About this file

This document is a Statement of Work (SOW) Addendum for Janitorial Services during the EAA Air Venture Air Show at the Oshkosh (OSH) facility. The addendum specifies cleaning frequency adjustments and scheduling protocols for the two-week event period, focusing on maintaining optimal cleanliness and operational readiness during heightened facility use. Key details include increased daily cleaning task frequencies (e.g., D7 tasks adjusted to 2D7), two consistent daily cleaning windows (morning by 0600L and afternoon at 1400L), and a 14-day window for completing quarterly tasks ending 14 days before the airshow. The document provides airshow dates for 2025-2027 (July 21-27, July 20-26, and July 26-August 1, respectively), with a note that dates are subject to change and the contractor will be notified at least 60 days in advance.

1. Purpose

This addendum defines the specific cleaning frequency adjustments and scheduling protocols required to ensure the Oshkosh (OSH) facility maintains optimal cleanliness and operational readiness during the EAA Air Venture Air Show. It supplements the existing Janitorial Services Statement of Work (SOW) and addresses the two-week event period, focusing on the heightened facility use during the airshow.

Due to the increased visibility and use of the facility during the airshow, it is critical that cleaning tasks adhere strictly to the SOW standards, ensuring a professional and compliant environment that meets both operational and public expectations. The intent of this addendum is to ensure that cleaning tasks are completed efficiently, maintaining high standards without disrupting daily operations.

2. Cleaning Frequency Adjustments and Scheduling

During the air show, selected cleaning tasks outlined in the frequency chart will be adjusted to meet the increased traffic and visibility demands of the event. The adjustments focus on tasks critical to maintaining cleanliness in high-traffic and operational areas.

a. Daily Task Frequency Adjustments

To accommodate the heightened use of the facility during the airshow, the frequencies of all daily tasks will be increased to maintain cleanliness in high-traffic areas. The adjustments are as follows:

i. D7 Tasks (1 per day/7 days per week): Adjusted to 2D7.

ii. D3 Tasks (1 per day/3 days per week): Adjusted to D7.

iii. D5 Tasks (1 per day/5 days per week): Adjusted to 2D7.

The intent is to ensure that cleaning tasks occur frequently enough to maintain a professional environment throughout the event while minimizing any operational disruptions.

Effective Dates: To be determined annually based on the official EAA Air Show schedule.

b. Cleaning Timeframes

Two consistent cleaning windows will be scheduled each day during the air show to maintain cleanliness while minimizing disruption to operations:

i. Morning Cleaning: The first cleaning window will occur before operational hours, with all tasks completed by 0600L each day. This window will allow for vacuuming, surface cleaning, and other tasks that may disrupt operations if done later.

ii. Afternoon Cleaning: The second cleaning window will begin at 1400L each day, focusing on high-traffic areas, especially the cab and other critical operational spaces, to ensure cleanliness is maintained during peak activity.

These windows are designed to align cleaning activities with periods of low operational impact, ensuring high standards of cleanliness without hindering daily operations.

c. Weekly and Monthly Tasks

More detailed cleaning tasks (weekly and monthly) will be scheduled to occur within the morning cleaning window (by 0600L) to avoid disruption to air traffic operations while ensuring facilities are thoroughly cleaned during the airshow.

3. Quarterly Task Completion and Quality Control

The contractor will have a 14-day window to complete all quarterly tasks, with the window ending 14 days before the start of the airshow. The contractor is expected to complete tasks as late in the window as possible, minimizing operational disruptions while ensuring the facility is fully prepared to meet SOW standards.

The contractor must conduct a contractor QC review on the tasks completed during this window, verifying that all work meets SOW standards and correcting any deficiencies.

The contractor must self-certify that all tasks are completed to SOP standards by the 14 days before the airshow deadline. Following the Contractor QC review, the Independent COR QC review will be conducted on the first working day thereafter. If any deficiencies are identified during the COR's review, the contractor must provide a remediation plan within 48 hours and all deficiencies must be addressed and rectified no later than 7 days before the start of the airshow. The contractor must provide written confirmation to the COR once all deficiencies are resolved.

a. Airshow Dates

i. 2025: July 21–27

ii. 2026: July 20–26

iii. 2027: July 26–August 1

Please note, while the airshow schedule for the next three years is provided above, these dates are subject to change. The contractor will be notified of any updates at least 60 days in advance via official correspondence from the COR to ensure proper coordination.

b. Scheduling Considerations

The contractor should prioritize completing quarterly tasks during off-hours to avoid operational disruptions. The COR will confirm airshow dates at least 60 days in advance to ensure appropriate scheduling.
