About this file

The document is a Commercially Useful Function (CUF) Compliance Form required under Military and Veterans Code 999.5 and Government Code 14837.4, applicable to state contract opportunities involving small businesses, micro businesses, and disabled veteran business enterprises (DVBE). The form is designed to ensure that certified businesses perform a meaningful role in state contracts by requiring bidders to provide a detailed, signed statement explaining how they will meet the Commercially Useful Function requirements.

The compliance form outlines five key criteria for demonstrating a commercially useful function, including being responsible for executing a distinct work element, actually performing or managing the work, performing work typical to their business function, managing product and supply logistics, and avoiding excessive subcontracting beyond normal industry practices. Bidders must complete a separate form for each small business, micro business, or DVBE involved in the contract, with space provided to describe their specific role, services, and goods to be provided as part of the project.
