About this file
Attachment L is a document template for Contractor Proposed Enhancements related to NASA's Draft Request for Proposal (RFP) 80GSFC25R7005 for the Sounder for Microwave-Based Applications (SMBA) under the Near Earth Orbit Network (NEON) program. The document provides instructions for contractors to propose performance improvements beyond the baseline contract requirements, with specific guidance on how to articulate these enhancements using Performance Work Statement (PWS) terminology.
The template includes two example enhancements demonstrating how contractors can improve response times and performance metrics. Contractors are instructed to identify the current contract requirement from specific contract attachments (such as Statement of Work or Specifications) and then clearly define a proposed enhancement that surpasses those original requirements. The document is dated March 2015 and is part of a pre-solicitation process for a contract that is currently to be determined (TBD), with the goal of promoting competitive and innovative proposals for the SMBA instrument development under NASA's Goddard Space Flight Center.
