NOTICE FOR FILING AGENCY PROTESTS

United States Coast Guard Ombudsman Program

It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO).

Interested parties are encouraged to seek resolution of their concerns within the USCG as an

Alternative Dispute Resolution (ADR) forum rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the Contracting Officer or Ombudsman.

Informal Forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the applicable

Contracting Officer. If the Contracting Officer is unable to satisfy their concerns, interested parties are encouraged to contact the U.S. Coast Guard Ombudsman for Agency Protests. Under this informal process the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting

Officer, and solicitation closing date (if applicable).

Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions. If the protester’s concerns are unresolved, an Independent

Review is available by the Ombudsman. The protester may file a formal agency protest to either the Contracting Officer or as an alternative to that, the Ombudsman under the OPAP program.

Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the government. The agency’s goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103(d)(2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. To be timely protests must be filed within the period specified in FAR 33.103(e). Formal protests filed under the OPAP program should be submitted electronically to OPAP@uscg.mil and the Contracting Officer or by hand delivery to the Contracting Officer.

Election of Forum. After an interested party protests a Coast Guard procurement to the

Contracting Officer or the Ombudsman, and while the protest is pending, the protester agrees not to file a protest with the GAO or other external forum. If the protest is filed with an external forum, the agency protest will be dismissed.

Supplies or Services/Prices B.1 Services

The U.S. Coast Guard is responsible for managing the training, education, and development programs to meet the needs of its active duty, reserve, and civilian workforce. The purpose of this Indefinite Delivery Indefinite Quantity (IDIQ) contract is to obtain Contractor instructional, training, and assessment support services for the U.S. Coast Guard. Contractor support services include performance analysis, instructional systems development (analysis, design, development, implementation, and evaluation), training support services and training delivery.

B.2 Transition Services

The Contractor shall commence transition activities as soon as possible after the award of the contract. The Contractor shall finalize the Transition Plan 5 business days after the Post Award meeting (Kick-Off) that details transition plan for phase-in operations at the Training Centers. The transition services shall minimize disruption and be accomplished within 30 days or less. The transition plan shall cover all requirements in accordance with the PWS, including work force planning, identifying the status of critical-skills, and the strategy for the recruitment and/or retention of those skills.

B.3 Contract Type

This procurement is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. This IDIQ contract allows for Firm Fixed Price (FFP task orders) with Time and Material (T&M) CLINs to be administered. Task orders may also combine more than just one contract type.

B.4 Minimum Guarantee and Maximum Ceiling

The minimum guarantee is $50,000.00 for this IDIQ. The maximum dollar ceiling for this IDIQ is TBD.

PERFORMANCE WORK STATEMENT

FORCE READINESS COMMAND (FORCECOM) TRAINING SYSTEM CONTRACT FOR THE U.S. COAST GUARD

PERFORMANCE WORK STATEMENT

1.1 GENERAL

1.2 SCOPE

The U.S. Coast Guard is responsible for managing the training, education, and development programs to meet the needs of its active duty, reserve, and civilian workforce. The purpose of this Indefinite Delivery Indefinite Quantity (IDIQ) contract is to obtain Contractor instructional design and development, training, and training analysis services for the USCG. Contractor support services include performance analysis, instructional systems development (analysis, design, development, implementation, and evaluation), training support services and training delivery.

2.0 BACKGROUND

Force Readiness Command (FORCECOM) focus is to deliver tailored, on-demand training and learning activities to promote modernized learning that maximizes the continuous growth of a mission ready total workforce ensuring the Coast Guard's workforce is prepared to execute the full range of their responsibilities. Training is the backbone of a mission ready total workforce framework designed to facilitate professional growth. Today, FORCECOM delivers best-in-class performance based training that grow the Coast Guard workforce into technically proficient leaders. In order to maintain the Coast Guard's competitive advantage in a world becoming increasingly virtual, our legacy training must be transformed, Modernized Ready Learning represents the course correction necessary to execute that transformation. Our call to action is to deliver individually tailored, on-the-spot services that prepare our Coast Guard for the work of tomorrow. There are four inter-related priorities:

· Maximize training opportunities

· Modernize training delivery

· Tailor training programs

· Advance workforce resilience through training.

