Attachment J.3 – Illustrative Personnel Qualifications SWIFT 6 IDIQ and Task Orders

This attachment provides: the key personnel position for the SWIFT 6 IDIQ contract; the standard key personnel positions that are typically included in each SWIFT 6 Task Order; and, illustrative additional non-key personnel positions and descriptions of functions typically completed by non-key personnel. Each Request for Task Order Proposal (RFTOP) statement of work will specify the key personnel positions and other staffing requirements. Minimum education and experience requirements for IDIQ labor categories are established by the IDIQ minimum qualifications in Section B.7.3. Based on the country or regional location, or program complexity, there may be additional experience and language requirements that are not included in the illustrative list below. Depending on the program, individual Task Orders may also determine the need for other key personnel beyond those listed below.

I. IDIQ Manager – Key Personnel for SWIFT 6 IDIQ (SWIFT-Programs and SWIFT- Support)

Responsibilities:

● Serve as the Contractor’s primary point of contact with the IDIQ COR and CO for SWIFT

6 IDIQ matters. OTI will regularly communicate with the IDIQ Manager regarding policy changes that impact programming under the SWIFT 6 IDIQ.

● Responsible for the administration and management of the SWIFT 6 IDIQ.

● Respond to Task Order requests, and provide central management and oversight of Task

Orders under this award, working collaboratively and often with USAID.

● Submit IDIQ-level reporting requirements listed in Section F, and meet and consult regularly with the IDIQ COR.

● Responsible for coordination across SWIFT 6 Task Orders including: mentoring, training, and guiding Contractor’s Task Order staff; general management oversight on all Contractor Task Orders under this award; and quality control and timeliness of all deliverables.

● Work with USAID and the Contractor to resolve issues (across Task Orders or at individual Task Order levels) and share lessons learned and best practices.

Qualifications:

● Minimum of five (5) years of recent project management experience with a USG foreign affairs agency, international assistance organization, or non-governmental organization;

and a minimum of five (5) years of experience in programs/activities pertaining to community development, economic development, mediation/arbitration, conflict resolution, democracy and governance, international law, human rights, and/or political analysis.

● Minimum of two (2) years of overseas field experience working in one or more developing countries undergoing political instability.

II. Illustrative Personnel Qualifications (SWIFT-Programs)1

A. Standard Task Order Key Personnel

1. Chief of Party (COP) In OTI country or regional programs, the Chief of Party commonly serves the traditional responsibilities of a Chief Operating Officer and is not a traditional Chief of Party role due to the OTI-Contractor relationship and key decision making processes, as described in Section C.

Qualities: Based on USAID/OTI’s experiences, a strong COP for a SWIFT country or regional program should:

● Be willing to have close, daily collaboration with OTI’s in-country staff.

● Take programmatic and strategic direction from OTI staff.

● Have strong management and leadership skills, including the ability to mentor staff.

● Be a “hands on” manager who is actively engaged in all aspects of program management.

● Understand OTI’s need for direct program communication with all program staff.

● Have demonstrated past representational experience with host governments, other donors, and civil society and demonstrated success with inter-agency coordination and joint programming ideally.

● Be flexible.

Responsibilities: The COP is responsible for:

● Making key decisions and solving problems in short time frames while ensuring operational and program integrity. Overall program direction is provided by OTI through the TOCOR and CR.

● Management, oversight, and reporting of Contractor progress and quality of performance in meeting the activity undertakings in this program.

● Financial and program management, oversight, and reporting of Contractor progress and quality of performance in meeting the activity undertakings in this program.

● Serving as the Contractor’s designated person for overall management of the in-country relationship with USAID/OTI.

● In close consultation with the CR, providing oversight of grant activities, including supervision of the program staff, ensuring appropriate grant design, ensuring that procedures are established and complied with for grant development, grant worthiness, grant implementation, management, monitoring, evaluation, and grant closing.

● Under the guidance of the CR or DCR, contributing to the design and implementation of the M&E system at the activity and program levels and for ensuring that all programming is properly monitored and evaluated.

● Developing familiarity with, and maintaining daily usage of, the OTI Database, and ultimately responsible for ensuring that the relevant staff use, maintain, and upload weekly the OTI Database, and that data is consistent and complete.

● The Chief of Party supervises the [TBD depending on Task Order].

Required Qualifications:

● [Mid-level] A minimum of six (6) years of relevant work experience and a bachelor’s degree or ten (10) years of relevant work experience without a bachelor’s degree.

Relevant experience entails working in complex, high-speed, and/or challenging field operations in developing countries. At least one (1) year of this experience shall include managing these field operations.

