About this file
This document is an Attachment L.2 Minimum Organizational Requirements Table for a Federal Flow Management Decision Support (FMDS) system procurement. The table contains nine critical requirements for potential respondents, focusing on technical readiness, system capabilities, and operational understanding of Traffic Flow Management (TFM) in the United States National Airspace System (NAS). Key requirements include having a system at Technical Readiness Level 8, demonstrating ability to display airspace resources, flights, and weather on a map, evaluating demand versus capacity of NAS resources, and understanding TFM operations and collaborative decision-making processes. Respondents must also be able to meet with the government within one month of submitting a Concept Paper and demonstrate capability to be operationally deployed at FMDS sites by Initial Operating Capability (IOC) no later than December 2028.

Does the Respondent’s proposed system/application to be used as a basis for FMDS have the existing ability, related to Traffic Flow Management (TFM), to display airspace resources, flights, and weather on a map?
for FMDS have the existing ability, related to TFM, to display aggregate demand by different National Airspace System (NAS) resources, e.g. airport, fix, sector, et al?
for FMDS have the existing ability, related to TFM, to evaluate demand vs.
capacity of NAS resources?
Does the Respondent have a demonstrable understanding regarding how TFM is conducted in the United States (U.S.) NAS, as described in the FMDS Concept of Operations?
Does the Respondent have a demonstrable understanding of the types of traffic management initiatives used in the U.S. NAS, the suite of capabilities currently in TFM operations, and the conduct of collaborative decision making with NAS users, as described in the FMDS Concept of Operations?
Is the Respondent able to meet with the government, within one (1) calendar month of the submission of its Concept Paper, and conduct a presentation demonstrating the Offeror’s capabilities?
Is the Respondent able to demonstrate that it can meet all System Specification Document (SSD) requirements and be operationally in use at FMDS sites by Initial Operating Capability (IOC) no later than December 2028?
