Performance Requirement Summary
The Performance Requirement Summary (PRS) tables below reflect the metrics determined to be important for the successful performance of task orders. They include a representation of the expected standards of performance and surveillance methods. This is not an all-inclusive list and each
PRS table may be adjusted to better capture the performance requirement of a specific Task Order.
CONTRACTOR TRAINING SUPPORT SERVICES FOR THE U.S. COAST GUARD TRAINING SYSTEM
Objectives Reference Required Service Performance Standard Incentives/Disincentives
1. Instructional Expertise –
General
IDIQ PWS Section 3.10 and
CG Instructor Feedback
Form (IFF)
Contractor personnel assigned to teach a course shall have expertise in the subject area and instructional experience.
Contractor personnel shall follow guidance in Coast
Guard instructional materials and have expertise in instructional methods IAW the
Coast Guard Instructor Feedback Form (IFF).
Contractor instructor shall follow guidance in instructional materials 100% of the time and accomplish a rating of “meets” or “exceeds” on the Coast Guard Instructor
Feedback Form (IFF) as measured annually by the
Government. No rating measure less than “meets” for each of the 14 assigned instructor competencies.
If determined to be unacceptable to the
Government, the Government will consider applying payment remediation.
Contractors shall work effectively in a team environment.
Members shall demonstrate effective communication, collaboration, and teamwork with all

2. Quality Instruction and
Classroom Management

Quality instructor performance capable of ascertaining the level of the class’s knowledge and teaching at the appropriate level.
Capable of controlling the discipline of the class (e.g., not allowing disruptive side conversations to occur during the instructor’s presentation of the course material).
Contractor personnel shall demonstrate a high level of professional management in performing training activities and facilitating classroom environments at all times, including:
Accomplish a rating of “meets” or “exceeds” on the Coast
Guard Instructor Feedback
Form (IFF) as measured annually by the Government.
No rating measure less than
“meets” for each of the 14 assigned instructor competencies.
Accomplish a rating of satisfactory or above on 80% of the Level 1 student course evaluations following each course convening.
If determined to be unacceptable to the
Government, the Government will consider applying payment remediation.

Adherence to a zero tolerance policy of inappropriate language is in effect at all times. (no vulgar, sexist, racist or other language that shows disrespect for the students)
Class schedules managed in accordance with course curriculum outline(s);
Exceptions to established arrival/departure times exceeding (+/-) 60 minutes approved by the School
Chief (or authorized Coast
Guard representative).
Manage a safe, comfortable training environment; sufficient materials available;
disruptive student behavior effectively resolved.
Accomplish a rating of satisfactory or above on

(SOPs), timely, complete, and documentation shall, upon final acceptance, be free from technical or typographical errors 90% of the time.
If determined to be unacceptable to the
Government, the Government will consider applying payment remediation.
4. Quality and timely, Instructional System
Designer (ISD) services.

Contractor personnel shall complete ISD projects in accordance with Coast Guard
Training System Standard

Training Center specific policies. ISD professionals shall work effectively in a team environment

Packaged outputs shall be in conformance with technical requirements and operability standards before deployment to the appropriate Coast Guard enterprise IT System.
Members shall demonstrate effective communication, collaboration, and teamwork with all
Government and Contract team members.
If determined to be quality technical written work

Development of SDLC payment remediation.

Comprehensive editing, which reviews both content
(for completeness, accuracy, and appropriate language) and form (for organization, visual design, and usability).
Performs copyediting to ensure documents are mechanically correct
(spelling, punctuation, and grammar), and stylistically consistent with U.S. Coast Guard standards.
Proofreads by comparing final versions of documents with marked-up versions to ensure all corrections have been made.