Modernized Ready Learning is a term that reaffirms a commitment from the Force Readiness Command to deliver tailored training, education, and experiential learning at the moment of need. Our goal is a modernized state-of-the-industry training system by 2030. Modernized Ready Learning is the heart of the Training Chapter within the Mission Ready Total Workforce Framework.

3.1 REQUIREMENTS.

All contractor services shall be in accordance with USCG Training System Standard Operating Procedures (series) detailed in Attachment IV including any additional references provided in each task order under this contract, and the requirements herein.

3.2 CONTRACT MANAGEMENT.

3.1.1 Program Manager

3.1.1.1 Program Manager. The Contractor shall provide a Program Manager responsible for all contractor work performed under this contract.

3.3 PROJECT COORDINATION SERVICES – SITE TEAM LEADS.

The Contractor shall provide project coordination in support of activities outlined in each task order under this contract.

Examples of required project coordination support include: assist technical and instructional staff in course development and presentation to ensure continuity of training material, consistency of layout, presentation, and flow of subject matter; provide technical assistance and guidance to school staff on current instructional technology during the development of training aids and delivery method, to include knowledge of computer-based training, desktop video conferencing, multimedia, audio, graphics, and distance learning technologies; act as an alternate instructor during unplanned absence of scheduled Contractor instructional staff personnel; assist the Program Manager in the daily management of training materials, preparation of periodic reports and the maintenance of records in support of USCG training tasks; develop monthly reports, prepare periodic deliverables and assist in developing job aids and visual presentations; review training programs, schedules and coordinate required support; and maintain master files for all Contractor supported program areas.

3.4 TRAINING PERFORMANCE ANALYSIS SERVICES.

The Contractor shall provide Training Performance Analysis support as required in individual task orders under this contract to include:

· Use the USCG approved performance system to analyze performance issues in accordance with the USCG Human Performance Technology Handbook and SOP Volume 2: Analysis. Other analysis methods may be used if pre-approved in writing by the COR.

· Conduct feasibility analyses for recommendations.

· Engage in the analysis project planning and execution.

· Collect data as appropriate for the task order under this contract that includes task and step-level data.

· Perform and report learner and other analyses, including task analyses in accordance with the requirements of task orders under this contract.

· Provide findings and recommendations for the development of objectives and suitability of tasks and content for delivery and testing via methods.

· Participate in reviews.

· Perform quality assurance inspections of documents and deliverables.

· Ensure work and processes conform to USCG TRASYS SOPs, standards, and other requirements stipulated in the task

3.5 INSTRUCTIONAL SYSTEMS DESIGN/DEVELOPMENT (ISD) SERVICES (INCLUDING CBRN AND TACTICAL ISD

SERVICES).

The Contractor shall provide Instructional Design support to include the following:

· Collect task performance details of step level data to derive specific skills and knowledge requirements to form the basis of content in a course.

· Prepare design documents in accordance with USCG SOPs and other requirements specified in the task order under this contract.

· Prepare storyboards for content development in accordance with USCG SOPs and other requirements in the task order under this contract.

· Select appropriate delivery methods, and delivery media to support development of human performance and testing of competences.

· Integrate current USCG learning technologies to promote effective teaching strategies and to improve learning experiences.

· Prepare and structure tests and practical application exercises so these are reliable indicators that a learner has learned to perform the tasks identified in the objectives.

· Develop initial versions of online courses to include screen presentations, interactive components and assessments.

· Perform formative and summative evaluations, including pilot studies.

· Revise versions in accordance with feedback from reviews and data obtained in pilot testing.

