Statement of Work
Design/Build Project to Repair Existing Irrigation System
Southeastern Fruit and Tree Nut Research Laboratory 21 Dunbar Rd., Byron, GA 31008

Background:
The purpose of this project is to repair by complete replacement of the existing irrigation system and associated electrical system including the drilling of a third water well in a location specified by the Lab. This is a design/build project. All pecan and peach orchards will be connected by a new 2” manifold system installed at the side of the orchard and connected into the new 3” water main system. A new and upgraded electrical system shall be run to each manifold to power the timer system that is part of the manifold.
Statement of Work:
Contractor shall furnish all labor, materials, and supplies to perform the following work for USDA, ARS, SEFTNRL, 21 Dunbar Road, Byron, Georgia 31008.
To ensure limited interruption of lab research, the design and installation of the new system will be done in such a way as to minimize interruption of irrigation in the orchards and therefor will be coordinated with the Lab and a detailed schedule for implementation of the project will be developed and approved prior to start of construction. The completion of the project will include, but is not limited to, the following details as well as final submittal of accurate drawings of the new system showing all routes, valves, switches, manifold layout, and other details such as state permits, well construction diagram and parts list, as well as the topographic site survey conducted by the registered survey engineer and any operating manuals for the electrical equipment installation.
A comprehensive site topographic survey shall be performed by a registered survey engineer and the new system will be designed and approved by the Lab and EPM prior to acceptance for construction. The existing water piping shall be abandoned in place as it’s composed of Transite pipe, and the existing electrical system shall be demolished and disposed of whenever encountered. New trenching is required for the new water/electrical system in all instances whether 3” line, 2” line or electrical line. The new electrical system can be installed in the trench for the water lines if electrical code allows. The existing two wells and water tower are in good shape and will not require any attention in this project other than tying the two existing wells and the water tower into the newly laid 3” irrigation system. The contractor shall obtain all relevant permits for the drilling of the new third well up to a depth expected not to exceed 700 feet. The well will be constructed according to established standards with 12” casing, a 150 HP motor powering the pump to provide a minimum of 1000 gpm into the existing system through the construction of a third irrigation loop. There shall be designed and installed manifolds on the primary 3” PVC irrigation system that will enable any one well to provide irrigation water to the entire orchard complex should one or two of the existing well be out of order. The newly installed system will include an estimated 36000 feet of 3” irrigation PVC pipe and valves for the main feeder line. Each orchard shall have a 2” feeder line off the 3” main line into the orchards and the manifolds for each orchard shall be built using 2” irrigation grade PVC pipe, 2 isolation valves, one sand filter, irrigation timer system (one 24 hour timer and one 14 day timer in series), comprised within an estimated total length of 4000 feet for the orchard feeds. There shall be installed a manifold system by the farm buildings that will allow for the isolation of the pesticide building and the requirements/location of this manifold system will be detailed by the Lab during the site visit. Specifications for the type of sand filter required at each 2” manifold location will be detailed by site personnel during the site visit.
All measurements as to lengths of lines, equipment, etc. are estimations only and are not to be considered the absolute amount of required to successfully complete the project.
All work shall be completed in accordance with all local, state, and federal codes and regulations. All work shall also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1). The P&P 242.1 document can be found at: http://www.afm.ars.usda.gov/ppweb/PDF/242‐01M.pdf.
All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.
Contractor is responsible for inspecting the site and for determining the exact requirements of the project.
Contractor’s working hours shall be scheduled to coincide with the normal working hours (7am‐4pm) at the site. Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the Contracting Officer’s Representative (COR) at the site at least three days prior to the need.
Site Visit:
Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

Safety: The contractor is responsible for complying with all local, state and federal safety codes and laws.
Detailed Bid:
This is a design build project. The proposal will have the cost for all aspects of this project broken down in detail with a cost provided for each item. One‐line bids or bids without complete detail of all associated project requirements are not acceptable for consideration. Provide all materials, labor, and equipment to fully and successfully complete the Statement of Work described in this document. The detailed bid shall be presented in a MS Excel spreadsheet that is fully functional with formulas intact for ARS analysis of the bid. The proposal shall be submitted in MS Word. Neither type of documents will be password projected. Contractor has option of additionally submitting their proposal in .pdf format for fidelity purposes should they desire to do so but any Bid Proposal will not be accepted for review until it’s presented in MS Excel and MS Word format.

Contractor Responsibility:
The project has a base bid to be performed per the following specifications:
1. Contractor will verify all equipment, dimensions and existing site conditions covered in their report.
2. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.
3. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.
Material / Submittals:
The Contractor shall submit a draft of their design for review and comment to the Lab personnel, the EPM and the Contracting officer for a period of 10 business days. Upon review, incorporation of ARS comments, and approval by ARS personnel, the final version of the design shall be used for construction purposes.
Drawings shall include data and details for construction of the irrigation system as well as information regarding the name, quantity, type, and construction of materials (such as hardware, valves, sand traps/filters, gauges, etc.), that will be used to complete the project.
Installation Procedure:
Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work between working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall be responsible for protecting his work at all times and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.
Project Schedule:
The completion of this project shall not exceed 365 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
Work Hours:
Contractor work hours shall be Monday through Friday, seven (7) A.M. to four (4) P.M. except for Government holidays or as otherwise arranged with the site personnel in advance.
