About this file
Attachment N is a Certification of Drug Free Workplace form from the Florida Department of Management Services for the Mail Services V2 Request for Proposals (RFP No. 24-80141800-RFP-1). The document provides a standard certification that a respondent has implemented a comprehensive drug-free workplace program, which includes six key requirements such as publishing a statement prohibiting controlled substance activity, informing employees about drug abuse dangers, providing employees with policy statements, requiring notification of workplace drug convictions, imposing sanctions on convicted employees, and maintaining a drug-free workplace environment. The form serves as a potential tiebreaker mechanism, where if proposals are equal in price, quality, and service, preference will be given to respondents who have signed and submitted this certification.
The certification requires detailed actions by the respondent, including notifying employees about drug prohibition, explaining workplace drug policies, distributing policy statements, mandating employee reporting of drug convictions, and potentially requiring rehabilitation participation. By signing the form, the respondent attests to full compliance with these provisions under penalty of law, with false statements being legally punishable. While directly related to the Mail Services V2 procurement, this form is a standard requirement that applies to the broader competitive solicitation process, designed to promote workplace safety and drug-free environments among potential state contractors.

(4) In the statement specified in (1), above, notifying the employees that, as a condition of working on the commodities or contractual services that are being competitively procured, the employees will abide by the terms of the statement and will notify the employer of any conviction of, or plea of guilty or nolo contendere to, any violation of Chapter 893 or of any controlled substance law of the United States or any State, for a violation occurring in the workplace no later than five days after such conviction.
(5) Imposing a sanction on or requiring the satisfactory participation in a drug abuse assistance or rehabilitation program if such is available in the employee's community, by any employee who is so convicted.
(6) Making a good faith effort to continuing to maintain a drug-free workplace through implementation of these provisions.
