Attachment J-11 – Solicitation 9594CS23R0030 Sample Project Statement of Work
1. Scope of Work. The Contractor shall provide all labor, supervision, tools, equipment, and material to install nine cameras and seven access control readers at 2101 Martin Luther King Jr.
(MLK) Ave, SE, Washington, DC, 20020-5702, 3rd floor and 4th floor interview rooms and Reception/Intake rooms.
2. Tasks.
2.1 Camera Installation.
2.1.1 The Contractor shall install one new camera in seven interview rooms and two Reception/Intake rooms located at 2101 MLK Ave, SE, as shown on the attached Exhibit 1, 2101 MLK Ave, SE 3rd Floor, and Exhibit 2, 2101 MLK Ave, SE 4th Floor:
2.1.1.1 3rd Floor Interview Rooms: 3008, 3010A, and 3010B;
2.1.1.2 3rd Floor Reception/Intake Room: 3001;
2.1.1.3 4th Floor Interview Rooms: 4002, 4003, 4008, and 4020; and
2.1.1.4 4th Floor Reception/Intake Room: 4001.
2.1.2 Each camera shall be firmly attached to the interview room ceiling and linked to the existing Network Video Recorder (NVR) video system.
2.1.3 All new cameras installed shall meet or exceed the following specifications:
• Wisenet Q network outdoor/indoor vandal dome camera;
• 5MP @ 30fps;
• Motorized vari-focal lens 3.1x (3.2 ~ 10.0mm) (100°~31°);
• Triple Codec H.265/H.264/MJPEG with Wisestream II;
• 120dB WDR, IR LEDs range 98';
• Defocus Detection;
• Hallway View;
• Secure Digital (SD) card;
• Video Analytics;
• Composite Video Blanking and Sync (CVBS);
• Open Platform;
• IP66;
• IK10 PoE; and
• White color.
2.1.4 Camera License Installation. The Contractor shall install camera licenses for each newly installed camera.

2.2 Cable Installation. The Contractor shall provide and install new CAT6+ cabling at each location between the camera and the camera switch located in the LAN room. During installation, protect cabling from electromagnetic interference where necessary.
2.3 Access Control Reader Installation.
2.3.1 Install seven access control readers to the interviews rooms identified in 2.1.1 above.
Access control readers shall be wall mounted next to the entry door of the interview room marked “CSO” in the attached exhibits.
2.3.2 All new access control readers installed shall meet or exceed the following specifications:
• HID -RP40;
• Open Supervised Device Protocol (OSDP) for secure communications between reader and controller;
• HID Proximity, Indala, EM Proximity, FDX;
• Dual technology to read both proxy cards and Government issued PIV SmartCards;
• FIPS 201-2 compliant; and
• Be listed on the current and prevailing FIPS 201-2 Approved Products List.
2.3.3 Contractor shall:
• Install RWC 22AWG cabling from each interview room door back to the associated access control panel location;
• Label all wiring; and
• Install end-of-line resistors to state alarm condition that will provide, tamper, shorted, cut, or open status of an alarm (e.g., door open, held open, etc.).
2.3.4 Contractor shall connect newly installed readers to the Access Control System (ACS) RS2 and verify connectivity.
3. Other Terms and Conditions.
3.1 Requirements (quantities, lists, equipment type, standards, miscellaneous items, etc.)
identified in this task order are the minimum necessary to complete the work identified in this Statement of Work. The Contractor is responsible for providing items in sufficient quantity to complete the work specified even though the Statement of Work may not specifically indicate all such items.
3.2 Permitting. No permits are required. This is an upgrade to an existing system in place.
3.3 IT Issues. Any IT related communication necessary for integration shall be coordinated and communicated prior to installation.

3.5 Hours of Operation.
3.5.1 All work to be performed at CSOSA facilities shall be during CSOSA hours of operation. CSOSA hours of operation are 8:00 a.m. to 5:00 p.m., Monday through Friday, except federal holidays. Any work at the CSOSA facilities outside the above identified hours of operation is not authorized unless written approval is provided by the Contracting Officer’s Representative (COR).
3.5.2 The Contractor shall coordinate work hours at the CSOSA locations identified in this SOW with the COR. The Contractor shall not perform work at CSOSA locations on federal holidays or other non-business days without prior approval of the COR.
3.5.3 Period of Performance. The Contractor shall complete all work included in this Statement of Work, i.e., installation, testing, and system operational, no later than 120 calendar days from task order award.
3.5.4 Surplus Equipment and Materials. All surplus equipment and materials purchased for the work included in this Statement of Work shall be returned to the COR within 48 hours after completion of the project. A final invoice for this project cannot be submitted until all items specified above have been returned to CSOSA.
3.5.5 Service and Equipment/Material Warranty.
3.5.5.1 In accordance with the contract Section C.6, Services Warranty, the services performed under this task order will be guaranteed by the Contractor, at no additional cost, for 30 days from the date services are completed. Any deficiencies noted within 30 days from the date services are performed will be corrected by the Contractor at no charge to the Government.
3.5.5.2 The Contractor shall convey manufacturer’s commercial equipment/material warranty to CSOSA on all newly installed equipment.
