14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
The purpose of this amendment is to 1) extend the due date and time for Phase One proposals from June 20, 2023 at 4:00 PM ET to June 23, 2023 at 12:00 PM (noon) ET, 2) incorporate revisions to the solicitation (changes are described in the following pages), 3) reply to questions submitted by the offerers (see Attachment 1), and 4) provide an amended RFP and amended Attachment J.7 that incorporate revisions from Amendments 01 - 04.
Except as provided herein, all terms and conditions of the document referenced in Item SA or 1 OA, as heretofore changed, remains unchanged and in full force and effect.

The following revisions are hereby incorporated into this solicitation:
1. On the Cover Letter, delete the RFP Closing Date/Time for Phase One Proposals in its entirety and replace with the following:

2. On page 10 of the RFP, delete the fourth paragraph of Section B.7.1.(1) in its entirety and replace with the following:
“The CDRs set forth below are fixed for the first five (5) years of the contract period and are for a productive eight (8) hour day, and apply to all subcontracts set forth in clause 52.244-2 in Section I of this contract. If a new subcontractor is proposed for a specific Task Order on other than a fixed-price basis, the CDRs set forth below will apply.
Following the fifth year of the Contractor’s contract period, Contractors may submit a request to the IDIQ CO to revise the CDRs. Any request to revise CDRs must be accompanied with a justification as to why the current CDRs no longer reflect current market value for the positions. The IDIQ CO has the sole discretion to accept or deny the Contractor’s request to revise the CDRs.”

On page 15 of the RFP, delete the single asterisk from Section B.7.3 in its entirety:

4. On page 104 of the RFP, delete Section H.4.(d) in its entirety and replace with the following:
“(d) Employees of the Contractor working under this Contract or under a Task Order issued against this Contract and requiring access to classified national security information and/or to areas under the control of USAID deemed "Restricted" by USAID's Office of Security must have been subject to an appropriate level background investigation by the Defense Security Service (DCSA). DCSA must issue either an "Interim" or "Final" security clearance for each such employee before USAID will grant him or her unescorted access to USAID's restricted spaces(s) or permit him or her access to classified national security information. If DCSA issues an interim clearance but subsequently denies a final clearance for an employee of a cleared Contractor, the Contractor must immediately remove the employee from USAID-restricted space and prevent him or her from having access to or handling classified or administratively controlled materials. The Contractor is responsible for providing properly cleared personnel to work on the Contract and for ensuring that performance is not jeopardized.”

5. On page 108 of the RFP, delete Section H.11.(c) in its entirety and replace with the
“A solicitation for an on-ramp event will be open to all eligible offerors not already holding a contract in the specific SWIFT component part of the event (SWIFT-Program unrestricted or SWIFT-Support restricted). Offerors who were not selected during the initial award of the IDIQ contract are eligible to compete for On-Ramping. Contractors who did not compete for the initial award of the IDIQ contract are eligible to compete for On-Ramping. Contractors who were Off- Ramped in accordance with H.12 Off- Ramping are ineligible to receive a contract via On- Ramping. Previously awarded contracts and Task Orders will not be affected by an on-ramp event.”
“A solicitation for an on-ramp event will be open to all eligible offerors not already holding a contract in the specific SWIFT component part of the event (SWIFT-Program unrestricted or SWIFT-Support restricted). Offerors who were not selected during the initial award of the IDIQ contract are eligible to compete for On-Ramping. Contractors who did not compete for the initial award of the IDIQ contract are eligible to compete for On-Ramping. SWIFT-Program Contractors who were Off-Ramped in accordance with H.12 Off-Ramping are ineligible to receive a SWIFT-Program contract via On-Ramping.
SWIFT-Support Contractors who were Off-Ramped in accordance with H.12 Off- Ramping are ineligible to receive a SWIFT-Support contract via On-Ramping. Previously awarded contracts and Task Orders will not be affected by an on-ramp event.”
6. On page 138 of the RFP, delete the third paragraph of Section H.33 in its entirety and replace with the following:
“If a Task Order is determined to be subject to vetting (see H.37), any subcontract vetting requirements take precedence over any subcontracting consent provided herein under this provision H.33.”

