About this file
This document is a Mandatory Pre-Bid Conference Agenda for Facility Management Services related to the Fire Protection System Replacement project (DRDC Project #2026-012P25) located at 1250 Academy Park Loop, Colorado Springs, Colorado, under the State of Colorado. The conference, scheduled for October 7, 2026, requires representation from the Owner, Architect/Engineer, their consultants, and prospective bidders with their consultants. The agenda covers critical bidding requirements including review of the Invitation for Bids directions, scope of work, add alternates, unit pricing, and project schedule. Facility-specific requirements are outlined, including security and consent to search forms, detention procedures, site access protocols, and tool control measures. The conference includes a site tour and designated time for questions and answers, with bidders advised that questions addressed during the conference are non-binding and official written questions must be submitted as directed in the IFB.
Bidders must acknowledge that this is a 24/7/365 operational facility where standard security checks and processing delays will occur and must factor these operational delays into their bid submissions. The State adheres to strict construction schedules, and the contractor bears responsibility for meeting agreed-upon deadlines. Additional key obligations include the facility's right of first refusal on items and materials scheduled for demolition, the contractor's responsibility for installing temporary power to job trailers and providing portable toilets as required at the site, and compliance with all IFB directions to avoid bid rejection.
