About this file
This is an attachment outlining procedures for the United States Capitol Police Off-Site Inspection Center that governs the delivery of packages and materials to Capitol Complex facilities.
All packages delivered to the U.S. House of Representatives, Senate, Architect of the Capitol, and Library of Congress must include Purchase Order/Contract Number and delivery information (recipient name, building, room number, and telephone number) on the shipping label. All delivery vehicles must report to the Off-Site Inspection Center located at 4700 Shepherd Parkway SW for mandatory inspection and x-ray screening before accessing any Capitol Complex loading dock. The inspection facility operates 4:30 AM to 3:00 PM, Monday through Friday, and is closed on all 10 federal holidays unless noted otherwise. All delivery personnel must provide picture identification and undergo processing through the National Crime Information Center (NCIC). Deliveries for events or functions require prior approval from the House or Senate Sergeant at Arms office. Federal Express, United Parcel Service, U.S. Mail, and courier-delivered parcels must be routed through Novitex (9140 East Hampton Drive, Capitol Heights, Maryland) for processing during a three-day holding period before Pitney Bowes makes deliveries to the Capitol Complex. Exception: deliveries made directly by Federal Government employees with current Federal Government ID may bypass Novitex and proceed directly to the Off-Site Inspection Center.
Vendors requiring loading dock access must submit a letter on company letterhead signed by the owner, president, or manager to the United States Capitol Police Off-Site Inspection Center. The letter must list in alphabetical order the names, social security numbers, dates of birth, and buildings to be accessed for all drivers and employees requiring access, along with company contact information. Submissions should be directed to Tasheka.westbury@uscp.gov, Miguel.butler@uscp.gov, or Raymond.overton@uscp.gov, or faxed to 202-563-5140. Questions can be directed to the Off-Site Inspection Center at 202-224-0202 during business hours.
