About this file

This is a Labor Law Addendum to an Agreement between Orange County, New York, and a vendor providing door repair and replacement services. The addendum modifies the primary services agreement by adding comprehensive labor law compliance requirements under New York State Labor Law Article 8. The services encompass interior and exterior door repair and replacement, including installation of hardware, hinges, locksets, closers, exit devices, weatherstripping, thresholds, and finishes on an as-needed basis at various county locations. Bidders must demonstrate a minimum of five years of experience in door repair and replacement services and must submit a Certification of Experience with their bid package. A bid bond of $500.00 is required. The question acceptance deadline is September 2, 2026, at 3:00 PM EDT, with submissions directed to generalservices@orangecountygov.com. Bidders must provide proof of registration with the New York State Department of Labor as required by NY State Labor Law 220-i, with failure to include such proof resulting in automatic disqualification.

The Labor Law Addendum requires vendors to comply with strict wage and hour standards, including limiting workers to eight hours per day and five days per week except in extraordinary emergencies approved by the New York State Commissioner of Labor. Vendors must pay prevailing wage rates and supplements as set by the New York State Department of Labor and must post wage rate information at the work site in lettering at least two inches high. Vendors are required to maintain and submit payroll records within thirty days of the first payroll and every thirty days thereafter, sworn under penalty of perjury. The addendum prohibits discrimination in hiring and employment based on race, creed, color, disability, sex, or national origin, with penalties of $50.00 per person per calendar day for violations. For contracts exceeding $250,000, all laborers must be certified as having completed a ten-hour construction safety and health course approved by OSHA. For contracts exceeding $500,000, vendors and subcontractors must participate in approved apprentice training programs with demonstrated commitment to attracting and retaining minority apprentices.
