Summary of Disadvantaged Business Enterprise/Small Business Participation Plan for City of Phoenix Public Transit Department

This document is an annual Small Business Participation Plan (SBPP) submission template issued by the City of Phoenix Public Transit Department for contractors working on Federal Transit Administration (FTA)-assisted projects. The plan requires contractors to comply with Disadvantaged Business Enterprise (DBE) program requirements established under 49 CFR Part 26 by the United States Department of Transportation. Contractors must submit an initial SBPP within 30 days of contract award and provide updated annual submissions thereafter on the anniversary date of contract execution. The plan obligates contractors to track and report all participation involving DBE and Small Business firms across all procurement activities, joint ventures, goods and services arrangements, and sub-tier participation. Key submission requirements include identification of potential goods and services categories available for DBE procurement, documentation of currently engaged DBE firms and small business partners, articulation of future DBE participation opportunities, and comprehensive expenditure reporting detailing total amounts paid to certified DBEs and small businesses during the preceding year.

Contractors must demonstrate good faith efforts to promote DBE participation through documented outreach activities, including sending solicitation letters to DBE suppliers, maintaining contact logs, encouraging supplier DBE certification applications, and actively engaging certified disadvantaged and small businesses identified through the Arizona Department of Transportation UTRACS database. All participation data must be entered monthly into the City's Certification and Compliance System at phoenix.diversitycompliance.com. Each contractor must designate a Contract Liaison responsible for submitting annual SBPP updates and other required reports to the contracting agency. The plan requires identification of specific goods and services categories, current DBE and small business participants with contact information and payment amounts, and future opportunities for DBE engagement on transit-related projects. Contractors must also consult with the PTD DBE Compliance Specialist for guidance regarding plan development and implementation.