● [Senior-level] A minimum of eight (8) years of relevant work experience and a bachelor’s degree or twelve (12) years of relevant work experience without a bachelor’s degree.

Relevant experience entails working in complex, high-speed, and/or challenging field operations in developing countries. At least three (3) years of this experience shall include managing these field operations.

● Experience with a Contractor or international NGO managing an office or program.

● A minimum of four (4) years of supervisory experience.

● Experience with programs that provide quick delivery of assistance in response to emerging windows of opportunity.

● Experience with grant management.

● Experience in the hiring and supervising of host country local personnel and ensuring, when need arises, that they secure necessary training required to meet program needs.

● Financial management experience, including budgeting; financial management (tracking, reporting and accounting); and procurement.

● Experience with activity design, development, and implementation.

● Experience working in complex political transition and/or conflict environments.

Highly Desired Qualifications The following are highly desired but not required:

● Experience with in-kind and/or small grants.

● Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints.

● Demonstrated experience and knowledge in overseeing program close-out.

2. Operations Manager or Deputy Chief of Party (DCOP)2 The Operations Manager / DCOP will manage the day-to-day operations and administration, to include project procurements, operational systems, and logistics.

Responsibilities: The Operations Manager / DCOP is responsible for:

● All operations including but not limited to administration, logistics, procurement, budgeting, financial, and property.

● Ensuring that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the SOW. This will include monitoring grantee worthiness, ensuring that all procurement processes are perceived as transparent by beneficiary communities, assuring fair and transparent procurement processes, review of financial management, and monitoring grant implementation.

● Ensuring that the most reasonable, fair, expeditious, and appropriate procurement choices were made pursuant to the Contractor Procurement Guide.

● Supervising the Contractor’s day-to-day field presence in the areas of operations (including the project's facilities such as office space, equipment and project vehicles), administration, logistics, procurement, budgeting and financial accounting and act as the Chief of Party when they are absent from the program.

● Supervising the daily financial operations of the contract, which include cash flow management, timesheet recording, reporting to OTI on the financial aspects of the project, and daily monitoring of obligations, budgets, and expenditures.

● Supervising the Contractor’s field staff managing operations, administration, logistics, procurement, budgeting and financial accounting.

● Ensuring continuous liquidity for the project; handling all human resource issues;

supervising the day-to-day implementation of all grants made under the program; and investigating and identifying new ways of achieving project efficiencies.

● Coordinating with the Contractor Home Office on all compliance issues, seeking legal and policy guidance on sanctions and other applicable restrictions.

● [Optional depending on Task Order] While not directly responsible for overseeing activity development, the DCOP will be expected to have a good grasp of the programmatic aspects of the program and be prepared to step in as needed to support the COP and other program staff in activity development aspects of the project while staying apprised of the evolution of the local political, legal, and economic situation and on how to continuously adapt the program.

Required Qualifications:

● [Deputy Chief of Party - Junior-level] A minimum of four (4) years of relevant work experience and a bachelor’s degree or eight (8) years of relevant work experience

3. Regional Program Manager (RPM)

Responsibilities: The RPM, in conjunction with the COP and OTI, will:

● Manage a field office in terms of financial and administrative management, program development and implementation, as well as grant development and implementation.

● Coordinate with the COP, who is responsible for implementing OTI’s directions on coherence of program strategy and project development program-wide; they will supervise the program development officers and the activity implementation and support staff in their respective offices.

● Manage program staff in the development of overall regional program strategy and review of grantee proposals, including proposal submission and data entry. They will also oversee the identification of potential grantees and the development and implementation of small grant activities for OTI’s approval. Other responsibilities will include advising the COP and OTI on the evolution of the local political, legal, and economic situation and on how to continuously adapt the regional OTI program to ensure that it remains relevant and effective.

● Oversee the programmatic and implementation monitoring of each activity and contribute to program-level MEL efforts; the RPM will ensure that activities and reports are accurately captured and shared with the main office and OTI.

● They will also supervise enforcement of proper financial, procurement, and general operational protocols and reporting in the field office.

● Ensure that the field office maintains compliance with USAID regulations in regards to auditing requirements, implementation, procurement, financial management and overall office management.

● Supervise and provide guidance to all staff located at the field office.

Required Qualifications:

● Junior-level] A minimum of three (3) years of relevant work experience and a bachelor’s degree or seven (7) years of relevant work experience without a bachelor’s degree.

Relevant experience entails working in complex, high-speed, and/or challenging field operations in developing countries.

Contractor’s management and operational systems.