7. On Page 185 of the RFP, delete Section L.5.(d) in its entirety and replace with the
“For Phase One, all proposal documents must be submitted as a PDF (with Optical Character Recognition), except for Attachment J.21 “Cost Price Evaluation Matrix (SWIFT-Programs)” and Attachment J.22 “Cost Price Evaluation Matrix (SWIFT- Support)”. Attachments J.21 and J.22 must be submitted in Microsoft Excel format. For Attachments J.21 and J.22, calculations and formulas used in Excel spreadsheets must be visible and there must be no hidden or password protected cells or spreadsheets. All reference data and information must be made available for review.”

8. On page 5 of Attachment J.7, delete Section L.6.(d) in its entirety and replace with the
“Cells in spreadsheets must not be hidden nor password protected. Information used that is NOT included will render the calculations of that information unusable, and that information will not be evaluated or used in the evaluation process. All data and information must be included and must not be “implied”. Offerors must provide proposals in compatible MS Word (or PDF with Optical Character Recognition) and budgets as text accessible Excel spreadsheets.”
“For Phase Two, all proposal documents must be submitted as a PDF (with Optical Character Recognition), except for Attachment J.21 “Cost Price Evaluation Matrix (SWIFT-Programs)” and Attachment J.22 “Cost Price Evaluation Matrix (SWIFT- Support)”. 9. On page 14 of Attachment J.7, delete the second bullet point of Section L.8.2.1.B.iii, Scenario 3 in its entirety and replace with the following:
“Describe the considerations and approaches to managing the program’s reputational risk, given the need to balance assistance to government entities and demonstrators.”

10. On page 17 of Attachment J.7, delete the ninth bullet point of Section L.8.2.3.B in its entirety and replace with the following:

Total quantity of grants must be provided for the number of Grants Under Contract and in-kind grants. “The following subcontract information: (a) the total value of anticipated subcontracting included in the total estimated cost or price and (b) for each anticipated subcontract of $100,000 or more to a U.S. organization, please provide: (1) the name and address of the subcontractor, (2) the name and/or U.S. telephone number of the subcontractor contact, if known, (3) a brief description of the services or commodities to be provided,
(4) the estimated cost or price, and (5) the period of the subcontract.”

