About this file

This is a Bid Sheet (Attachment F) for the Commonwealth of Virginia's Non-Professional Construction Related Services statewide contract, which establishes pricing requirements for suppliers providing services on an as-needed basis to all Virginia agencies, institutions of higher education, and other public bodies. The contract encompasses 17 service categories across five geographic regions: Central Region (CR), Northern Region (NR), Southwestern Region (SR), Tidewater Region (TR), and Western Region (WR). Service categories include roof consultation/inspection, asbestos and lead inspection, testing and balancing, move management, scheduling, cost estimation, project management (Class I and II), project inspection/clerk of works (Class I and II), special inspection and testing, building maintenance and repair, facility support and miscellaneous services, certified value specialist services, landscape design, and commissioning services. Bidders may submit bids for one region, multiple regions, or all five regions where they can provide services and must complete the bid sheet for evaluation purposes.

Bidders must enter low and high hourly pay rates and a regular markup percentage rate (in designated purple cells) for each service category and region where they can provide services. The markup percentage must be inclusive of all costs necessary to provide services, including overhead, profit, taxes, employee compensation, training, insurance, workers' compensation, federal and state requirements, eVA fees, surcharge adjustments, background checks, and report preparation. Travel reimbursement is available for workers authorized by the contract user to work beyond 25 miles from their designated base point, at rates determined by the contract user up to amounts specified in the current Commonwealth Accounting Policies and Procedures Manual, with no markup allowed on actual reimbursement expenses and no payment for travel time. The contractor must conduct criminal history background checks on all potential workers at its own expense; the contract user may require additional screening such as fingerprint screening, credit investigation, drug testing, or security clearance, with costs for additional screening paid by the contract user. Testing rates are treated as allowable pass-through charges at actual cost with no markup permitted. Awards will be made to the lowest responsive and responsible bidder based on regular markup rates by region and per lot.