· Develop plans for piloting training experiences developed under task orders.

· Develop reports of pilot studies usable in finalizing the training products.

· Ensure work and processes conform to USCG TRASYS SOPs, standards, and other requirements stipulated in task

3.6 TECHNICAL WRITING SUPPORT SERVICES.

The Contractor shall provide Technical Writing and Editorial support to include the following:

· Comprehensive editing to review both content (for completeness, accuracy, and appropriate language) and form (for organization, visual design, and usability)

· Proofread by comparing final versions of documents with marked-up versions to ensure all corrections have been made.

· Initial review and copy-editing activities in conformance with U.S. Coast Guard structured writing template and U.S.

Coast Guard Training System (TRASYS) Standard Operating Procedures (SOP) Volume 5, Resident Instruction. Copy-editing guidelines include checking for grammar, punctuation, and syntax. Upon completion of first level editing, documentation is ready for Beta and/or Pilot testing.

· Verification of reference materials listed in all course artifacts. Reference materials include DHS and Coast Guard directives and guidelines, industry mandates and publications, Commandant Instructions, manuals and notes, unit instructions, and other miscellaneous publications.

· Structural formatting of all source documentation to ensure that there is consistency within a complete set of educational material. Structural formatting includes the proper use of headers/footers, configuring and generating a final table of contents, and verifying pagination in preparation for final approved versions.

· Regulate final approved versions of all material at the completion of the development cycle. Technical Writers coordinate with the ISDs to verify deliverables promised to the schools. We ensure schools have print-ready PDFs of all material, and maintain content management of all source material.

· Document revisions by means of Curriculum Change Requests.

· Navigation and efficient use of USCG software programs (e.g., TMAPS) for reference materials to ensure technical and content accuracy.

· Provide technical writing and editing in support of product development, generating project documentation and report deliverables. These shall be accomplished using software, hardware, and other tools readily available within USCG or specified in the task order.

· Collaborate with a multi-disciplinary team.

· Conduct quality assurance reviews of products prior to delivery to USCG.

· Perform lifecycle maintenance on text documents as required.

· The Contractor shall provide editing of all material developed by FORCECOM.

3.7 TRAINING AID SUPPORT SERVICES

The contractor shall provide and maintain training aid inventories, maintaining the training aids to keep them in operational order, creating simulations on the different training aid systems, operating the training aid systems, and teach instructors to operate the training aid systems.

3.8 HIGH-RISKTRAINING SAFETY SERVICES

The contractor shall monitor USCG high-risk training (HRT) safety at USCG. The contractor shall maintain awareness of appropriate Coast Guard and Navy references, subject matter doctrine, curricula for training courses, and instructor training guides. The contractor shall ensure Emergency Action Plans are developed, that they comply with local training regulations and procedures (e.g. Camp Lejeune range and underwater egress training program), are updated monthly, walked-through quarterly, and exercised at least annually, for all USCG High-Risk Training courses. The contractor shall coordinate with USCG and inspect High-Risk Training equipment and facilities following all mishaps, near misses, equipment modifications, and at a higher frequency than the annual requirement. The contractor shall observe High-Risk Training evolutions periodically and as directed and assess compliance with approved training procedures, safety precautions, and emergency procedures. Document results and report to the Training Officer, with observations and recommendations. Frequency of observations shall be a minimum of once every twelve months. The contractor shall ensure all training mishaps are logged and reported appropriately.

3.9 RANGE SAFETY SERVICES.

The contractor shall monitor range safety in accordance with CG and USMC regulations. The Contractor shall ensure compliance with CG Ordinance Manual, Department of the Army Pamphlet 38-563(Range Safety).

