Indefinite-Delivery Indefinite-Quantity (IDIQ) Contract Attachment J-1: Section C, Statement of Work

Electronic Security System Services for Court Services and Offender Supervision Agency

C.1. Mission.

The Court Services and Offender Supervision Agency for the District of Columbia (CSOSA) was established under Section 11232 of the National Capital Revitalization and Self-Government Improvement Act of 1997, assuming responsibility for District of Columbia (D.C.) Government functions related to pretrial services, parole, probation, and supervised release. Its mission is to increase public safety, prevent crime, reduce recidivism, and support the fair administration of justice in close collaboration with the community.

C.2 CSOSA Security System.

C.2.1 CSOSA currently has an electronic security system (ESS) which includes the following:

C.2.1.1 An access control system (ACS), i.e., RS2Access IT®, which is used for controlling access, monitoring alarms, producing CSOSA proximity cards, and Federal Personal Identification Verification (PIV) SmartCards.

C.2.1.2 A video management system (VMS) consisting of interior and exterior cameras located at the CSOSA facilities identified in Table 1 in Section C.4.1.3 below. The cameras at each site are connected to Network Video Recorders (NVR) or Digital Video Recorders (DVRs).

The NVR’s/DVRs then connect via LAN IP address to CSOSA’s headquarters (633 Indiana Ave, NW) via a camera Central Management Software (CMS) system manufactured by Hanwha.

Video Management System (VMS) is supported by an existing Un-interruptible Power Supply (UPS) system at each CSOSA site.

C.2.1.3 Intrusion Detection Systems (IDS), Bosch®-Remote Programming System (Bosch® RPS), located at the CSOSA sites identified in Table 1 in Section C.4.1.3 below. The IDS/burglar alarm systems consist of alarm control panels, keypads, and peripheral devices (e.g., glass break sensors, door contacts, etc.). The IDS communicates to a central monitoring station via LAN Ethernet connection (primary) with an analog phone line (secondary) for backup communication.

C.3 ESS Compatibility Requirements. The following details the compatibility requirements for various security equipment and/or system components under this Indefinite-Delivery Indefinite- Quantity (IDIQ) contract. All information included in this section applies to all maintenance, repair and new installation services performed under this IDIQ.

C.3.1 Any maintenance, repairs, installed systems, accompanying equipment, or system components must be compatible with CSOSA’s ESS to include:

• RS2Access IT® (current software version Access IT! Universal.NET ver. 7.0.0.17 and any future installed versions);

• Hanwha Network (current software version 6.0 and any future installed versions); and

• Bosch®-Remote Programming System (RPS) software-version 5.13 for IDS/burglar alarm management (and any future installed versions for IDS/burglar alarm management).

C.3.2 All cameras, remote viewing software, NVR’s/DVRs and associated CCTV equipment and materials must be compatible and interoperable with the existing VMS.

C.3.3 All card readers and associated access control equipment must be compatible and interoperable with the existing ACS (current version Hanwha version 6.0 and any future installed versions).

C.3.4 All card readers must have dual technology to read both proxy cards and Government issued PIV SmartCards. All card readers must meet FIPS 201-2 compliance and must be listed on the current and prevailing FIPS 201-2 Approved Products List (http://fips201ep.cio.gov/apl.php).

C.3.5 Optical barrier turnstiles are primarily used for controlled employee access in main lobby areas. Optical barrier turnstiles must be compatible with existing ACS.

C.3.6 The IDS/burglar alarm keypads, access panels, and peripheral equipment must be compatible with the existing RPS and any future installed upgrades.

C.3.7 ACS panels must be compatible and interoperable with the existing ACS panels.

C.4 Description of Services.

C.4.1 General.

C.4.1.1 All information included in this section applies to all maintenance repair and new installation services performed under this IDIQ.

C.4.1.2 Points of Contact. No later than the day of the post award meeting, the Contractor shall provide the points of contact to the Contracting Officer’s Representative (COR) that can be reached during CSOSA normal business hours, i.e., Monday through Friday, 7am to 7pm.

Separate contact requirements are identified in Section C.4.3.4 below for emergency services.

C.4.1.3 The Contractor shall provide all labor, technical expertise, supervision, tools, vehicles, equipment, and miscellaneous material to install, maintain, service and repair CSOSA’s ESS at the locations identified below.