B. Standard Task Order Non-Key Personnel3

1. Start-Up Team Leader

Responsibilities: The Start-Up Team Leader will:

● Oversee and/or supervise, in conjunction with and in support of the long-term key personnel, the start-up of all program operations including but not limited to administration, logistics, procurement, budgeting, financial, and property; and

● Ensure the rapid start-up of program implementation and the smooth transition from the pre-deployment/start-up phase to full implementation.

Required Qualifications:

● At least two (2) years prior working in developing countries is required.

● Demonstrable experience with a contractor or international NGO managing a donor-funded office or program, either in the field or from the home office.

● Demonstrable experience managing the in-country operational and programmatic start-up for donor-funded programming.

● Fluency in written and spoken English.

Highly Desired Qualifications The following are highly desired but not required:

● An advanced degree in a relevant field such as but not limited to political science, international development, international relations.

● Overseas field experience in stabilization or post-conflict environments, particularly with program and project management in these environments.

● Experience managing the in-country operational and programmatic start-up for donor-funded programming in less secure operating environments.

● [Optional depending on Task Order] Previous experience working in or supporting programs in [country and/or region].

2. Home Office Point of Contact

Responsibilities: The Home Office POC will be responsible for:

● Serving as the key day-to-day interlocutor for OTI’s Washington-based TOCOR, and providing support to the Contractor’s personnel in the field.

● Maintaining frequent and open communication with the TOCOR on all aspects of the

Task Order.

● Coordinating with the Contractor’s personnel in the field to ensure that the Task Order is managed and implemented in accordance with the approved budget, USAID regulations and procedures, and the specifications determined in the SOW.

● Navigating the Contractor’s policies, procedures, and systems to ensure responsive and efficient management of the Task Order.

Required Qualifications:

● Minimum of one (1) total year of overseas field experience in a developing country, preferably with experience working in or supporting programs in complex political transition and/or conflict environments.

● A minimum of three (3) years of experience working on donor-funded or government-funded projects in a related role, including demonstrated experience with a Contractor managing a program from the home office and in managing multiple projects/activities competing for shared resources.

● The candidate should be fluent in the Contractor’s and USAID’s policies and procedures in regards to human resources, financial management, financial reporting, procurement processes, and systems.

● Complete fluency in written and oral English is required.

Highly Desired Qualifications The following are highly desired but not required:

● Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints.

● Demonstrated experience and knowledge in overseeing program close-out.

● Experience working in or supporting programs in [TBD geographic regions].

3. Non-Key Personnel Functions

The Contractor must hire sufficient staff to provide the support required to enable the key personnel to meet their responsibilities. In addition to the key personnel positions, the Contractor shall hire personnel (full-time or STTA) to fulfill, at a minimum, the following essential functions. The Contractor is encouraged to propose positions that are necessary for program implementation with the understanding that most personnel perform more than one function.

Staff hired by the Contractor must be experienced in program design, development, implementation, and management with development-type projects, but comfortable with the fast pace of USAID/OTI programming and the political nature of USAID/OTI’s work. Program staff must be familiar with or have experience in community participation-type projects or those that are political in focus. They must have the capacity to understand and analyze national, regional, and local politics and the creativity and analytical capacity to design and implement grants that relate to current political events. All staff members are expected to contribute to political and programmatic analysis and to ensure data quality, accuracy, consistency and completeness of the OTI Database. Some important non-Key Personnel functions include:

● [Optional depending on Task Order] Support for regional programming to coordinate with and complement other OTI and USG programs in the region.

● Project development and design, including developing critical relationships with local partners, identification of potential grantees, developing project concepts into fundable projects, writing grant agreements, and completion of relevant database fields.

● Procurement for in-kind grants, including determining procurement requirements, identifying the most appropriate procurement alternative, inspecting goods or verifying services, and monitoring the use and disposition of goods.

● Support successful design and implementation of program vetting processes, and serve as the primary field-based point of contact for the vetting of program staff, grantees, vendors, and other entities in compliance with USG vetting policies.

● Negotiation of terms and conditions for sub-contracts, if necessary for program implementation.

● Analysis of grant budget estimates for allowability, allocability, reasonableness, and consistency.

● Activity implementation, including ensuring compliance and adherence with grants management policies, procedures, and practices and support to grantees in these functions.

● Monitoring and evaluation of activity implementation and program impact.

● Regular maintenance of the OTI Database content, including quality control to ensure data quality, accuracy, consistency and completeness and compliance with OTI’s database standards.

● Development of information products and reporting including rapid updates on program status and impact.

● Finance and accounting to ensure proper stewardship and accounting of funds for in-kind and cash grants, other program activities, and contractor operations, including maintaining liquidity of funds in the field and regular financial reporting.