3.10 INSTRUCTION SERVICES.

The contractor shall provide instructional services to meet the Coast Guard's unique needs in support of activities outlined in each task order under this contract. The Contractor's instructors shall provide expert skills and knowledge to deliver instruction to their students, focusing on ensuring students achieve the necessary skills mandated by course curricula and successfully meeting course objectives. Instructors may be required to evaluate students' performance by verifying their understanding of the course material, competency of learned skills, and their ability to demonstrate applied knowledge. The contractor shall provide instructors in the following areas of expertise and labor category descriptions:

Aviation C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance, & Reconnaissance) Instructor

* Three (3) years of professional teaching experience in the field of C4ISR, or aviation related technology.

* Three (3) years' experience as a U.S. Coast Guard (or U.S. Navy, U.S. Marine Corps, U.S. Army, U.S. Air Force, or other government equivalent) surveillance systems operator or communications system operator, preferably with experience aboard a variety of shore, afloat and/or aviation units

* Two (2) years' experience in assessing and analyzing upgraded and newly fielded systems to determine impacts, if any, to existing operational technical data and tactics, techniques and procedures (TTP), change recommendations to existing equipment Technical Manuals and TTP Manuals, and SME assistance in updates and/or development of new courseware to C4ISR Division ISD points of contact.

* Shall have experience in performing Instructional Systems Development tasks IAW USCG and Division SOPs (PWS 1.3, 5.0) Examples include, but are not limited to: Presentations, Student Guides, Instructor Guides, Job Aids, Training Aids (Visual aids, job sheets, homework), Student Knowledge and Skill Evaluation

* Shall have experience using computer-based training aids, simulators, on aircraft systems, and providing instructor led training, as well as complete post course critique assessment for course improvements.

* SECRET clearance required.

Aviation Survival Technician (AST) Instructor

* Must possess experience as Aviation Survival Technician, Aviation Survivalman or military or civilian equivalent.

* Three (3) years instructional experience in aviation life support equipment, including inflatables, parachutes, flight gear, rigging, dry suits, survival suits, signaling devices, and water survival.

* Graduate of Instructional Development Course or equivalent.

* Qualified as CG instructor or civilian equivalent.

* Physically capable of performing all tasks in a traditional classroom setting or on a pool deck for 6-8 hours per day, year round.

* No security clearance required.

Boatswain's Mate (BM) Instructor

* Must possess U.S. Military qualification as Quartermaster of the Watch, Deck Watch Officer, Coxswain, or civilian equivalent.

* Must possess a minimum of three (3) years' experience directing, instructing and coaching break-in boat coxswains or shipboard conning officers.

* Physically capable of instructing while underway on a Coast Guard vessel for 6-8 hours per day, year-round in all meteorological conditions.

CBRN Instructional Systems Designer (ISD)

* Must possess either a master's degree in Instructional Systems, Instructional Systems Technology, Instructional & Performance Technology, or Education (with a concentration in Educational Technology). Five years documented experience in a related field may be substituted for the educational requirement.

* Must possess a minimum of five (5) years' experience as a military, law enforcement, of government public health CBRN-D Subject Matter Expert, OR have five (5) years' experience in an equivalent Military Occupational Specialty (MOS), OR equivalent experience in the private sector with a B.S. and 7 years of documented experience either instructing or developing instruction for CBRN-D training.

* Must possess a minimum of two (2) years' experience using the Instructional Systems Development (ISD) process in the development of courses and training interventions.

* Must be proficient in using the following software applications: Microsoft Word, Outlook, Excel, & PowerPoint.

* No Security Clearance required; e-QIP background check/fingerprints required.

Communications Instructor

* Five (5) years' experience as a radio operator or maintainer to include but not limited to the PRC-152 and PRC-117.

* Three (3) years' experience in the Command, Control and Communications field including:

- Proper handling of sensitive and classified materials and spaces

- Configuration of voice circuits: HF, VHF, UHF and SATCOM

- Configuration of data circuits: PDA-184, HPW, etc.

- Advanced radio operations and function: ANW2, SCM, etc.