C.4.1.4 The above locations are subject to change at any time during the performance of this IDIQ Contract. Locations may be deleted and/or new locations may be added. Any new locations for service will be in Washington, DC and will be added via modification to this IDIQ contract.

C.4.1.5 The locations identified in Table 2 below include CSOSA ESS equipment where the responsibility for any repairs or maintenance belongs solely to CSOSA’s sister agency, the Pre- Trial Agency (PSA), and the Public Defenders Service (PDS). Any repair and/or maintenance services to be performed at the below locations is not pursuant to any terms and conditions under this IDIQ or any task order issued under this IDIQ. When PSA or PDS require any maintenance or repairs, the CSOSA COR will contact the Contractor to relay the information regarding the PSA request for services. All agreements regarding the services to be performed, the prices for those services, and payment shall be made with either PSA and/or PDS.

C.4.1.6 The Contractor shall install, program, troubleshoot, repair, or replace the core security equipment listed on Attachment J-3, CSOSA Security Equipment Profile as well as all applicable/required software as requested.

C.4.1.7 The ESS, any sub-systems, accompanying perimeter areas, and parking areas shall be operational 24 hours per day, 7 days per week, 365 days per year.

C.4.1.8 The Contractor shall obtain all necessary low voltage and other permits for Agency projects as required.

C.4.1.9 The Contractor shall provide any lifts and ladders for all work to include exterior camera wiring, repairs, and installations.

C.4.1.10 Any access control connections/tie-ins to fire control panels will be coordinated by the Contractor with the COR.

C.4.1.11 All work will be performed in accordance with applicable Washington, DC Department of Consumer & Regulatory Affairs, Washington, DC fire codes as well as OSHA, NFPA, NEC National Electric Codes, and EPA regulations/standards.

C.4.1.12 During the performance of any maintenance, repair, or new installations, the Contractor shall identify to the COR any noted issues or recommendations for any improvements, enhancements, or countermeasures.

C.4.1.13 The Contractor shall properly interface all system components, including connection to the ACS at 800 North Capitol Street, NW, and CSOSA’s LAN. The interface requires not only a physical connection, but also signal matching with regard to impedance, signal level, synchronization, and termination point. All LAN settings will be provided by the COR, i.e., internet protocol (IP), subnet mask (SM), default gateway (DG), etc.

C.4.1.14 When new equipment is installed, the Contractor shall thoroughly test/exercise all systems and demonstrate acceptable functionality for each feature and function. Any material warranty from the manufacturer shall begin after acceptable functionality has been confirmed in writing by the COR.

C.4.1.15 The Contractor shall coordinate troubleshooting, installation, and testing of any new security system/components or existing system maintenance or repair with the COR. At the post award conference, the COR will identify to the Contractor additional CSOSA personnel to be informed of security system issues that arise from LAN communication, security protocol changes, and routine global system “patch” deployments.

C.4.1.16 Security system issues requiring coordination and assistance with product manufacturers and value-added resellers will be initiated and coordinated by the Contractor.

C.4.2 IDS/Burglar Alarm Monitoring Services.

C.4.2.1 The Contractor is responsible for IDS/burglar alarm monitoring for the CSOSA locations with an IDS as shown in Table 1 in Section C.4.1.3 above. Attachment J-2, IDIQ Pricing for Alarm Monitoring, provides a price list for alarm monitoring services for each IDIQ contract period of performance. A task order against this IDIQ contract will be issued in the amount identified for the respective period of performance for alarm service monitoring at the start of each period of performance.

C.4.2.2 The Contractor shall provide IDS/burglar alarm monitoring services (24 hours per day, 7 days per week, and 365 days per year) and set up all connectivity to the monitoring station for the locations identified above.

C.4.2.3 The current IDS/burglar alarm system monitoring company and account numbers for CSOSA will be provided to the Contractor upon award.

C.4.2.4 The Contractor is responsible for ensuring the IDS/burglar alarm monitoring for the locations identified in in Section C.4.1.3 above are fully operational within 14 days of the issued task order that funds the alarm monitoring for the base period of performance. This includes performing any of the below services as required:

• Verification that all alarm points are operational;

• Providing necessary information to the COR and all physical security/guards at each location such as:

o Monitoring company contact details;

o Arm/disarm codes;

o Call-in details to arm/disarm facility;

o Points of contacts during an event; and

• Any other services required to ensure the IDS/burglar alarm monitoring is fully operational.

C.4.3 Maintenance and Repair Services.

