The contractor must deliver a secure, scalable, and compliant solution that integrates with external systems such as Electronic Health Records (EHRs), Health Information Exchanges (HIEs), PMP InterConnect, and RxCheck. The solution must support real-time or near real-time collection, validation, and secure storage of controlled substance prescription data from dispensers and pharmacies, along with provider and dispenser user portals, administrative and reporting dashboards, and peer comparison reports.
The contractor must maintain compliance with all applicable federal and state laws and regulations, including HIPAA, 42 CFR Part 2, Oregon Revised Statutes, and Oregon Administrative Rules, while providing 24/7 system availability with a target uptime of 99.9%. Key personnel requirements include a Project Manager, Technical Lead, Implementation Manager, Security & Compliance Officer, Data Integration Lead, Operations Manager, and Training & Outreach Coordinator. The contractor is responsible for system administration, change and release management, configuration management, disaster recovery support, security management, enhancement services, and monthly reporting on services performed. Deliverables include a Maintenance & Operations (M&O) Plan, Requirements and Solution Design documentation, and monthly PDMP Services Reports. Service level agreements specify incident response times based on severity levels (Level 1 through Level 4) and defect resolution timelines, with liquidated damages to be negotiated during contract negotiations. The system may be hosted in the Agency's Microsoft Azure tenancy or in a FedRAMP-authorized cloud environment approved by the Agency.
