About this file

This attachment to RFP 758 2700000097 outlines the Contact Center as a Service (CCaaS) deliverables for the Commonwealth of Kentucky's Cabinet for Health and Family Services (CHFS). The document specifies minimum contract requirements across two primary phases: Design, Development, and Implementation (DDI) and Maintenance and Operations (M&O). The DDI phase encompasses nine sequential milestones—Planning, Requirements and Design, Build/Configuration, Testing, Data Conversion, User Acceptance Testing, Training, Implementation, and Operations and Warranty—each with defined deliverables, timelines, and cost allocations ranging from 5 percent to 20 percent of total DDI costs. Milestone deliverables include project assessments, management plans (communications, risk, change, and release management), requirements analysis, design documentation, system testing results, data migration validation, training materials, implementation and turnover plans, and operational readiness reports. Final deliverables may be refined by mutual agreement no later than two business days following the project kickoff meeting, with each DDI milestone established as an individual contract line item for payment upon agency acceptance.

The M&O phase deliverables are inclusive of the monthly M&O rate and encompass system support and maintenance (software maintenance logs, patch schedules, backup and recovery documentation, and monthly system health reports), operational support (help desk procedures, incident and problem management logs, annual disaster recovery testing, and escalation procedures), program management (updated project work plans and change control logs), ongoing training (annual training plans and reports), reporting requirements aligned with approved communications management plans, monthly invoicing, and contact center operations support including staffing reports, quality assurance logs, agent performance metrics, and call monitoring evaluations. The vendor must develop comprehensive business continuity and disaster recovery plans meeting 60-minute recovery time objectives and 20-minute recovery point objectives, with geographically redundant infrastructure and real-time data replication. All data must remain within the continental United States, and the vendor is responsible for knowledge transfer, transition planning beginning nine months prior to contract end, and ensuring seamless handoff to CHFS or a successor entity without service interruption or additional costs to the agency.
