About this file
This document is an Attachment 12 Method of Evaluation for a Federal Aviation Administration (FAA) Challenge-Based Announcement (ChBA). The evaluation consists of four criteria, each rated on a Meets/Does Not Meet basis: 1) Minimum Organizational Requirements, 2) Prior Experience, 3) Technical Solution, and 4) Business Model. To advance to Phase 1 Challenge 2, respondents must receive a "Meets" rating on all four criteria.
Key evaluation requirements include submitting one to three prior experience references within the past five years, providing a technical solution narrative describing product functionality and National Airspace System (NAS) Traffic Flow Management (TFM) capabilities, and presenting a business model that demonstrates cost-effectiveness, team expertise, government support practices, and risk mitigation strategies. Respondents will be eliminated from consideration if they fail to meet any of the specified criteria, with the FAA reserving the right to verify reference information and assess the completeness and accuracy of submissions.
