Introduction
The objective of the project is to provide pre-dredging services at the United States Coast Guard (USCG) Station
Owensboro located at 3301 East 4th Street, Owensboro, Daviess County, Kentucky; latitude: North 37.787232°;
longitude: West -87.074075°. The Station is located northeast of the city center of Owensboro along the Kentucky shoreline of the Ohio River (Figure 1). The boat basin is located on the northwestern side of the Station. The current water features include a fixed and floating pier, a gangway, and a debris deflector in addition to piers and mooring dolphins.
Due to natural sediment deposition, there is not sufficient draft for the USCG Cutter Obion to transit, moor and execute operational missions. The proposed dredging is necessary to ensure that the boat basin and moorings at
Station Owensboro are dredged to previous depths to allow for sufficient draft of the vessel. The maintenance dredging project will involve dredging to the designed navigable elevation of 348.0 feet Ohio River Datum (ORD) with two feet of allowable over dredge depth (346.0 feet ORD) within the extent of the dredge limits.
AECOM Technical Services, Inc. (AECOM) conducted sediment sampling within the Station Owensboro boat basin and moorings to obtain samples for chemical and physical analyses for waste characterization and proper disposal of the dredged sediment. Based upon review of offsite disposal options, the USCG has selected the West Daviess
County Landfill located in Owensboro, Kentucky as the disposal site for the proposed maintenance dredging project at USCG Station Owensboro. The sediment sampling and analysis was performed in accordance with the requirements of the West Daviess County Landfill and the Kentucky Department for Environmental Protection
(KYDEP) for disposal at the landfill. The West Daviess County Landfill is a contained landfill and specific laboratory analysis is required to determine whether the dredge material meets the acceptance criteria for disposal at the landfill.
This report documents the sediment sampling activities and summarizes the chemical and physical data results for the sediment core samples collected within the proposed dredge area footprint. Additionally, the current status of
AECOM’s coordination efforts with the West Daviess County Landfill are summarized herein.
The layout of the boat basin and moorings, the extent of the proposed dredge area footprint, the sediment sampling locations as sampled in the field, and the March 2021 hydrographic survey contour elevations, are shown on Figure
2.

Sediment Sampling and Analysis
The sediment sampling was conducted by a sub-consultant (Aqua Survey, Inc.) under the direction of AECOM on
July 21, 2021. The purpose of the investigation was to obtain sediment samples at Station Owensboro within the proposed dredge area footprint for chemical and physical analyses and waste characterization. The sediment samples were collected utilizing a high powered electro-vibracoring system as described in Section 2.1 below.
Retrieved cores were handed over to AECOM personnel onshore for logging and processing. Sediment cores were logged and samples were collected for chemical and physical analyses. Sampling and analysis of the sediment was required in order to meet the West Daviess County Landfill’s evaluation and acceptance determination requirements for disposal of the dredge material at the landfill.
In accordance with the USCG approved Revised Soil Sampling and Analysis Plan (SAP)1, three individual sediment core samples (SS-1, SS-2, and SS-3) were collected from three different locations within the dredge area footprint.
Each individual sediment core sample was analyzed in accordance with the SAP and the selected disposal facility’s acceptance criteria (i.e., West Daviess County Landfill). Three composite samples (SS-1, SS-2, and SS-3) were properly preserved and shipped under chain of custody to Eurofins TestAmerica in Savannah, Georgia for chemical and physical analyses. The sediment samples were analyzed for the parameters listed in the following table:

2.1 Sediment Sampling
Three sediment sampling locations (SS-1, SS-2, and SS-3) were located within the proposed dredge area footprint identified on Figure 2. One individual sediment core sample was collected and composited at each sampling location for a total of three samples (SS-1, SS-2, and SS-3). Additionally, one duplicate sample (DUP-1) was collected from
SS-2.
The three composite sediment samples (SS-1, SS-2, and SS-3) were collected at depths up to 4.0, 10.0, and 4.8 feet below the surface of the sediment, respectively. The samples were collected using a high powered electro-vibracoring system to advance a four-inch diameter steel core barrel with a flexible polyethylene core liner. The core barrel was equipped with a one-way core catcher and check valve that prevents the core sample from washing out.
To obtain a sample, the core tube was driven into the sediment by the force of gravity, enhanced by vibration energy.
