About this file

Attachment H is a Service Level Agreement (SLA) Examples document for a Colorado State broadband telecommunications contract opportunity. The document provides detailed examples of four key Service Level Agreements (SLAs) that potential vendors are expected to include in their proposals: Network Availability, Latency, Packet Loss, and Help Desk Response Time. These SLA examples are designed to guide vendors in developing comprehensive performance metrics for network services, with each example outlining specific targets, measurement methodologies, reporting requirements, and potential remedies for failing to meet established performance standards.

The document emphasizes that these SLA examples are not exhaustive but serve as a guide for the types of metrics expected in vendor proposals. The specific SLAs and targets will be negotiated and finalized during contract negotiations, with vendors required to demonstrate their ability to measure, report on, and meet agreed-upon service levels. The SLAs cover critical aspects of network performance, including network uptime (99.99% target), data transmission latency, packet loss percentages, and help desk response times, reflecting the state's focus on ensuring high-quality, reliable broadband telecommunications services across various locations, including remote state offices.

Attachment H: SLA Examples

This appendix provides examples of Service Level Agreements (SLAs) to illustrate the level of detail and types of metrics expected in the vendor's proposals and subsequent service delivery.

Example 1: Network Availability SLA

● Metric: Network Availability

● Target: 99.99% uptime per month

● Measurement: Measured as the percentage of time the network is available to end-users, excluding scheduled maintenance windows.

● Reporting: Monthly reports will be provided detailing network availability, including any downtime incidents and their duration.

● Remedies:

○ For every 0.1% of downtime below the target, the vendor will credit the

State [amount or percentage] of the monthly recurring charges.

○ In case of major outages exceeding [defined threshold], the vendor will provide [specific actions, e.g., root cause analysis, expedited recovery efforts].

Example 2: Latency SLA

● Metric: Network Latency

● Target: Average round-trip latency of less than [specific value] milliseconds

● Measurement: Measured as the average round-trip time for data packets to travel between the end-user location and a designated test server.

● Reporting: Monthly reports will include average latency figures and any instances exceeding the target.

● Remedies:

○ If average latency consistently exceeds the target, the vendor will [specific actions, e.g., investigate and optimize network performance, offer alternative solutions].

Example 3: Packet Loss SLA

● Metric: Packet Loss

● Target: Less than [specific percentage] packet loss

● Measurement: Calculated as the percentage of data packets lost in transmission between the end-user location and a designated test server.

● Reporting: Monthly reports will include packet loss figures and any instances exceeding the target.

● Remedies:

○ If packet loss consistently exceeds the target, the vendor will [specific actions, e.g., troubleshoot network connectivity, implement mitigation measures].

Example 4: Help Desk Response Time SLA

● Metric: Help Desk Response Time

● Target: [Specific timeframe, e.g., 15 minutes] for initial response to help desk tickets

● Measurement: Measured as the time elapsed between ticket submission and the initial response from the vendor's help desk.

● Reporting: Monthly reports will include average help desk response times and the percentage of tickets meeting the target.

● Remedies:

○ If the target response time is consistently not met, the vendor will [specific actions, e.g., increase help desk staffing, improve response procedures].

Note: These examples are not exhaustive and serve as a guide for the types of SLAs and metrics expected in the vendor's proposals. The specific SLAs and targets will be negotiated and finalized during contract negotiations. The vendor should demonstrate the ability to measure, report on, and meet the agreed-upon SLAs.
