About this file
This is a California Civil Rights Laws Certification document required for state and local contract opportunities in California. The certification applies to any bidder or proposer executing or renewing a contract exceeding $100,000 on or after January 1, 2017. Bidders must certify compliance with the Unruh Civil Rights Act (Section 51 of the Civil Code) and the Fair Employment and Housing Act (Section 12960 of the Government Code). Additionally, contractors must certify that any internal policies against sovereign nations or peoples recognized by the United States government are not applied in violation of these civil rights laws. The certification requires an authorized representative of the proposing firm to execute the document under penalty of perjury, including the firm name, Federal ID number, signature, printed name and title, date executed, and the county and state where the document was executed.
Certification is not required for bids not exceeding $100,000. This document serves as a mandatory compliance verification mechanism for California public contracts and establishes the contractor's commitment to non-discriminatory practices in employment and service delivery in accordance with state civil rights statutes.
