About this file
This document is Attachment G - Instructions for Cost Reply Price Workbook for the MyFloridaNet-3 (MFN-3) procurement by the Florida Department of Management Services (DMS), Invitation to Negotiate (ITN) No. DMS-24/25-260. The document provides detailed instructions for vendors to complete the cost reply price workbook for a statewide telecommunications network infrastructure contract. The workbook contains 11 tabs covering various service categories including Customer Premises Equipment (CPE) for routers, firewalls, SD-WAN appliances, WAN services, centralized VPN services, ancillary network services, cloud transport, and a site inventory. Vendors must provide monthly recurring charges (MRC), non-recurring charges (NRC), and E-rate eligible pricing across multiple service types and bandwidth speeds.
The pricing instructions specify that rates cannot be increased but may be reduced during Best and Final Offer (BAFO) pricing, and all rates must be in US dollars. The workbook includes complex pricing calculations for equipment rental rates, with specific requirements for hardware/software discounts, maintenance discounts, and installation charges. Vendors must propose configurations without end-of-sale equipment and provide manufacturer's suggested retail prices (MSRP) for hardware, software, and maintenance. The document emphasizes that there are no quantity commitments, no termination liability charges, and that pricing will apply to both new installations and services migrated from the existing MyFloridaNet-2 contract. The pricing structure supports statewide service availability and includes provisions for E-rate eligible charges across different service categories.
