About this file

This document is an Apprenticeship Utilization Certification form issued by the State of Colorado Office of the State Architect for the State Buildings Program, applicable to public projects valued at $1 million or more. The certification pertains to project 2026-012P25, the DRDC Fire Protection System Replacement, under the Department of Corrections/Facility Management Services. The form requires general contractors and all identified subcontractors in the trades of mechanical, sheet metal, fire suppression, sprinkler fitting, plumbing, and electrical to document their participation in apprenticeship programs. All firms must be registered with the United States Department of Labor's Employment and Training Administration or state apprenticeship councils recognized by the Department of Labor and must demonstrate a proven record of graduating a minimum of fifteen percent of apprentices for at least three of the past five years.

The general contractor must supply supporting documentation from the U.S. Department of Labor's Office of Apprenticeship to verify certification, with documentation to be made publicly available by the contracting agency through its website within thirty days of submission. The contractor must provide additional documentation regarding affected apprenticeship training programs upon request. The certification is enforceable through contract termination provisions, with willful falsification of documentation or misrepresentation of qualifications resulting in immediate subcontractor removal from the project and potential debarment of the general contractor by the Director of the Department of Personnel pursuant to Colorado Revised Statutes.