● Management of day-to-day program office operations, including support to program-funded USAID personnel.

● Management of IT and communications equipment, network, and information systems and security, [Optional depending on Task Order] including communications links between field offices and the central office.

● Direct field mapping support, including interaction with the OTI/Creative Digital Team, fostering and maintaining relationships with key mapping contacts in- country, and ensuring quality and completeness of program GIS information in compliance with OTI’s GIS/mapping standards.

● Home office support for in-country staff and the country program, including responding and coordinating with OTI Washington staff.

● Management of close-out activities in accordance with the approved close-out plan and schedule.

● [Optional depending on Task Order] Management of field office(s), including all field office staff and functions – political analysis; program development and implementation;

financial and administrative management; and field-based grant development and implementation.

● Working competency in English is highly desired for all non-Key Personnel positions.

● Supporting the development and implementation of the program’s Environmental

Mitigation and Management Plan and Country Initial Environmental Examination (C- IEE) to ensuring compliance with USAID environmental rules and regulations.

● [Optional depending on Task Order] Engineering oversight for small-scale infrastructure projects for programs with a large-volume of such projects.

● [Optional depending on Task Order] Capabilities to design and implement pro-democracy media campaigns including technical and/or operational support to independent content creators, media ecosystem analysis, monitoring, and countering disinformation and propaganda.

III. Illustrative Personnel Qualifications (SWIFT-Support)4

1. Transition Advisor (TA)5

Qualities: Based on OTI’s experiences, a strong TA should demonstrate:

● Close, daily collaboration with USAID/OTI’s in-country staff and other USAID/OTI implementing partner staff.

● Excellent political and conflict analysis, program and project management skills, and reporting skills.

● Understanding of basic grantee and contractor/USAID relationships;

● Excellent managerial and communication skills;

● Outstanding communication skills, orally and in writing;

● Ability to perform in a complex and highly sensitive political environment;

● Ability to build strong relationships with local government counterparts, grassroots organizations and their constituencies, USG agencies and other international organizations;

● Aptitude to operate with high levels of autonomy, responsibility and authority in a highly stressful situation while exercising sound judgment in politically charged and challenging security environments.

● Familiarity with a wide range of issues is necessary, including community development, stabilization, conflict resolution, democracy/governance, and human rights.

● Excellent interpersonal skills, maturity, self-reliance, team-building and problem-solving skills.

● Ability to maintain staff morale in a difficult work environment.

Responsibilities: At the discretion of TOCOR and in close consultation with the OTI Country Representative, the Transition Advisor’s responsibilities will include:

● Serving as a liaison between USAID/OTI and USAID/OTI’s implementing partner(s) to ensure that the USAID/OTI [COUNTRY TBD ] program’s strategy and activities are responsive to emerging developments on the ground and changes to the operating environment;

● Providing advice to USAID/OTI and USAID/OTI’s implementing partner(s) on the identification and development of projects that meet program funding criteria, further programmatic objectives, and complement other projects and programs implemented by USAID/OTI, as well as other USG agencies and donor organizations.

● Assisting in the conceptualization and design of program strategies and objectives in close coordination with USAID/OTI and USAID/OTI’s implementing partner(s) staff.

Assist in the regular review of strategic objectives and new programmatic approaches in-country and/or linked to neighboring country programs, where appropriate;

● Depending on the individual qualifications and capabilities of the TA, and in close coordination with OTI staff, establishing and maintaining strong relationships with key partners and stakeholders to promote efficient coordination with USG and [COUNTRY TBD] government officials, local partners and other international community stakeholders;

● When required, conveying USAID/OTI interests during meetings with USAID Mission personnel, U.S. Embassy staff, host-country government officials, international organizations, indigenous and international non- governmental organizations (NGOs), international donors, and others interested in USAID/OTI activities;

● Evaluate activity proposals and work with diverse groups—many of which have not previously received international funding.

● Collecting information and drafting/editing regular reporting and outreach products tailored to a variety of audiences, including the U.S. Government and external audiences, on political and security developments in [COUNTRY TBD], program priorities, activities and results;

● Conceptualizing and managing a system for monitoring, evaluation, and learning (MEL) for USAID/OTI programming in [COUNTRY TBD] in close collaboration with USAID/OTI, SWIFT 6 - Attachment J.3 11

USAID/OTI’s implementing partner(s) and subcontractors, and any external organizations providing MEL and/or research services to the program;

● Assist the OTI CR and DCR and OTI staff in monitoring the performance of, and reporting on the activities of, the USAID/OTI implementing partner(s) in the implementation of USAID/OTI-financed activities designed to achieve strategic objectives;