C.4.3.1 Maintenance and repair services to be performed by the Contractor are requested by the COR on an “as needed” basis.

C.4.3.1.1 At the beginning of each period of performance, a lump sum funded amount will be obligated via a task order against this IDIQ contract for maintenance and repair services during that period of performance. Expenditures will be chargeable to this funded obligation upon completion and acceptance of the maintenance and repair work authorized by the COR via an approved work order. All maintenance and repair work shall be performed in accordance with manufacturer instructions/specifications and applicable industry standards.

C.4.3.1.2 Under no circumstance shall the Contractor perform any repair/maintenance services unless adequate funds are available on the lump sum funded task order signed by the Contracting Officer. If the Contractor is not certain adequate funding is available at the time services are requested from the COR, the Contractor shall contact the CSOSA point of contact identified in block 9 of the SF1449 or the Contracting Officer identified in Section G.2 to confirm adequate funding is available on the issued task order.

C.4.3.2 Work Orders.

C.4.3.2.1 Work orders against any awarded task order under this IDIQ contract may only be issued by the Contracting Officer or the COR identified in Section G.

C.4.3.2.2 Under no circumstance shall the Contractor perform any maintenance or repair services unless adequate funds are available on a funded issued task order applicable for the period of performance which the work is to be performed. If the Contractor is not certain adequate funding is available at the time services are requested from the COR, the Contractor shall contact the CSOSA point of contact identified in block 9 of the SF1449 or the Contracting Officer identified in Section G.2 to confirm adequate funding is available.

C.4.3.2.3 The Contractor shall assess the maintenance or repair needed within one business day of receipt of the issued work order. The Contractor is responsible for performing an on-site visit to diagnose the work required to be performed.

C.4.3.2.4 Once the assessment of the maintenance or repair needed is completed:

C.4.3.2.4.1 If the repair can be made within no more than two hours of labor expended and/or $250 in parts/components, then the Contractor is authorized to proceed with the repair.

Under no circumstances can the Contractor proceed with any repair that exceeds the above identified parameters without COR approval. Within two days of completing the repair, the Contractor must provide a detailed breakdown to the COR of the work performed to include:

• Labor category, number of hours, hourly rate, and total labor expended;

• Identification of any parts all parts/components replaced/installed including description, quantity, unit price and total price.

Upon completion of the work and acceptance by the COR, the Contractor may invoice for the work performed against the task order for maintenance and repair. No invoice for the repairs may be submitted until the COR has received the above required work breakdown. Any material warranty from the manufacturer shall begin after acceptable functionality has been confirmed in writing by the COR.

C.4.3.2.4.2 If the repair will require more than two hours of labor and/or $250 in parts/components, the following procedure is required before the Contractor can proceed with the repairs:

• Within two business days, the Contractor shall provide a price proposal to the COR for the work to be performed. The price proposal must include the following:

o The IDIQ categories to perform the work;

o The quantity of hours for each labor category;

o The IDIQ labor category hourly rate;

o The extended total price by labor category;

o A list of materials required to complete the work including:

Brand name of item, part number, and if applicable, serial number;

Either competitive price proposals for each item (or multiple quantities of the same item) exceeding $100 showing the reasonableness for the price proposed for the item or the basis of determining the material price proposal for the item is the best market price available;

Material Shipping, if any;

Handling Costs, if any; and o Total price for labor, material, shipping, if any, and handling, if any. .

• Upon receipt of the Contractor’s price proposal, the COR will review the reasonableness of the labor effort and material prices quoted. The Contractor must have the CORs approval before preforming any repairs or maintenance. Once the COR and the Contractor agree to the final price for performing the work, the Contractor shall schedule the work to be completed with the COR.

• Upon completion of the work and acceptance by the COR, the Contractor may invoice for the work performed against the task order for maintenance and repair.

Any material warranty from the manufacturer shall begin after acceptable functionality has been confirmed in writing by the COR.

C.4.3.3 ESS Requirements.

C.4.3.3.1 Access Control System (ACS). All Homeland Security Presidential Directive (HSPD) 12, Policy for a Common Identification Standard for Federal Employees and Contractors Personal Identity Verification (PIV), compliant dual card readers (proxy and SmartCard) and legacy access control equipment must be compatible and interoperable with the existing ACS. The Contractor shall supply all wiring, conduit, “panduit,” connectors, electrified levers, electric strikes, power supplies, software updates and other miscellaneous material to install, service, repair and/or maintain the ACS. All power supply(s) shall be on battery back-up and have surge suppression protection.

