2.1 Research Mission and Site Location
The site in scope is located near Temple, TX. The areas of scope are the surrounding fields North and South of the main sight that belong to the ARS site. The facility provides a space for research over farmland products and techniques.
3.0 SCOPE OF SERVICES:
The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.
1. The Contractor shall provide services for the following tasks marked by an “X”:
[X] Provide a technical design and cost proposal to complete the project as per project requirements.
[X] Complete the project as per project requirements.
4.0 PROJECT REQUIREMENTS:
The Contractor shall furnish a technical and cost proposal to provide services to restore and reinstall waterways in Temple, Texas 76502.
1. The Contractor will work with Laboratory personnel to ensure project is accomplished in a timely manner.
1. The Contractor’s work shall adhere to the criteria stated within these project requirements and specifications.
1. Davis Bacon Wage Rates apply to all construction contracts in excess of $2,000. Employee payroll logs for the project will be required to verify wage rates are being adhered to.
1. Materials and Installation shall meet the applicable sections of the Uniform Federal Guide Specifications (UFGS).
1. The UFGS specifications can be found on the listed on the Whole Building Design Guide Construction Criteria Base UFGS page at : https://www.wbdg.org/ccb/browse_cat.php?c=3.
1. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal and local code requirements as well as current industry standards, (ie: UBC, IBC, ASTM, etc.) and health and safety codes, in effect at the time of contract award.
1. Davis Bacon Wage Rates apply to all construction contracts in excess of $2,000. Employee payroll logs for the project will be required to verify wage rates are being adhered to.
1. Payment, bid or other bonds may be required per the Contracting Officer’s bid package. Obtaining and the cost of these bonds is the responsibility of the Contractor. Proof of Insurance is also required.
1. Shutoff of utilities, if required, shall be scheduled no less than ten working days in advance.
1. The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.
1. Clean up all debris from construction site once job is completed.
1. Buildings will be occupied while construction is ongoing. Contractor will schedule work with location in order to allow location to meet current research needs.
4.1 Bid Schedule:
1. The Base Bid shall include all work described in 4.2 Description of Work.
4.2 Description of Work:
a. The work will consist of constructing of waterways and establish grass sod to stabilize the fresh channels prior to terrace construction in the 2 proposed fields on ARS-owned land. Work to be per the drawings and specifications (see attachments) that show excavations up to 600 feet in length, up to 35 feet wide, and to a varied depth of up to 1.5 feet at the center of the waterway. Excavated soil will be placed on the low side of the channels.
4.2.1 Pre-Construction Services
1. Pre-Construction Submittals
Prior to Construction Notice To Proceed (NTP) the following submittals must be submitted to the Contracting Officer (CO) for approval, unless otherwise determined by CO that submittals may be provided after NTP:
1. Submittals for all Material used on the project.
1. Work Hours, per Section H.30 entitled, MAXIMUM WORKWEEK – CONSTRUCTION SCHEDULE. The work hours will include the daily starting and stopping time, and days of the week the Contractor proposes to carry out the work.
1. CPM Scheduling is NOT required on this project.
1. Construction Cost Proposal presented in a cost break-out format resembling a Schedule of Values, if contractor intends to request partial payments.
| 4. | Quality Control Plan is NOT required on this project. |
| 5. | Environmental Protection Plan is NOT required on this project. However, Contractor is to follow ARS Standard Operating Procedures (SOP), dated October 16, 2018, for Cleaning and Disinfestation (C&D) of equipment and material before leaving the CFTRL site. Copy of the C&D SOP can be provided on request, dated October 16, 2018. |
| 6. | Accident Prevention Plan/Site Specific Safety Plan. |
| 7. | The construction contractor (CC) shall provide to the CO a list of contract personnel of the general and subcontractors, who will be emergency contacts, including address, and telephone numbers for use in an emergency. As changes occur and additional information becomes available, the CC shall update the list. |
1. Pre-Construction Survey
1. Contractor to survey the land and mark-up any existing utilities to prevent damage during construction.
2. Contractor to coordinate with the site and surrounding jurisdictions to ensure all site land management and safety requirements are met prior to construction.
