About this file

This file is a risk management template and instructional attachment for the DARPA HUBBLE (High-throughput Unmasking of Biological Interactomes with Binding Landscape Emulators) solicitation (DARPA-PA-27-01). The template provides detailed guidance for proposers to develop a risk identification and mitigation section spanning approximately 2-3 pages within their proposals.

The template requires proposers to identify and assess the top five technical risks associated with their proposed research using a structured approach. For each risk, proposers must quantify potential impacts on program success, including schedule delays, cost overruns, performance degradation, and failure to achieve key milestones. The template mandates that proposers develop detailed, realistic, and cost-effective mitigation strategies for each identified risk, justify the payoff associated with successfully overcoming each risk, and outline contingency plans for instances where mitigation strategies prove unsuccessful. Additionally, proposers must describe their adaptive management approach, including methods for monitoring risks, tracking progress, and adjusting plans as needed. The file includes a 5x5 risk matrix tool for categorizing risks by likelihood (ranging from 1-20% to 80-90% probability) and consequence/impact (from Minimal to Critical), along with an example risk assessment demonstrating how risk scores can be reduced through mitigation efforts. The example provided illustrates a training set risk with an initial risk score of 20 that was reduced to 9 after mitigation implementation.

Risk Template Instructions Risk Identification and Mitigation: Detailed Instructions Proposals must include a section (approximately [2-3 pages, adjust based on your needs]) dedicated to risk identification and mitigation. This section should:

Identify Top 5 Technical Risks: Clearly describe the top five technical risks associated with the proposed research. These risks should be specific, measurable, achievable, relevant, and time-bound (SMART).

Assess Potential Impact: For each risk, quantify the potential impact on program success. Consider factors such as:

Schedule delays Cost overruns Performance degradation Inability to achieve key milestones Develop Mitigation Strategies: For each risk, describe a detailed mitigation plan that includes specific actions to be taken to reduce the likelihood and/or impact of the risk. Mitigation plans should be realistic, feasible, and cost-effective.

Justify Payoff: For each risk, clearly articulate the potential payoff associated with successfully overcoming the risk. Explain how overcoming the risk will contribute to the overall goals of the program and provide a significant advancement in the field. Highlight the potential benefits to DARPA and the broader community.

Contingency Planning: Describe any contingency plans that will be implemented if mitigation strategies are not successful.

Adaptive Management: Outline your approach to adaptive management, including how you will monitor risks, track progress, and adjust your plans as needed.
