About this file

This is a Location Matrix scoring template used by the Brevard County Housing and Human Services Department in Florida to evaluate proposed housing developments applying for Florida Housing Finance Corporation (FHFC) tax credits, State Apartment Incentive Loan (SAIL) funds, and revenue bonds. The matrix assesses the proximity and accessibility of essential community amenities and services to proposed development sites located in unincorporated Brevard County and participating municipalities. Applications for these programs must be submitted no later than 10:00 a.m. on August 31, 2026.

The Location Matrix uses a point-based scoring system across thirty categories to measure site accessibility. Categories one through twenty-five evaluate proximity to amenities such as adult day care, banks, childcare, medical facilities, employment centers, retail options, schools, and parks, with applicants earning points based on whether each amenity is within one-half mile walking distance (1 point), five miles by car (1 point), or thirty to forty-five minutes by public transit (1 point). Categories twenty-six through thirty assess distance to emergency services and utility infrastructure, with applicants selecting only one distance option for police stations, fire/rescue stations, and existing water and sewer utility lines. The completed matrix guides evaluation of development site quality and community integration as part of the competitive selection process for state housing finance programs.

walking distance and within 5 miles driving distance of the site, but further than a 30-45 minute trip by public transit, you would get 1 point in
each of the walking and driving columns, and 0 points in the transit column, for a total of 2 points. However, if there is not a major employ-
ment center within 1/2 mile walking distance or within 5 miles driving distance or within 30-45 by public transit, you would earn 0 total points.
Scoring for Rows 26-30: Select only one of the three categories (if any) and claim the points associated with that column (if any).