* Two (2) years of previous Instructor experience

* Expeditionary experience is preferred to include Field operations and Gear configuration

* Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments.

Emergency & Disaster Management School Instructor

* Three (3) years' experience as a primary classroom instructor.

* Seven (7) years of field or operational experience working for DHS, DOD or other agency that deploys the Incident Command System.

* Operated under the National Incident Management System/Incident Command System (ICS) during a Type III incident as an Incident Commander, Safety Officer, or General Staff Position.

* Completed a FEMA-compliant Incident Commander-, Safety Officer- or General Staff Position-specific course.

* Participated in an HSEEP-compliant Exercise.

* Demonstrate an understanding of the HSEEP Exercise Cycle.

* Must possess working knowledge of Area Command and MACS principles.

* Experience in emergency response to all-risk/all-hazard missions, related to the USCG, DHS, Federal Emergency Management Agency, Department of Defense, Environmental Protection Agency, National Oceanic and Atmospheric Administration and all supporting federal, state, and local agencies operating under the National Response Framework.

* Must possess practical knowledge of regional and port level committees including Regional Response Teams, Regional Interagency Steering Committees, Area Maritime Security Committee, Area Committee, Port Readiness Committee, and

Harbor Safety Committee.

* Must possess practical knowledge of USCG regulatory authorities: SAR Mission Coordinator, Captain of the Port, Federal On- Scene Coordinator, and Federal Maritime Security Coordinator.

* Must possess practical knowledge in the application of USCG and DHS response policy and guidance related to environmental and disaster response management.

* Ability to prepare for and deliver technical ICS course material as prescribed in the Instructor Guide, including content, sequence, timing, audiovisual presentation and instructional methodology in a traditional classroom setting and/or Facilitated Online Training (FOT)/Virtual Training (VT).

* Ability to manage team dynamics; identify, assess and minimize limitations to course success.

* Ability to plan, coordinate, and implement training schedule with numerous adjunct instructors and host unit contacts.

* Ability to maintain effective communication and working relationships with host contacts, adjunct instructors and schoolhouse.

* Must conduct both resident training and Facilitated Online Training (FOT)/Virtual Training (VT) at TRACEN Yorktown and/or CONUS/OCONUS exportable courses. Must facilitate high fidelity Incident Command System (ICS) scenarios to provide realistic, performance-based training.

* The government desires, but does not require:

- Completion of the following training: ICS-300, ICS-400, and one or more FEMA compliant position-specific Incident Command System (ICS) courses (e.g., Logistics Section Chief, Planning Officer, Liaison Officer);

- Type 3 Incident Command System (ICS) qualification from an agency with a National Incident Management System (NIMS) compliant ICS certification program in a Command or General Staff Position;

- Experience using National Incident Management System (NIMS) Incident Command System (ICS) at Type 1 or 2 incidents or National-level exercises; such exercises or incidents shall have been in preparation for or respond to a National disaster, or hazardous material spill or other large-scale, all-risk incident; and

- Experience using the HSEEP Exercise Cycle during all phases.

Culinary Specialist (CS) Instructor

* Two (2) years' experience teaching adult education courses in the field of food service

* Two (2) years' experience as a professional cook, manager, or baker

* Experience as a U.S. Coast Guard (or U. S. Navy, U.S. Marine Corps, U.S. Army, U.S. Air Force equivalent) Food Service Specialist rated at E-6 or above, preferably with experience aboard a variety of shore and afloat units or equivalent institutional food service management experience.

* Must pass an approved medical screening for contagious disease provided by the Contractor.

Electricians Mate (EM) Instructor

* Must possess a minimum of three years' experience as a primary classroom instructor.

* Seven (7) years field experience or a journeyman certification as an electrician, preferably experienced with Navy/Coast Guard shipboard electrical systems.

