About this file

This document is an Attachment L - Evaluator Instructions for the MyFloridaNet-3 Invitation to Negotiation (ITN) No. DMS-24/25-260, issued by the Florida Department of Management Services (DMS). The instructions are specifically for evaluators reviewing technical replies for the MyFloridaNet-3 Core Services procurement. Evaluators are required to independently and objectively review and score technical responses across three key tabs: Qualifications & Experience, Staffing Plan & Key Personnel Job Descriptions, and Technical Reply documents. The evaluation must be completed by 3:00 PM ET on October 20, 2025, with strict guidelines prohibiting discussions about reviews, avoiding conflicts of interest, and maintaining confidentiality.

The evaluation process involves scoring each item on a 0-4 scale using an Excel scoresheet provided by the DMS Procurement Officer. Evaluators are instructed to assess the responses from an enterprise-wide state perspective, without conducting independent research or seeking external opinions. They are explicitly told not to consider financial impact language in their technical review and must save all evaluation-related documents as they may be subject to public records requests. The instructions emphasize a fair and transparent evaluation process, with explicit protocols for reporting any attempts to influence scoring and maintaining the integrity of the competitive procurement.
