About this file
This document is a Commonwealth's Response to Vendors' Written Questions for RFP 758 2000000126, involving the Kentucky Retirement Systems (KRS). The RFP seeks a vendor to develop an online voting application accessible through KRS's public website (kyret.ky.gov) and self-service portal (myretirement.ky.gov). The scope of work includes election management functionality with specific requirements outlined in Section 50.6 of the RFP. Key requirements include the ability to track write-in votes by total count only, implementation of single sign-on authentication for logged-in users on the self-service portal, deployment of one email reminder to eligible voters 15 days prior to the voting deadline, and generation of election results reports containing total votes per candidate, total ballots cast online, total paper ballots received, and the number of invalid ballots.
The Commonwealth clarified several vendor inquiries regarding system functionality and reporting parameters. Notably, the public website does not require single sign-on capability, but the self-service portal users must authenticate once through existing KRS systems before accessing the voting application without requiring additional credentials. The vendor will collaborate with KRS IT staff to implement single sign-on integration and will receive necessary data files from KRS to support this functionality. Election result reporting has no specific format or layout requirements beyond the mandatory data elements specified in the RFP scope of work. The document does not address pricing, set-asides, contract term, or funding sources.

Sheet1
| Question # | RFP Section / Requirement Number | Document | Document Page Number | Vendor Questions | Commonwealth Response |
| 1 | Scope of Work Requirements 50.6 A. 9 | RFP | What are your reporting requirements for write-in candidates? | The only reporting requirement for write-in candidates is the number of total write-in votes received. |
We do not need information related to the name of the write-in candidates and we do not need to know how many individual voters submitted a write-in candidate.
| 2 | Scope of Work Requirements 50.6 D.1 | RFP | Is single sign-on required for the user interface that is accessible via the KRS public website (kyret.ky.gov) or (myretirement.ky.gov )? If so can KRS provide specific requirements and specifications? | The public website (kyret.ky.gov) would not have single sign-on. The self-service (myretirement.ky.gov) users would have the ability to create an account or login that is maintained by KRS and existing functionality today. Once the member is logged in, we would require a single sign-on to the voting application, and not require the member to enter another set of credentials. The vendor would work closely with KRS IT staff to implement this functionality in myretirement.ky.gov. KRS would provide the vendor with the appropriate data in the file exchange necessary to allow for single sign-on. |
| 3 | Scope of Work Requirements 50.6 D.1 | RFP | How many email reminders do you foresee for the vendor to deploy 15 days prior to election? Single touch or multiple touches and if multiple- how many? | We are looking for an option to send one email to all eligible voters reminding them about the election. This email would be sent out 15 days prior to the voting deadline. |
| 4 | Scope of Work Requirements 50.6 A. 9 | RFP | Are there specific format/layout requirements for the reporting of election results? | There are no specific requirements for the format/layout of this form. The only requirements pertain to the information that must be reported. That required information (as stated in Section 50.6 A. 9) includes: |
1. Total number of votes each candidate received.
2. Total number of ballots cast online.
3. Total number of paper ballots received.
4. The number of invalid ballots received.