* Must possess subject matter knowledge and expertise in one or more of the following areas: AC/DC circuit theory; AC/DC generators and motors theory; electronic circuit theory; Boolean algebra; installation, maintenance, and repair of shipboard and shore power distribution and distribution systems; shipboard navigation systems; signal lights; interior communications systems; and small-boat electrical systems.

Emergency Medical Technician (EMT) Instructor

* Education: High School diploma or equivalent.

* Education (Desired): Bachelor's Degree in Allied Health or in educational practices

* Certification: CPR and National Registry EMT

* Certification (Desired): National Registry Advanced EMT or Paramedic preferred. Pediatric Advanced Life Support (PALS), Advanced Cardiovascular Life Support (ACLS), Prehospital Trauma Life Support (PHTLS), Tactical Combat Casualty Care (TCCC) certifications and CG PERJC.

* Experience: 5 years of field experience as a practicing EMT or paramedic.

* Experience: Must possess a minimum of three (3) years' experience as a primary classroom instructor providing training.

* Experience (Desired): Work experience aboard a variety of afloat and shore units.

Health Services Technician (HS) Instructor

* Education: High School diploma or equivalent.

* Education (Desired): Bachelor's Degree in Allied Health or in educational practices or Licensed Practical Nurse credential.

* Certification: CPR certified

* Certification (Desired): National Registry EMT and CG PERJC.

* Experience: Five (5) years of clinical experience in direct adult primary care setting.

* Experience: Three (3) years teaching experience of adult education courses in allied health professions.

High Risk Training (HRT) Instructor

* Two (2) years'' experience as a primary classroom instructor.

* Must be capable of executing HRT safety policy and procedures as outlined in Volume 14 of the Coast Guard Training System SOP, the NASTP SOP and JQR Manuals.

* Capable of standing and instructing for 6-8 hours per day.

* Must possess and maintain qualifications in CPR and Basic First Aid.

* Prior experience with any of the following is desired, but not required:

- Aviation flight operations.

- Boat operations.

- Instructional delivery of Red Cross or American Heart Association First Aid, CPR, and Automatic External Defibrillator courses.

Information Systems Technician (IT) Instructor

* Two (2) years' experience as a primary classroom instructor.

* Certification in either a CompTIA A+ or CompTIA Network+

* Must possess subject matter expertise in the following areas:

- Data networks software and hardware;

- Client/server environments;

- Microsoft products;

- COMPTIA A+ and Network+;

- Disaster recovery;

- Helpdesk management;

- Use of test equipment in the maintenance and repair of computer related equipment;

- Troubleshoot and follow system administration/network maintenance procedures;

- Electrical safety;

- Cardiopulmonary Resuscitation (CPR).

Information Systems Technician (IT) Telephony Instructor

* Two (2) years experience as a primary classroom instructor.

* Must possess subject matter expertise in the following areas:

- Public Address Systems;

- Public Branch Exchange (PBX) programming;

- Voice Over Internet Protocol (VoIP) fundamentals;

- Data Networks;

- Network Hardware;

- Client/Server data networks;

- Troubleshooting series circuits;

- Test equipment used to troubleshoot cabling;

- Layout of network and telecommunication closets.

- Fiber optic cable inner duct work;

- Install both ST and SC style cleave-and-crimp connectors;

- Install UniCam connectors;

- Install both ST and SC style pre-loaded epoxy connector (Hot Melt);

- Install both ST and SC style epoxy connector;

- Test and document cable installation for loss using an Optical Power Meter (OPM);

- Repair a cable using a mechanical splice (FiberLok II);

- Repair a cable using a fusion splice;

- Retest and document loss after repair;

- Use of an Optical Time Domain Reflectometer (OTDR) and Visual Fault Locator (VFL) to troubleshoot a fiber cable installation.

* All instruction shall be for systems IAW CG CI 5200.16 and DoD Directive 8570.