C.4.3.3.2 Network Video Recording (NVR) and Digital Video Recording (DVR) System.

All interior/exterior cameras, video monitors, camera matrix device (toggling), etc. must be compatible and interoperable with existing NVRs as well as the associated remote viewing software. The Contractor shall provide all wiring, mounts, brackets, conduits, connectors, power supplies, software version updates, and other miscellaneous material to install, service, repair and/or maintain the NVR/DVR systems. All power supply(s) shall be on battery back-up and have surge suppression protection.

C.4.3.3.3.3 Intrusion Detection System (IDS). All IDS/burglar alarm control panels, keypads, glass breaks, door contacts and sounder equipment must be compatible and interoperable with existing (and any future version) IDS/burglar alarm control panels. The Contractor shall provide all wiring, mounts, connectors, power supplies, software updates and other miscellaneous material to install, service, repair, and/or maintain the IDS. All power supply(s) shall be on battery back-up and have surge suppression protection. The Contractor shall ensure that IDS has continuous communication with a central monitoring station in the event of after-hours IDS/burglar alarm activation.

C.4.3.3.4 When performing electrified lever installations or cipher lock installations, the Contractor may be required to key or re-key a cylinder lock to an existing building master key system. In this event, the COR will advise the Contractor of the keying requirements.

C.4.3.3.5 System Software/Hardware.

C.4.3.3.5.1 System software/hardware updates/upgrades shall be proactively implemented to maintain the most current versions from the manufacturer, including the following;

• Regular review of anti-viral, spyware, and malware protections associated with the ACS, IDS and VMS.

• Maintain software licensing as required by the manufacturer.

• Maintain hardware (e.g., access control panels, IDS/burglar alarm panels, card readers, etc.) to include any “flashing”/updating to ensure proper version and operation.

• The Contractor shall stay apprised of manufacturer product updates and industry changes to ensure compliance and optimal function of all installed software/hardware.

C.4.3.3.5.2 The Contractor shall purchase all required system software and annual maintenance and support. All software licenses and annual support and maintenance shall identify CSOSA as the licensee. The Contractor shall provide software maintenance as outlined by the software manufacturer.

C.4.3.3.5.3 At the post award meeting, CSOSA will provide the Contractor a list of its software licenses, current versions, and expiration dates. The Contractor may invoice for software license renewals against the maintenance and repair task order issued for each period of performance.

C.4.3.4 Emergency Services.

C.4.3.4.1 Emergency service requests can occur at any time. The Agency has facilities that are operational 24 hours per day, 7 days per week, and 365 days per year. Emergency services include, but are not limited to, the following:

• Malfunction of electronic securing device on a perimeter door causing possible breach of a facility;

• Inoperable access control system preventing card access to controlled areas; and

• Site location with elevator card reader access malfunction preventing personnel movement from floor-to-floor.

C.4.3.4.2 At the post award meeting, the Contractor shall identify an after-hours point-of-contact that is available any time outside the CSOSA normal business hours identified in Section C.4.1.2 above.

C.4.3.4.3 When contacted regarding an emergency at any CSOSA facility, including any adjacent parking lots and parking garages, the Contractor shall:

• Respond within two hours via email to the COR (and all other email addresses) identifying the course of action to be taken; the Contractor shall provide on-site service, unless the repair can be made remotely.

• Within six hours from the Contractor’s notice to the COR, provide either:

o Information regarding the completed solution resolving the situation; or o A detailed assessment of the repair required.

• If the situation was resolved, the Contractor shall include in the email notification the number of hours expended on the repair.

• If the situation requires additional time or materials to repair, the Contractor shall provide to the COR:

o A price breakdown for labor and materials to perform the repair;

o A repair schedule; and o The hours spent on the repair as a result of the service call.

• Upon written approval by the COR to proceed, the Contractor may continue with the repair. Under no circumstance shall the Contractor perform any maintenance or repair services unless adequate funds are available on a funded issued task order, signed by the Contracting Officer, applicable for the period of performance which the work is to be performed.

C.4.4 New Installation Projects.