Immediately following sample collection, the sample cores were transferred to AECOM personnel to be visually characterized and logged along with the sample depth and length recovered. The sediments were extracted from the core liner and placed in a stainless-steel bowl. The material was homogenized (except for the samples collected for
VOC analysis) using a stainless-steel spoon and transferred into appropriate sample containers for the specified

Analysis Plan, US Coast Guard Station Owensboro, Ohio River, Owensboro, Kentucky (June 2021)
2-2 analyses. The sediment samples were classified using the Unified Soil Classification System. Generally, the sediment samples consisted of dark grayish brown silty fine-grained sand (SM). At SS-2, the sediment graded to dark grayish brown silty clay (CH) from approximately 1.0 to 6.0 feet and dark grayish brown fine-grained sand (SP) from approximately 6.0 to 6.2 feet. Organic matter (wood fragments, root material) was observed throughout each core sample and trace organics (shell fragments) were observed from approximately 6.2 to 8.0 feet at SS-2. No petroleum odor or sheen was observed at the sediment sample locations. It should also be noted that during the drilling activities, the vibracore encountered refusal at various depths within the proposed dredge area footprint and multiple offset locations were necessary for each sampling station due to significant tree debris. At each sampling station (i.e., SS-1, SS-2, and SS-3), the sediment core sample was collected from the location with the deepest penetration depth. Boring logs are contained in Appendix A.
2.2 Analytical Results
The sediment analytical results received from Eurofins TestAmerica were compared to the following screening criteria:
− Kentucky Administrative Regulations (KAR) Title 401 Chapter 47 Part 030 (401 KAR 47:030), Environmental
Performance Standards
− USEPA TCLP Regulatory Levels
Tables 1 through 3 summarize the results of the sediment analyses.
PCBs were not detected above the method detection limits (MDLs) in any of the sediment samples collected.
Concentrations of TCLP Metals (barium) were detected in sediment samples SS-2 and DUP-01 at concentrations above the MDL but below the USEPA TCLP regulatory level. No other metals were detected at concentrations above the MDLs. TCLP Pesticides, TCLP Herbicides, TCLP VOCs, and TCLP SVOCs were not detected above the MDLs.
No constituents exceeded the USEPA TCLP regulatory levels. Based on the TCLP results, the sediment is characterized as non-hazardous waste.
The pH of sediment samples SS-1, SS-2, and SS-3 were 7.2, 7.9, and 7.2, respectively. These values are between 2 and 12.5 indicating that the dredged spoils can be classified as non-corrosive. The sediment samples did not ignite during the burn rate test indicating that the material can be classified as non-ignitable. Concentrations of sulfide were not detected above the MDLs. Concentrations of total cyanide were detected in sediment samples SS-1, SS-2, and
SS-3 at concentrations above the MDLs; however, cyanide was analyzed to test for reactivity only and the MDL exceedances will not affect the results for disposal. The USEPA no longer recommends threshold levels or methods to determine if a waste is hazardous based on the characteristic of reactivity. Therefore, this determination will be made by the disposal facility on a case by case basis. The sediment sample results did not indicate hazardous waste characteristics above any established regulatory levels for the parameters for which the USEPA have prescribed limits and methodology.
The percent moisture results for sediment samples SS-1, SS-2, and SS-3 ranged from 24 percent to 34 percent and the percent solids results ranged from 66 to 76 percent. Each of the in-situ sediment samples passed the paint filter liquids test.
3-1
Disposal Site Coordination
Based upon the results of AECOM’s previous disposal site evaluation, the USCG has selected the West Daviess
County Landfill located at 7772 KY-815, Owensboro, Kentucky as the disposal site for the proposed maintenance dredging project at USCG Station Owensboro. Pre-approval is required from the landfill prior to disposal of the dredge material at the West Daviess County Landfill.
AECOM has initiated coordination efforts with the West Daviess County Landfill to obtain an acceptance determination for disposal of the dredge material. Upon review and evaluation of the laboratory analytical results, AECOM completed the landfill required Waste Application Form (preliminary) and submitted it to the landfill along with the in-situ sediment sampling analytical results for their review and formal approval (i.e., acceptance determination).
We are currently awaiting the landfill’s response.
