About this file
This is an abstract template and submission instructions document for DARPA Program Solicitation DARPA-PA-27-01, High-throughput Unmasking of Biological Interactomes with Binding Landscape Emulators (HUBBLE). The template is mandatory for all abstract submissions and establishes specific formatting and content requirements for proposers seeking to present at oral sessions. Abstracts must be submitted in PDF or Microsoft Word format at the UNCLASSIFIED level, formatted on 8.5" x 11" paper with 1-inch margins and 12-point font. Proposers must clearly mark proprietary information on the cover page and each affected page. Phase I abstracts are limited to a maximum of five pages of text, figures, and tables covering Proposed Approach, Technical Challenges, Technical Ability, and Estimated Cost, with an additional one-page limit for Phase II content addressing Proposed Approach and Future Applications, plus a title page and references section that fall outside the page limits.
Proposers must provide complete cover sheet information including the prime organization, abstract title, submission date, technical and administrative points of contact, estimated total Phase I cost (not to exceed $2.0 million for 12 months), period of performance (12 months), and identification of any intent to use Government-furnished supercomputer GPUs. The abstract must address the program's goal of developing an in-silico capability for mapping all protein-protein interactions with applications to identifying diagnostic and therapeutic targets for traumatic brain injury. Phase I cost estimates should include total labor costs, materials, and other direct costs (ODCs), which may be presented as a brief narrative or table. Abstracts must be submitted through DARPA's Broad Agency Announcement Tool (BAAT), not through Grants.gov, and proposers must affirm that neither they nor their subcontractors currently provide SETA, A&AS, or similar support services to any DARPA office through active contracts or subcontracts.