C.4.4.1 During each period of performance, CSOSA may require new installations of ESS components (other than as a result of maintenance and repair). When new installations are required, CSOSA will issue the Contractor a Request for Quote (RFQ) including a Statement of Work (SOW) for the components to be installed. The Contractor shall submit a quote in response to the RFQ within the timeline identified in the RFQ. The Contractor’s quote shall, at a minimum, comply with the same submission requirements identified in Section C.4.3.2.3 above and any additional submission requirements identified in the RFQ.

C.4.4.2 Once the Contractor and CSOSA have agreed on the final price for the new installation, CSOSA will issue a funded task order to be signed by both the Contractor and CSOSA. Under no circumstance shall the Contractor perform any work for any new installation until a funded task order signed by the Contracting Officer is issued.

C.5 Manufacturer’s Material Warranty. The Contractor shall convey manufacturer’s initial warranty coverage on all new equipment installation to CSOSA within seven days of acceptance of the new equipment installation. The Contractor shall ensure that item replacement guarantees, terms, and/or conditions are undertaken on the Government’s behalf.

C.6 Services Warranty.

C.6.1 At no additional cost to the Government, the Contractor warrants that:

C.6.1.1 Services will be performed in a timely, efficient, and professional manner;

C.6.1.2 All Contractor personnel assigned to perform any services under this IDIQ contract will have the necessary skill and training; and

C.6.1.3 Services will be performed in a manner consistent with the standard of care in the industry. Services will be guaranteed by the Contractor, at no additional cost, for 30 days from the date services are completed.

C.6.2 Any deficiencies noted within 30 days from the date services are performed will be corrected by the Contractor at no charge to the Government.

C.7 Contractor Labor Categories and Personnel Qualifications.

C.7.1 Attachment J-4, IDIQ Labor Category Qualifications, is a list of all labor categories included in this IDIQ and all required qualifications for each identified labor category.

Contractor personnel performing any work on CSOSA’s ESS must meet the qualifications for the applicable labor category as outlined in Attachment J-4.

C.7.2 Attachment J-5, IDIQ Labor Category Burdened Hourly Rates & Other Pre-Determined Prices/Rates, is a list of the labor rates established under this IDIQ for each labor category identified in Attachment J-4 for each period of performance and includes other pre-determined prices/rates. All price quotes for repairs and new installations received from the Contractor must be based on burdened hourly labor rates and pre-determined markups identified in Attachment J-5.

C.8 Meetings.

C.8.1 Post Award Meeting.

C.8.1.1 A post award meeting will be held within seven calendar days from date of award.

The meeting may be in person or virtual as determined by the COR.

C.8.1.2 Upon award, the Contractor shall contact the COR and coordinate the date, time, attendees, and agenda for the meeting. No later than two days prior to the meeting, the Contractor shall provide the COR a copy of the agreed to agenda.

C.8.1.3 At a minimum, the Contractor’s Project Manager as well as any lead/supervisory personnel expected to perform work on CSOSA’s ESS are required to attend/participate in the meeting.

C.8.1.4 Within three business days after the meeting, the Contractor shall provide meeting minutes to the COR.

C.8.2 The Contractor shall attend periodic meetings, as required. The meetings shall include but are not limited to: Assessment meetings at construction sites, construction coordination meetings, security briefings, technical demonstration meetings, and other business related meetings.

C.8.3 Contractor Transition Meeting.

C.8.3.1 The incumbent Contractor shall coordinate with the COR and the incoming Contractor, no later than 60 days prior of contract end, to conduct an on-site meeting.

C.8.3.2 Incumbent Contractor personnel identified below are to be present for the on-site meeting and walk through of all CSOSA and PSA/PDS (as applicable) sites.

• Project Managers (All managers who have overseen previous task orders for VMS, Access Control projects for CSOSA sites)

• System Security Design and Network Engineer (Individual who has designed previous VMS, Access Control projects for CSOSA sites)

• Senior Security Technician (Experienced technician familiar with CSOSA sites and previous

C.9 Decommissioned Security Equipment. Unless otherwise directed by the COR, the following equipment shall be returned to the CSOSA Office of Security for excess storage and recordation once taken out of service:

• Access Control Panels

• Network Video Recorders

• P-T-Z Cameras

• Fixed Cameras

• Matrix keyboard consoles

• Video Monitors

• Access Control components (readers, rex, locks, etc.)

• UPS Battery Backup (APC)

C.10 Contractor Location. The Contractor performing the work under this IDIQ contract must operate from a location no greater than 50 miles from CSOSA’s location, 800 North Capitol, NW, Washington, DC 20002-4260.
