, in consultation with the DGS-SE Solar Program, needs to design-build the roof to these DGS Solar-Ready Guidelines. The Design-Builder does not need to account for the labor and materials of solar PV module installation as this will be performed by a third-party, though will need to account for the design, materials, and construction of any canopy structure(s) that would support solar PV modules over parking lots or other ground surfaces.

Section 2.5.1.3 Project Compliance with Energy Performance Laws:

Provide a 40-year Life Cycle Cost Analysis, including calculations for GHG emissions, of a Geothermal heat pump system vs. Air Source Heat Pump system. Electric resistance as primary space or water heating is not permitted.

Project shall comply with Greener Government Buildings Amendment Act (“GGBAC”) and Climate Commitment Amendment Act (i.e. no fossil fuel space or water heating equipment is permitted, except for backup power).

Section 2.5.1.4 Design Excellence Criteria Narrative:

Continuing a legacy of outstanding public architecture that was initiated with the founding of the nation, DGS seeks to commission our nation’s most talented architects, landscape architects, interior designers, engineers, and construction professionals to design and construct District facilities of outstanding quality and value. These projects are to demonstrate the value of true integrated design that balances aesthetics, functionality, cost, constructability, durability, and reliability. Additionally, the Project's design will create environmentally responsible and superior public facilities that give contemporary form and meaning to our democratic values. During the Design Phase, the architect/engineer (“Architect/Engineer” or “A/E”) shall develop a design for the Project that is consistent with the District’s Comprehensive Plan, inter-agency goals, and the DGS Design Excellence Program objectives. The Design Phase will include participation in the Design Excellence Peer Review, which will convene three times during the design phase. Twice in the conceptual phase and once in the schematic phase. The peer reviews will focus on discussing the Design Excellence design principles. During the preliminary conceptual design phase, the creation of three preliminary design options will be created, each option will include its own specific budget scenario and schedule. The purpose of the peer review is not to mandate solutions but to highlight opportunities to strengthen the design and fulfill Project requirements.

Section 2.5.1.4 Stormwater Management: The Design-Builder is responsible for meeting all Stormwater Management requirements within the bounds of the project site. Additionally, the Design-Builder shall explore the possibility of the creation of Stormwater Retention Credits through the Department of Energy and Environment (“DOEE”) Stormwater Retention Credit program. The Design-Builder is responsible for completing all the work and documentation required for certification and final approval for Stormwater Management facilities on the Project.
