Out-of-Service API 653 Tank Inspection and Repair

Contract No. W9128F-14-R-0048-RFP-63 Fort Campbell, KY

Tank A7205 was inspected 14 June 2019. An API 653 Repair Inspection was performed by Darrin Laughlin.

This tank report is an Appendix to the original API 653 tank report.

The tank is in suitable condition for return to service.

Mandatory Repairs

No mandatory repairs were required.

Inspection Intervals

The next In-Service Inspection should occur in 5 years, and the next In-Service Inspection with UT thickness measurements should occur in 13 years in accordance with API 653.

The next Out-of-Service inspection should occur in 20 years.

This storage tank suitability for service evaluation has been completed in accordance with the requirements of API Standard 653, 5th Edition, Addendum 1, April 2018.

OBSERVATION: New grounding lugs were installed

2. Containment Area Sealant

OBSERVATION: Sealant throughout containment was repaired/replaced

3. Water Draw-Off System

OBSERVATION: New water draw off piping was installed in a new 2” nozzle

4. Tank Stairs

OBSERVATION: Width of stairs was increased around high and high-high alarms

5. 24” Manway

OBSERVATION: New davit arm installed on 24” manway

6. Roof Vents

OBSERVATION: Perimeter roof vents were replaced

Is this a galvanized bolt and hook as per the DoD Standard AW 78-24-27?

7. Internal Access Ladder

OBSERVATION: A new internal access ladder was installed

8. Roof Perimeter Handrail

OBSERVATION: A new perimeter handrail was installed

Are these IFR hatch bolts stainless per the RFP?

9. Internal Floating Roof Seals

OBSERVATION: New primary and secondary wiper seals were installed. New seals were also installed on all IFR penetrations.

10. Tank Coatings

OBSERVATION: Damaged interior coatings were repaired, and the exterior was recoated

11. Internal Steel Plates

OBSERVATION: Unnecessary internal steel plates were removed

12. High and High-High Level Alarm System

OBSERVATION: New high and high-high level systems were installed

Were the coatings under the column base plate repaired per SOW item 1.2.1.2.21.c? Does not appear so.

13. Low and Low-Low Level Alarms

OBSERVATION: New low and low-low level systems were installed

14. Roof Manway

OBSERVATION: Circular roof manway was removed and patched, and a rectangular hatch was installed

15. Scaffold Cable Supports

OBSERVATION: Scaffold cable supports were installed on the tank roof

16. Stilling Wells

OBSERVATION: Carbon steel stilling wells were replaced with aluminum

Verify all roof flange bolts are stainless. Blind flanges for future SPAWAR work need to be stainless to allow easy removal at a later date.

17. Thermal Relief Piping/Threaded Connections

OBSERVATION: New piping was installed with socket welded connections

18. Slip-on Flanges

OBSERVATION: Slip-on flanges were replaced with weld-neck flanges

19. DB&B Plug Valve – Thermal Relief

OBSERVATION: DB&B plug valve was installed in thermal relief piping

20. Internal Piping

OBSERVATION: Internal piping was replaced

This repair should have been repairing the thermal relief system on the DB&B plug valve, not installing DB&B plug valve in thermal relief piping. Provide photo showing the completed work and correct heading if this was properly done.

21. Pipeline Coatings

OBSERVATION: All pipelines within the containment area were recoated

22. Carbon Steel Hardware

OBSERVATION: All carbon steel hardware was replaced with stainless steel

Issue and relief flange hardware was not specified in the RFP. Per item 1.2.1.2.25.a of the SOW "Provide and install stainless steel bolts, nuts and washers on shell manway, and all roof flanges and hatches in accordance with UFGS 33 52 43.13."

23. Tank Data Plate

OBSERVATION: A new data plate was provided for the tank

APPENDIX A: ENGINEERING DRAWINGS

Bottom Thickness The tank bottom is constructed of 11, 1/4”-thick, carbon steel plates, assumed to be A283-C. An MFL scan on the tank bottom revealed no areas of product-side or soil-side corrosion.

Bottom Critical Zone Thickness An MFL scan performed in the critical zone revealed no areas of product-side or soil-side corrosion.
