Solicitation 9594CS23R0030 Attachment J-4: IDIQ Contract Labor Category Qualifications

All personnel provided by the Contractor for each of the labor categories identified below shall meet or exceed the experience and education requirements outlined below. In addition, each personnel assigned to the below labor category performing work at CSOSA is required to successfully complete an extensive CSOSA personnel security background investigation.

1. Project Manager.

a. Job Description. Lead team to achieve all project goals within the allotted time. Develop team schedules, responsible for planning, procurement, and execution of the project.

b. Experience. Must have at least five years demonstrated experience in a technical discipline relating to the required service, e.g., electronic security systems, information technology systems, and access control systems. Must also have at least one year demonstrated experience managing multiple tasks, providing guidance and direction to team of personnel work any repair or project, and coordinating tasks/communicating with customer representative (which for this award is the Contracting Officer’s Representative (COR)).

c. Education. Must have current certification(s) consistent with Electronic Security Systems (ESS) to include the Access Control System (ACS), Video Management System (VMS), Intrusion Detection Systems (IDS), and Remote Programming System (RPS).

2. Security Analyst.

a. Job Description. Able to analyze and respond to security events, conduct log analysis, queries, troubleshoot security issues. Knowledge of system applications and vulnerabilities.

b. Experience. Must have at least one year demonstrated experience consistent with with Electronic Security Systems (ESS) to include the Access Control System (ACS), Video Management System (VMS), Intrusion Detection Systems (IDS), and Remote Programming System (RPS).

c. Education. High School Diploma minimum along with specialized training.

3. System Design Engineer.

a. Job Description. Research, develop, design new products. Modify existing products and enhance efficacy and performance of those products.

b. Experience.

(1) Must have at least five years of demonstrated experience in the following:

(a) Development, design and implementation of electronic security systems;

(b) Performing technical reviews and assessments of security system design and interfaces;

and

(c) Performing analysis and/or engineering function, which is an integral part of the security system’s process and ability to express engineering findings orally, if needed, in writing.

(2) Must have at least one year of demonstrated and verifiable experience in the development, design and implementation of Electronic Security Systems (ESS) to include the Access Control System (ACS), Video Management System (VMS), Intrusion Detection Systems (IDS), and Remote Programming System (RPS).

c. Education. High School Diploma minimum along with specialized training.

4. Quality Assurance Specialist.

a. Job Description. Responsible for monitoring, inspecting and providing corrective measures to improve the organizations final product to meet quality standards.

b. Experience. Must have at least one year demonstrated experience in the following:

(1) Reviewing new installations and repairs for correctness and adherence to design as directed by the customer;

(2) Understanding and application of documentation standards; and

(3) Working independently or under only general direction on complex application problems involving all phases of systems analysis.

c. Education. High School Diploma minimum along with industry specialized training.

5. Senior System Security and Network Engineer.

a. Job Description. Maintains the safety and security of the organizations computer systems and network databases to safeguard from unauthorized access and data breaches. Performs system configuration to ensure optimal performance.

b. Experience. Must have at least five years demonstrated experience including firewalls, IDS, network devices, vulnerability scanning tools, risk assessment methods, information security strategy/policy/procedures, secure remote access. Working knowledge of system security practices. Must possess strong communication skills.

c. Education. High School Diploma minimum along with industry specialized training.

6. Senior Installer.

a. Job Description. Responsible for ensuring proper and timely installation of systems and devices and provide troubleshooting services. Supervise lower-level installers.

b. Experience. Must have at least three years demonstrated experience in:

(1) The design and installation of ESS, Access Control Systems (ACS), Network Video Management Systems (VMS), Intrusion Detection Systems (IDS) and Remote Programming Systems (RPS); and

(2) Reviewing designs, analyzing engineering data, and troubleshooting problem areas.

c. Education. High School Diploma minimum along with industry specialized training.

7. Installer.

a. Job Description. Install access control equipment and devices. Install video cameras and recording devices.

b. Experience. Must have at least one year demonstrated experience in the following:

(1) Installation of electronic security systems;

(2) Review of designs, analyzing engineering data, and troubleshooting problem areas.

c. Education. High School Diploma minimum along with industry specialized training.

8. Senior Security Technician.

a. Job Description. Design, install, troubleshoot and maintain a variety of state-of-the-art security access, intrusion systems and related components. Specialized knowledge in access/intrusion alarms and access control programming.

b. Experience. Must have at least three years demonstrated experience in the following:

(1) The design and installation of security systems specifically Access Control System (ACS), Network Video Management System (VMS), Intrusion Detection Systems (IDS) and Remote Programming System (RPS); and

(2) Reviewing designs, analyzing engineering data, and troubleshooting problem areas.

c. Education. Must have current certification(s) consistent with Electronic Security Systems (ESS) to include the Access Control System (ACS), Video Management System (VMS), Intrusion Detection Systems (IDS), and Remote Programming System (RPS).

9. Security Technician.

a. Job Description. Maintain and repair security related issues. Identify and troubleshoot basic hardware and software.

b. Experience. Must have at least one year demonstrated experience in the following:

(1) Installation of security systems, specifically Access Control System (ACS), Network Video Management System (VMS), Intrusion Detection Systems (IDS), and Remote Programming System (RPS); and

(2) Review of designs, analyzing engineering data, and troubleshooting problem areas.

c. Education. High School Diploma minimum along with industry specialized training.
