About this file
This is Addendum 1 to the Request for Applications (RFA-5-26-08) issued by Brevard County Purchasing Services for Local Government Contribution for Florida Housing Finance Corporation Programs. The addendum provides clarifications to three questions submitted by prospective contractors regarding application requirements and evaluation criteria. Specifically, it clarifies that the Needs Analysis section (Appendix 3) requires no specific format but should align with needs assessment data submitted to the Florida Housing Finance Corporation in the 2026-2025 RFA Application, with supporting resources from the Shimberg Center at the University of Florida recommended. The addendum also directs applicants to pages 17-18 of the RFA document for detailed guidance on submittal format and scoring breakdown across multiple tabs in the Evaluation and Selection Criteria section. The application opening date and time remain unchanged at Monday, August 31, 2026 at 10:00 a.m., and all other terms and conditions of the original RFA remain in effect. The addendum was issued on August 21, 2026 by Mary Bowers, Purchasing Manager.
The addendum does not contain pricing information, set-asides, incumbent details, or funding amounts, as these provisions are contained in the original RFA document. Prospective contractors are required to acknowledge receipt of this addendum with their application submissions. The clarifications provided ensure that applicants understand evaluation expectations and can submit compliant applications consistent with the county's scoring methodology and data requirements.

August 21, 2026 Addendum 1
TO ALL PROSPECTIVE CONTRACTORS
This is an Addendum to and shall be considered as part of the original Application package for the above-mentioned Application. Contractors are requested to acknowledge receipt of this Addendum with their Application.
CLARIFICATION TO QUESTIONS ASKED RECEIVED:
1. Question: Appendix 3 - Needs analysis - do you have an example of what you are looking for in this section? I have an idea of what our team can submit to satisfy this analysis but was curious if you had a specific format that you were looking for.
Response: There is no specific format. Narrative and data should be consistent with needs assessment data provided to the Florida Housing Finance Corporation within the 2026-205 RFA Application.
Supporting data resources on needs for Brevard County from the Shimberg Center at the University of Forida are also recommended.
2. Question: Submittal - I see that the submittal format has multiple tabs on it for the project narrative, ability to proceed, etc. but Attachment A_Application states to attach appendixes to it. Can you please clarify how we should be submitting our application and what is meant by the Tabs in the scoring breakdown.
Response: Please refer to pages 17–18 of the RFA document (Invitation and Specifications), under the Evaluation and Selection Criteria section.
3. Question: Scoring - how is scoring determined? I noticed that there are 5-15 points available for each tab but no designation on how points are awarded. Can you please let us know if there is a scoring criteria sheet that we are missing?
Response: Please refer to the response to Question 2.
Please note that the application opening date and time remains Monday, August 31, 2026 @ 10:00 am.
All other terms and conditions remain unchanged.
Sincerely, Mary Bowers Purchasing Manager