4.2.2 Construction Services
The Scope of this project includes the following items (below in a. “Requirements”).
a. Requirements:
The Scope of Work includes:
0. Installation of ~6.3 acres of new waterways in locations as specified by requirements in drawing in Attachment A & B (“Temple North Field Drawing” & “Temple South Field Drawing”). Rework or removal of existing waterways may be needed prior to beginning of new work. New Waterways to align with USDA standards and specifications for Waterways as required in Attachments C & D (“Grassed Waterway Standard” & “Grassed Waterway Specifications”).
b. Work is to be done all at one time and not phased out.
1. Contractor is responsible for any damage to adjacent items or property that may become damaged during demolition. The Contractor is responsible for making repairs to meet or exceed conditions prior to damage.
1. The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work.
1. Contractor to coordinate work around any underground ground or above head existing utilities. Contractor to coordinate work around utilities and is responsible for the repair all damage to the utilities. Contractor to make repairs to meet or exceed conditions prior to damage.
1. Contractor to not impede any city or site roadways, ADA pathways, fire-lanes, or other points of egress on the site.
4.3 Government Furnished Equipment\Services
1. The Government will furnish a reasonable amount of electricity and water.
5.0 GENERAL REQUIREMENTS:
5.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.
5.2 Existing Installations:
Contractor shall coordinate installation of new waterways and removal of existing waterways (if and as needed) as required by drawing Attachment A & B (“Temple North Field Drawing” & “Temple South Field Drawing”) as well as USDA standards specifications to ensure construction and research integrity as directed by the location COR. Contractor shall protect existing installations and restore any damage at Contractor’s expense.
Proposed waterway construction locations will be marked by flags place by NRCS personnel from the Bell County field office. A pre-construction meeting will be scheduled/coordinated with the Bell County NRCS Engineering Technician, Temple ARS personnel/contact for this project construction, and the contractor awarded this project.
Contractor awarded contract must contact the TX811 Portal by calling 811 with construct site location information. Texas Law requires at least 2 working days’ notice before beginning excavation. That is exactly 48 hours from the time you placed your request with the Texas 811 Call Center. If necessary, the utilities or their agents will mark the appropriate location of buried facilities, using paint, flags, stakes or a combination.
There may be some existing utilities buried underground on site. Prior to the pre-construction meeting and any earth moving, contractor to coordinate if any underground utilities are on site. Utilities must be clearly marked to avoid damage. Any damage done to the underground utilities shall be repaired or replaced by contractor at no cost to site owner.
5.3 Quality Control: The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.
5.4 Protection of Work and Property/Safety Requirements:
1. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.
1. Contractor shall coordinate work around existing utilities in the area. Contractor to coordinate and mark location of underground utilities and prevent damage to the existing infrastructure. Any damage done to utilities shall be repaired or replaced and costs covered by the contractor alone.
1. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.
1. It is recommended that the Contractor shall provide full time Superintendent on the jobsite that is OSHA trained and certified per Contractors APP/SSSP. It is acceptable to utilize any Subcontractors Superintendent if person is certified and included in APP/SSSP and approved by CO.
5.5 Temporary Facilities:
1. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during construction and shall repair or replace any items damaged through its own negligence.
1. Should the Contractor require any power or utility shutdowns during demolition, the Contractor shall obtain approval for such shutdown from the COR ten working days prior to the need.
1. Contractor shall supply temporary toilet facilities.
5.6 Cleanup: The construction site shall be always kept clean and free of debris. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.
5.7 Final Payment/Contract Closeout: The following documents are REQUIRED PRIOR TO FINAL PAYMENT (other documents may also be required):
1. Release of liens.
1. Employee payroll\time sheets
1. Invoice
6.0 PROJECT SCHEDULE: Construction start time will begin approximately August 15th. Contractor to coordinate start time of construction with the Location COR. The Contract completion time for this project is 90 calendar days from agreed upon beginning of construction date.