119. Page 158, Section I.13 752.204-72 CONTRACTOR ACCESS TO USAID
FACILITIES AND USAID’S INFORMATION SYSTEMS (APRIL 2018) (DEVIATION NO.
M-OAA-DEV-AIDAR-22-06c) (APR 2022.
a. Are USAID/OTI programs anywhere and the OTI Database considered USAID Information Systems? And if so, are SWIFT 6 IDIQ Contractors required to submit the monthly staffing report to the COR as described in I.13(d)?
RESPONSE: This will be discussed with the successful IDIQ holders post-award, if relevant to future Task Orders.
120. Page 125, Section H.28, (d) IT Security and Privacy Training, states, “All
Contractor personnel must complete USAID-provided mandatory security and privacy training prior to gaining access to USAID information systems and annually thereafter.”
a. To ensure all contractor personnel complete training and are able to access both USAID/OTI Anywhere and the OTI Database will OTI provide access to all personnel the Contractor designates for the required IT Security and Privacy Trainings upon IDIQ award? RESPONSE: This will be discussed with the successful IDIQ holders post-award, if relevant to future Task Orders.
121. Page 128, Section H.30, (c) Compliance with IT Security and Privacy Policies:, states, “All Contractor personnel performing under this contract and Contractor equipment used to process or store USAID data, or to connect to USAID networks, must comply with Agency information security requirements” and page 129, H.30(c)(5) continues, “All Contractor-owned and operated systems that use or store USAID information must meet or exceed standards documented in this contract” and page 130, H.30(c)(6)(iii) continues, “The Contractor must provide a continuous monitoring plan in accordance with NIST standards, as well as scan results upon request or at a minimum monthly to the Contracting Officer Representative (COR) and Contracting Officer, in addition to the CIO at ITAuthorization@usaid.gov.”
a. Upon IDIQ award, USAID/OTI grants all IDIQ holders access to OTI Anywhere regardless of whether they hold a task order award. Are SWIFT 6-Programs and SWIFT6-Support therefore expected to provide a continuous monitoring plan to the IDIQ COR upon IDIQ award and then also submit the scan results monthly to the IDIQ COR? RESPONSE: This will be discussed with the successful IDIQ holders post-award, if relevant to future Task Orders.
122. Page 130, Section H.30, (c) Compliance with IT Security and Privacy Policies
(7)(i.), states, “For all information systems procured, developed, deployed, and/or operated on behalf of the US Government information by the provision of this contract, the Contractor must provide a system security assessment and authorization work plan, including project management information, to demonstrate that it complies or will comply
Amendment No. 04 with the FISMA and NIST requirements. The work plan must be approved by the COR, in consultation with the USAID M/CIO Information Assurance Division”.
a. Does access and/or use of USAID/OTI Anywhere and/or the OTI Database constitute operating on behalf of the US Government? RESPONSE: This will be discussed with the successful IDIQ holders post-award, if relevant to future Task Orders.
123. Page 130, Section H.30, (c) Compliance with IT Security and Privacy Policies (7)(ii.), states, “Prior to deployment of all information systems that transmit, store or process Government information, the contractor must obtain an Authority to Operate (ATO) signed by a USAID Authorizing Official from the contracting officer or COR”.
a. Do SWIFT IDIQ holders require an ATO in order to access and/or use OTI Anywhere and/or the OTI Database? And if so, upon IDIQ award, can SWIFT 6 Contractors submit to the IDIQ COR a request to review and grant the Contractor the required ATO? RESPONSE: This will be discussed with the successful IDIQ holders post-award, if relevant to future Task Orders.
REVISED RESPONSES FROM AMENDMENT 03
73. (Unrestricted SWIFT Programs and Restricted SWIFT Support) Solicitation Attachment J.07, Page 17, L.8.2.3 B A. Past Performance Matrix (Annex O) states, “Project Components: Mark “X” under each component that was a part of the project. Check only those services that constituted a significant component of the total LOE that the Offeror was responsible for. Total quantity of grants must be provided for the number of Grants Under Contract and in-kind grants. Each marked component must be supported by the narratives provided on the Past Performance Short Forms. USAID reserves the right to validate the information submitted on the Past Performance Matrix. And see the related Attachment J.18 the template for Annex O.
a. Given OTI's acknowledgement in the RFP that the Contractor's procurement capability is exceedingly important, might OTI consider adding the following Project Components to J.18, the template for proposal Annex O: Procurement of Goods (and quantity), including local procurements; Procurement of Services (and quantity) including local procurements; Procurement of STTA (and quantity), including engagement of in-country STTA; Provision of goods, services, and STTA to local, in-country organizations; Provision of goods, services, and STTA to host government entities; and Provision of goods, services, and STTA to regional bodies and/or organizations. See amended attachment J.18 with the cells that include proposed changes highlighted in yellow. RESPONSE: USAID is not revising this section, except as otherwise indicated in Question 72 and in item #10 of the Amendment 04 Continuation Sheet. [Note that this revision to the RFP is not included in Amendment 03 Continuation Sheet, as Amendment 03 stated.]
109. On page 138 of 194 of the RFP, will USAID consider updating the second paragraph in clause H.33 to reference H.38 Partner Vetting rather than H.37 Sexual