● Support and ensure the effective implementation of Rolling Assessments, cluster evaluations, other program performance management activities as needed;

● Working closely with USAID/OTI and USAID/OTI’s implementing partner(s) staff to ensure the effective use of the USAID/OTI Database, as well as other systems and procedures to maintain effective and efficient management of funds, programming, and monitoring and evaluation;

● Coordinate with the USAID/OTI CR, DCR, and USAID/OTI Washington to develop mapping, data analysis, and social network analysis products;

● Participating in discussions and planning with the USAID/OTI CR to develop an exit strategy that ensures reasonable time to transition from USAID/OTI programs to follow-on USAID or other donor programs;

● Performing a wide range of administrative functions including activity budget preparation, financial management, records management, and travel assistance, to help ensure programmatic success;

● Mentor/train other field staff as required; and,

● Other tasks as assigned by the TOCOR in consultation with the USAID/OTI CR or his/her designee.

Required Qualifications:

● [Junior-level] A minimum of three (3) years of progressively responsible work experience and a bachelor’s degree, or seven (7) years of relevant work experience without a bachelor’s degree.

● [Mid-level] A minimum of five (5) years of progressively responsible work experience and a bachelor’s degree, or nine (9) years of relevant work experience without a bachelor’s degree.

● [Senior-level] A minimum of seven (7) years of progressively responsible work experience and a bachelor’s degree, or eleven (11) years of relevant work experience without a bachelor’s degree.

● A minimum of three (3) years of recent and relevant project management experience, which may include political analysis, community development, economic development, democracy and governance, international law, human rights activities, reconciliation and transitional justice, or other transition-related programming.

● A minimum of two (2) years of overseas field experience working in a developing country, of which six (6) months must include experience working in one or more countries undergoing political instability.

● A minimum of six (6) months of supervisory experience (including but not limited to mentoring, training, and guiding staff).

● [Optional depending on Task Order] Experience in stabilization or post-conflict environments, particularly with program and project management in these environments;

Highly Desired Qualifications The following are highly desired but not required:

2. Task Order Manager

Responsibilities: The Task Order Manager is responsible for:

● Serving as the Contractor’s designated person for overall and day-to-day management of the relationship with OTI.

● All operations including but not limited to communications, administration, logistics, procurement, staffing, budgeting, financial, and property.

● Ensuring that activities under this Task Order are managed and implemented in accordance with the approved budget, USAID regulations and procedures, and the specifications determined in the SOW.

● Maintaining frequent and open communication with OTI on all aspects of the Task Order.

● Rapid recruitment and hiring of Contractor staff and short-term technical assistance as required for new activities.

● Navigating the Contractor’s policies, procedures, and systems to ensure responsive and efficient management of all aspects of activities under the Task Order.

Required Qualifications:

● [Junior-level] A minimum of three (3) years of progressively responsible work experience and a bachelor’s degree, or seven (7) years of relevant work experience without a bachelor’s degree.

● [Mid-level] A minimum of five (5) years of progressively responsible work experience and a bachelor’s degree, or nine (9) years of relevant work experience without a bachelor’s degree.

● A minimum of three (3) years of experience working on donor-funded or government-funded projects in a related role, including demonstrated experience with a Contractor managing a program from the home office and in managing multiple projects/activities competing for shared resources.

● Minimum of one (1) total year of overseas field experience in a developing country, preferably with experience working in or supporting programs in fragile or transitional environments.

● The candidate should be fluent in the Contractor’s and USAID’s policies and procedures in regards to human resources, financial management, financial reporting, procurement processes, and systems.

● Complete fluency in written and oral English is required.

Highly Desired Qualifications The following are highly desired but not required:

● Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints.

● Demonstrated experience and knowledge in overseeing program close-out.

● Experience working in or supporting programs in [TBD geographic regions].

B. Standard Task Order Non-Key Personnel6

1. Administrative Assistant/Translator The Contractor may be required to recruit an Administrative Assistant/Translator to provide daily support to the Transition Advisor(s). A Scope of Work would be developed by the Contractor, and approved by the OTI Country Representative.

Qualifications:

● Demonstrated excellent administrative and/or translation skills.

● Fluency in English and [TBD language], including the ability to read/write is preferred.

● Prior experience with an international organization preferred.

2. Driver The Contractor may be required to hire a driver to transport the Transition Advisor(s) and/or the Administrative Assistant/Translator to meetings, and in running errands.

Qualifications:

● Demonstrated excellent driving skills and experience in defensive driving.

● Fluency in English, including the ability to read/write is preferred.

● Prior experience with an international organization preferred.
