Key technical specifications include: epoxy flooring system with minimum 3/16-inch thickness featuring 100% solids epoxy mortar with pigmented quartz and 12% recycled glass aggregates, topped with water-based aliphatic polyurethane sealer; and prefabricated protective padding panels (1-inch nominal thickness) with Class A fire rating. Contractor must maintain VA security protocols, obtain all required submittals including shop drawings and samples prior to work commencement, comply with rigorous safety requirements including Activity Hazard Analyses and appointment of a Site Safety and Health Officer, manage construction waste with minimum 50% diversion from landfills, and provide three-year manufacturer warranties. Environmental controls mandate maintaining 65-85°F temperatures during installation, relative humidity below 75%, and compliance with ASTM standards for moisture testing (maximum 5 pounds MVER per 1,000 square feet in 24 hours). The contractor must have minimum five years' experience with similar flooring systems and provide certified installer qualification documentation.
