About this file

This is an eligibility verification form (Attachment No. 3) for the Distributed Wind Turbine Competitiveness Improvement Project dated December 7, 2020. The document establishes key qualification requirements for participation in the project.

The verification form requires offerors to confirm several critical eligibility criteria through initials: the company must be U.S.-based, the turbine system must be manufactured in the U.S. or use U.S. supply chain vendors, the primary output must be electrical power, all hardware must be new (not refurbished), and relevant certification and design standards must be current. For turbine testing proposals, an estimated loads report must be completed. The turbine must exist as either a product, complete design, or preliminary design appropriate for the scope. Component manufacturers who are not turbine manufacturers must link their proposals to an existing turbine. The form includes signature fields for company representative confirmation that all NREL-funded work will occur in U.S. territories unless otherwise specified.

Distributed Wind Turbine Competitiveness Improvement Project

ELIGIBILITY VERIFICATION

December 07, 2020

All efforts funded under this project shall be performed by a U.S. company located within the United States or its territories. A U.S. company is defined as a business incorporated or formed as a legal entity in the United States.

The turbine selected by the Subcontractor must already exist as a product, a complete design or as a preliminary design as appropriate for the scope of the topic area. The company must be ready to take the turbine design through the tasks set forth in the topic area task description in the Statement of Work. If the proposed project is for the development of a component by the component manufacturer who is not the turbine manufacturer, the proposal must be linked to an existing turbine. All turbine or component designs meeting the qualifications set forth here are eligible for consideration in this effort.

For purposes of considering this Proposal, Offeror agrees to the following (initial each one):

___ Primary output of turbine will be electrical power

_____ Offeror is a U.S. company

_____ Turbine system is manufactured (or intended to be manufactured) in the U.S. or the manufacturer is active in the U.S. market and uses U.S. supply chain vendors.

Provide location(s) of U.S. turbine manufacturing facilities or vendors

_____ Turbine system hardware is all new, not refurbished or remanufactured

_____ If the proposal is for turbine testing (pre-prototype, prototype, certification or type), an estimated loads report has been completed

_____ The company has all recent relevant certification and design standards.

Unless otherwise specified in the proposal, to the extent of my knowledge all work efforts funded by NREL will occur in the U. S. or U. S. Territories.