Instructional Systems Designer (ISD)

* Must possess either a master's degree in Instructional Systems, Instructional Systems Technology, Instructional & Performance Technology, or Education (with a concentration in Educational Technology). Five years documented experience

* Must possess a minimum of two years' experience using the Instructional Systems Development (ISD) process in the

* Task Orders under this contract may include physical requirements related to the work to be conducted, especially those at Government facilities or on vessels and platforms, persons conducting the task orders must be able to physically observe performance and climb ladders and/or other physical requirements associated with the work environment.

* May require SECRET clearance (per task order).

Instructor Development Course and Course Developer Course (IDC/CDC) Instructor

* Must possess a bachelor's degree in Education, Human Resource Development, or similar fields, or a minimum of Five (5) years' experience working in a similar field as a substitution for the bachelor's degree.

* Three (3) years' experience as a primary classroom instructor.

* One (1) year experience developing or updating courses using Instructional Systems Design.

* Must be proficient in using the following software applications: Microsoft Word, Outlook, Excel, PowerPoint and computer graphics programs.

Marine Science Technician (MST) Instructor

* Must possess a minimum of three (3) years' experience as a primary classroom instructor, or graduate of an Instructor Development Course or civilian equivalent.

* Must possess a minimum of seven (7) years as a Marine Science Technician, or relevant marine safety field experience or civilian equivalent.

* Required experience/knowledge:

* Desires, but does not require, at least two of the following Coast Guard qualifications:

- Pollution Responder;

Maritime Law Enforcement (ME) Instructor

* Must meet the physical fitness standards semiannually set in the Boarding Officer/Boarding Team Member Law Enforcement Competency Qualification Instruction. Requires physical exertion by teaching defensive tactics and allowing the students practice their techniques on the instructor in protective gear.

* Three (3) years' Maritime Law Enforcement Training experience.

* Instructional experience/knowledge required:

* Must possess a favorable, current National Agency Check with Inquiries (NACI) background investigation.

Operations Specialist (OS) Instructor

* Two (2) years' experience as a primary classroom instructor

* Have at least five (5) years of rated/commissioned operational experience as a qualified CIC Watch Supervisor and Operations Unit Controller in the U.S. Coast Guard or equivalent in the U.S. Navy

* Three (3) years' experience in the Command, Control, and Communications field including:

- Proper handling of sensitive and classified material and spaces;

- configuration of voice circuits;

- radio operating procedures;

- Coast Guard mission areas;

- policy and operations of Coast Guard C3 equipment; basic understanding of geo-location coordinates;

- managing and coordinating resources during a search and rescue (SAR) case prosecution;

- specific duties in a Combat Information Center (CIC) environment;

- configuring and operating specific C4I systems;

- tracking and displaying contacts on RADAR systems;

- production and execution of situation reports and communications plans;

- provide accurate shipping and navigation picture;

- policy and operations of Coast Guard C3 equipment;

- understanding of geo-location coordinates.

Pilot MH-60 Sim Instructor

* Military aircraft standardization Instructor Pilot or military Flight Examiner designation obtained within the past ten (10) years in aircraft type per task order.

* Five (5) years experience as a U.S. Coast Guard (or U.S. Navy, U.S. Marine Corps, U.S. Army, U.S. Air Force, or other government equivalent) MH-60T or equivalent H-60 Instructor Pilot.

* Two (2) years experience providing formal classroom instruction in concepts, principals, and methods relating to flight instructional systems.

* Two (2) years experience providing instruction, demonstration, and evaluation of pilot performance in a military aircraft environment, including radio communication procedures, VFR/IFR flight techniques, Air Traffic Control operations, FAA military rules and regulations, emergency procedures, night vision goggle flight procedures, Coast Guard airframe weight and balance systems, and airframe system nomenclature and operation.

* Shall have experience in performing ISD tasks IAW USCG and Division SOPs (PWS 1.3, 5.0) Examples include, but are not limited to: Presentations, Student Guides, Instructor Guides, Job Aids, Training Aids (Visual aids, job sheets, homework), Student Knowledge and Skill Evaluation.

