About this file

This Addendum No. 1 document is issued by the Commonwealth of Virginia Department of General Services, Division of Purchases and Supply, to provide answers to questions received during the Q&A period for a Two-Step Invitation for Bid (IFB #128939) for Non-Professional Construction Related Services. The IFB was originally dated September 24, 2026, with bids due November 2, 2026, at 2:00 P.M. (ET). Services requested include laboratory testing, special inspection, commissioning services, and construction-related support services across multiple commodities. The contract will have an initial term of two years (estimated January 1, 2027, through December 31, 2028), with three optional one-year renewal periods. Awards will be made on a lowest responsive and responsible bidder basis per lot and per region, with the Commonwealth anticipating awards to multiple vendors for each service category. An updated Attachment F Bid Sheet, revised to include a Testing Rate sheet for additional testing services, must be submitted electronically through eVA by the November 2, 2026 deadline along with the unpriced technical proposal.

Pricing shall be submitted using Attachment F and must include all-inclusive hourly rates that account for fully burdened costs, markups covering all administrative needs, and premium rates for overtime, weekends, and night work. Bidders should provide rates for services they can offer, including any specialized testing services such as concrete cylinders and grout prisms, with one rate to apply across the initial two-year contract term. All bidders are required to submit a Small Business Subcontracting Plan, though no set-aside percentage goal exists for this solicitation; however, the Commonwealth maintains a statewide goal of 42 percent of purchases from small businesses certified by DSBSD across prime and subcontracts. The solicitation is limited to non-professional construction-related services only, and commissioning services are restricted to new construction and major renovations. Current contract rates from the predecessor contract are publicly available on eVA, and a public bid opening will be held as detailed in Attachment A of the solicitation.

Questions & Answers:

Section 1. Bid Sheet (Attachment F), Pricing, Rates, and Services

1. Looking at the bid form (Attachment F), I see it has all of the primary rates by region in the pay-rate low and pay-rate high format, but it doesn’t have all the additional tabs we’ve seen in past iterations for secondary charges such as lab tests, specific inspector types, etc. Will the bid form be updated to include those, or do you anticipate an open format where we list all rates of services, we can offer?

ANSWER: Yes, an updated Attachment F will be included with the addendum.

2. Could you please clarify if attachment F also must be submitted by November 2nd at

2pm through eVa, or if there will be a separate submission date for attachment F once proposals have been deemed acceptable.

ANSWER: Yes, Attachment F needs to be submitted by the close due date.

3. If we are required to fill out Attachment F, should we add rows for laboratory testing services such as concrete cylinders, grout prisms, etc?

ANSWER: See Section 1. question No. 1.

4. Please confirm that the unpriced technical proposal and the separate Attachment F Bid

Sheet must both be submitted through eVA at the same time by the bid deadline.

ANSWER: Yes, correct.

ANSWER: Yes, correct.

6. I understand we shall submit our proposal or unpriced proposal but also include the bid sheet as well.

ANSWER: Include your technical proposal and the bid sheet with pricing for the services you can provide.

7. Special inspection standpoint. There are laboratory testing and services that we will provide for concrete cylinders etcetera. Should we add line items to the bid sheet, or will that be negotiated later?

ANSWER: Attachment F, Bid Sheet has been revised to include testing services. Bidder is to provide any testing services you can offer and a rate. The rate needs to be all inclusive.

14. Are we to provide blended rates to include escalation from Year 1 (January 1, 2027 -

December 31, 2027) to Year 2 (January 1, 2028 - December 31, 2028), or will the Bid

Sheet be revised to require separate rates for Year 1 and Year 2 to account for this escalation?
