About this file

This document is an Annual Asbestos Surveillance Report for the Eau Claire Federal Courthouse located at 500 S. Barstow St. in Eau Claire, Wisconsin, conducted on September 27th, 2024. The report identifies asbestos presence in interstitial spaces between the basement and first floor, remnant asbestos in roofing materials, and piping insulation. The comprehensive inspection, performed by Jonathan Nissen (a licensed asbestos inspector), found no significant damage or degradation to asbestos-containing materials (ACM).

The report includes detailed photographic documentation of multiple locations, including upper, lower, and loading dock roofs, as well as basement areas (Rooms 2A, B4, and B9). Key observations indicate that roofing materials were recently replaced, with documentation pending to confirm asbestos absence. Aircell Thermal System Insulation (TSI) was found to be fully encapsulated and structurally intact. The report also includes Nissen's asbestos inspector certification from Lake States Environmental, Ltd., valid through June 12, 2025, and a refresher training certificate dated July 31, 2024.