* Shall have experience using computer based training aids, including those for simulators and cockpit procedures trainers, and providing instructor led training using those systems, as well as complete post course critique assessment for course improvements.

Pilot HC-27J Sim Instructor

* Military aircraft standardization Instructor Pilot or military Flight Examiner designation obtained within the past ten (10) years

* Three (3) years experience as a U.S. Coast Guard (or U.S. Navy, U.S. Marine Corps, U.S. Army, U.S. Air Force, or other government equivalent) HC-27J or equivalent C-27 Instructor Pilot.

* Two (2) years experience providing formal classroom instruction in concepts, principals, and methods relating to flight

* Two (2) years experience providing instruction, demonstration, and evaluation of pilot performance in a military aircraft environment, including radio communication procedures, VFR/IFR flight techniques, Air Traffic Control operations, FAA military rules and regulations, emergency procedures, night vision goggle flight procedures, Coast Guard

* Two (2) years experience providing formal classroom instruction in concepts, principals, and methods relating to flight

* Two (2) years experience providing instruction, demonstration, and evaluation of pilot performance in a military aircraft environment, including radio communication procedures, VFR/IFR flight techniques, Air Traffic Control operations, FAA military rules and regulations, emergency procedures, night vision goggle flight procedures, Coast Guard

Pre-Deployment Training (PDT) Instructor

* Must have all of the following experience:

- (2) Years of tactical operations or tactical training experience in military, civilian police / swat or USCG training command (SMTC, MLEA, TACLET or equivalent)

- (2) Years of experience as firearms or law enforcement instructor/trainer for Coast Guard, DOD or civilian police force

* Within 90 days of hire, PDT Instructors must:

- Meet and maintain weapons certification requirements for the M4, M870, M2HB and current USCG PDW (personal defense weapon), and specified courses of fire.

- Meet and maintain Tactical Combat Casualty Control: All Combatants (TCCC-AC) qualification

- Complete assigned course Core Unique Instructor Training requirement (includes successfully explaining and delivering all assigned course lessons of instruction).

- Must successfully complete TRASYS Instructor PQS, and successfully pass periodic evaluations to meet TRACEN established currency requirements.

- Must meet Lautenberg Amendment criteria to carry firearms.

Program Manager

Program Manager is designated as Key Personnel by the Government.

* Must possess a master's degree in an Education, Business, Administration, or Management related fields.

* Must possess a minimum of 4 years of management experience including supervising supervisors.

* Must possess a minimum of 10 years of program management experience.

* Must be proficient in using the following software applications: Microsoft Word, Outlook, Excel, & PowerPoint.

* The government desires but does not require the Program manager to have a Project Management Professional (PMP), or a Six Sigma Green Belt Certification.

Range Safety Officer

* Must be currently, or previously certified as a Range Officer in Charge or Range Safety Officer DOD facility.

* Five (5) years of DOD firing range facilitation experience, including flat ranges, shoot houses, water training tanks, fast rope/ rappel tower, and small arms weapons systems including rifle, shotgun and pistol.

* Specific experience with the MK18, M870 SIG P229, Glock 9MM, M2HB, M240 and MK19 are preferred.

* Must be able to lift and carry 50lbs, work in extreme weather elements, and wear full protective gear weighing up to 40lbs for full workdays.

* Upon hire, will be required to become familiar with all Marine Corps and Coast Guard range safety regulations/policies to include successfully obtaining Range Safety Officer certification.

* Must possess/maintain a valid state driver license and company insurance, with no negative impacts that would prevent them from driving a government vehicle.

* Within three months must certify to drive government vehicle and trailer PQS.

* Within six months must successfully complete the SMTC Range and Weapon Simulator PQS and certifications.

- Must meet Lautenberg Amendment criteria to carry firearms