4-1
Summary
AECOM collected three individual sediment core samples from three locations within the proposed dredging area at the Station Owensboro boat basin. The sediment samples collected indicate that the sediment consists predominantly of silty fine-grained sand. The samples were analyzed for chemical and physical analyses for waste characterization and profiling to ensure proper disposal of the dredged sediment.
The sediment was representatively sampled and tested for the following parameters: TCLP metals, VOCs, SVOCs, pesticides, and herbicides; PCBs; reactivity (total cyanide and sulfide), corrosivity, and ignitability; percent moisture;
percent solids; and the paint filter liquids test.
The results of the chemical analysis indicate that the sediment samples were below the MDLs and the Environmental
Performance Standards for disposal in a contained landfill. The TCLP results were below either the MDLs or the
USEPA TCLP regulatory levels. Based on the TCLP results, the sediment is characterized as non-hazardous waste.
The sediment can be characterized as non-corrosive and non-ignitable. Each of the sediment samples passed the paint filter liquids test. The sediment sample results did not indicate hazardous waste characteristics above any established regulatory levels for the parameters for which the USEPA have prescribed limits and methodology.
Based upon the results of the chemical and physical analyses, it is anticipated that the dredge material can be disposed of at the West Daviess County Landfill in Owensboro, Kentucky. Pre-approval is required from the landfill prior to disposal of the dredge material at the West Daviess County Landfill. AECOM has initiated coordination efforts with the West Daviess County Landfill and has submitted the laboratory analytical results and a preliminary copy of the Waste Application Form to the landfill for review and evaluation. AECOM will work with the disposal facility’s representative to finalize the Waste Application Form and obtain formal waste disposal approval. The waste application form and disposal approval will be presented under separate cover.

Receipt
The samples were received on 7/22/2021 10:10 AM. Unless otherwise noted below, the samples arrived in good condition, and where required, properly preserved and on ice. The temperatures of the 2 coolers at receipt time were 1.1º C and 2.8º C.
GC/MS VOA
Method 8260B: The method blank for preparation batch 680-678048 contained analytes above the reporting limit (RL). None of the samples associated with this method blank contained the target compound; therefore, re-extraction and/or re-analysis of samples were not performed.
Method 8260B: Insufficient sample volume was available to perform a matrix spike/matrix spike duplicate (MS/MSD) associated with analytical batch 680-679303.
Method 8260B: The reporting limit (RL) provided for the following sample falls below the laboratory's verified standard quantitation limit:
Trip Blank (680-201851-5). Results reported below the verified standard quantitation limit have less certainty (i.e., are estimated) and must be used at the client’s discretion. The continuing calibration blanks and method blanks may not support the lower RL.
No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.
GC/MS Semi VOA Method 8270D: The following analyte has been identified, in the reference method and/or via historical data, to be a poor and/or erratic performer: Pentachlorophenol (-30.1%D). This analyte may have a %D >20% but must be <50% in the CCV. A CCV standard at or below the reporting limit (RL) was analyzed with the affected samples and found to be acceptable.
No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.
GC Semi VOA
Method 8081B: Two surrogates are used for this analysis. The laboratory's SOP allows one of these surrogates to be outside acceptance criteria without performing re-extraction/re-analysis. The following samples contained an allowable number of surrogate compounds outside limits: SS-2 (680-201851-2) and (680-201851-E-1-I MSD). These results have been reported and qualified.
No additional analytical or quality issues were noted, other than those described above or in the Definitions/Glossary page.
Metals No analytical or quality issues were noted, other than those described in the Definitions/Glossary page.
General Chemistry Method 1030: The following samples did not ignite: SS-1 (680-201851-1) and SS-2 (680-201851-2); therefore, an ignitability value could not be obtained. The result has been reported as "No Burn" (NB).
Method 1030: The following sample did not ignite: SS-3 (680-201851-3); therefore, an ignitability value could not be obtained. The result has been reported as "No Burn" (NB).
Method 1030: No samples ignited, therefore, there were no duplicates. An LCSD was added which met acceptability criteria.
Methods 335.4, 9012B, SM 4500 CN E: The matrix spike / matrix spike duplicate (MS/MSD) recoveries and precision for preparation batch
680-680138 and analytical batch 680-680288 were outside control limits. Sample matrix interference and/or non-homogeneity are suspected because the associated laboratory control sample / laboratory sample control duplicate (LCS/LCSD) precision was within acceptance limits.
