About this file

This is a Preliminary Hazardous Materials Survey Report prepared by Atlas Technical Consultants LLC for the Detroit Public Schools Community District regarding the planned demolition of Murphy Elementary/Middle School located at 23901 Fenkell Street, Detroit, Michigan 48223. The survey was conducted from July 15 through July 23, 2026, by State of Michigan licensed asbestos inspectors and identifies asbestos-containing materials (ACM) and universal waste requiring abatement prior to demolition activities. The report documents 186 sampled locations throughout the building, with laboratory analysis performed by Environmental Testing Laboratories, Inc. using polarized-light microscopy in accordance with OSHA, EPA, and AHERA standards. Accessible areas of the structure were visually inspected to identify suspect friable and non-friable materials, with bulk samples collected and analyzed to determine asbestos content percentages and material classifications.

The survey results indicate that multiple building materials contain asbestos requiring removal prior to demolition, including plaster containing up to 5% Amosite, floor tiles and mastics containing up to 5.75% Chrysotile, pipe insulation containing up to 40% Chrysotile, duct insulation, tank insulation, fire doors, window glazing, caulking, and various other materials. Additionally, universal waste materials identified include 19 exit signs, approximately 400 fluorescent light bulbs, 728 fluorescent light fixtures, 18 smoke detectors, 26 thermostats, 15 fire extinguishers, 2 coolers with refrigerant, and an estimated 4-6 PCB transformers located in inaccessible flooded basement areas. The report notes that boiler room, basement, and tunnel areas were not accessible due to flooding at the time of survey, and contractors bidding on removal should not rely on exact quantities listed but conduct independent assessments. All identified ACM and regulated materials must be removed and disposed of in accordance with federal, state, and local requirements, with proper manifests and documentation provided to the owner.

Dear Mr. Conn:

Atlas is pleased to present this report detailing the findings of the preliminary hazardous materials survey performed at the above-referenced site in preparation for the planned demolition of the structure(s). The purpose of this sampling was to identify and collect samples of suspect asbestos containing building materials (ACBM’s) and conduct an inventory of universal waste and other regulated materials to develop a specification for the abatement and demolition activities.

The pre-demolition hazardous materials survey was conducted from July 15, 2026 through July 23rd, 2026. State of Michigan licensed asbestos inspectors Kari Lamprich (A60513) and Kenneth Borden (A65450) completed the survey of the subject property. The sampling was conducted in accordance with sampling criteria specified in the Occupational Safety and Health Administration’s (OSHA) Asbestos Construction Industry Standard (29 CFR 1926.1101), EPA Asbestos NESHAP (40 CFR Part 61, Subpart M), and the Asbestos Hazard and Emergency Response Act of 1987 (AHERA).If you have any questions, please call us at 248.669.5140.

1. INTRODUCTION

Atlas Technical Consultants LLC (Atlas) was retained by the Detroit Public Schools Community District (DPSCD) to provide industrial hygiene services with respect to the planned demolition at Murphy Elementary-Middle School (Subject Property) located at 23901 Fenkell, Detroit, Michigan 48223.

1.1 Purpose

The purpose of this project was to identify asbestos containing materials and universal waste/other regulated materials at the Subject Property that will require abatement prior to the planned demolition activities.

1.2 Pre-Demolition Asbestos Survey

The scope of the Pre-Demolition asbestos survey included the following:

• Review of existing asbestos reports for the building, if available;

• Review of demolition drawings, if available;

• Survey of the property building(s);

• Identification of accessible suspect asbestos-containing materials (ACMs); and

• Collection and analysis of bulk samples of suspect friable and non-friable materials.

All accessible areas of the building were visually inspected for the presence of building materials that are suspected to contain asbestos. Bulk samples of suspect ACMs were collected and placed into individual containers for transport to a National Voluntary Lab Accreditation Program (NVLAP)-accredited laboratory for analysis. Materials typically known as non-asbestos items (i.e.

fibrous glass, foam rubber, wood, etc.) were not sampled. The asbestos inspection consisted of the following three basic procedures:

• Conducting a visual inspection of the structures;

• Identifying homogeneous areas (HAs) of suspect surfacing, thermal system insulation, and/or miscellaneous materials; and

• Sampling accessible, friable and non-friable suspect materials.

A photolog of the Subject Property is included in Appendix A. A sample location map of the asbestos bulk samples collected is included in Appendix B. The asbestos laboratory analytical report is included in Appendix C.

1.3 Universal Waste and Other Regulated Materials

Atlas conducted a visual inspection of the building during the pre-demolition hazardous material assessment to identify the type, location and estimated quantity of regulated materials and universal wastes that may be generated during the demolition of the building. Removal and disposal of the materials identified below shall be in accordance with federal, state and local requirements as per the Resource Conservation and Recovery Act (RCRA). Contractors that remove the materials listed below should ensure that proper manifests, disposal and/or recovery is documented and provided to the Owner. Identified Regulated Materials and Universal Wastes are summarized in Table 2 below.

2. PRE-DEMOLITION ASBESTOS SURVEY

2.1 Homogeneous Areas

Prior to collecting any samples, homogenous areas (HAs) were identified. A homogeneous sampling area can be described as one or more areas of material that are similar in appearance and texture and that have the same apparent installation date, appearance, and function. The actual number of samples collected from each homogeneous sampling area may vary, based on the type of material and the professional opinion of the inspector.

2.2 Hazard Assessment Factors

From the list of suspect homogeneous areas, a physical assessment was performed for each material on the list. A physical assessment includes evaluating the condition, assessing the potential for disturbance, and determining the friability of each material. By definition, "friable" materials are those that can be crumbled or reduced to powder by hand pressure when dry. Each material identified was further classified into one of three categories: surfacing materials, thermal systems insulation (TSI) and miscellaneous materials. Each of the three categories have specific sampling requirements, outlined below.

Surfacing Materials: Refers to spray-applied or troweled surfaces such as plaster ceilings and walls, fireproofing, textured paints, textured plasters, and spray-applied acoustical surfaces.

Thermal System Insulation: Refers to insulation used to inhibit heat gain or loss on pipes, boilers, tanks, ducts, and various other building components.

Miscellaneous Materials: Refers to friable and non-friable products and materials that do not fit in any of the above two categories such as resilient floor coverings, baseboards, mastics, adhesives, roofing material, caulking, glazing, and siding. This category also contains wallboard and ceiling tile.

2.3 Laboratory Analytical Methodology

Bulk samples were analysed by Environmental Testing Laboratories, Inc. (ETL) in Romulus, Michigan using polarized-light microscopy (PLM) and dispersion staining (Method Reference: 40 CFR Part 763, Volume 47, No. 103, May 27, 1982 pg. 23376) EPA Method 600/R-93/116.

This laboratory participates in the NVLAP accreditation program (NVLAP #201028-0), a quality assurance program for PLM analysis, and is accredited by the National Institute of Standards and Technology (NIST) as well as accreditation requirements under 15 CFR Part 25.

A photolog of the subject property is included in Appendix A. A map of the asbestos bulk sample locations is included in Appendix B. A copy of the asbestos laboratory analytical report and corresponding chain-of-custody are included in Appendix C.

2.4 Sampling Results

A material that contains greater than one percent (>1%) of asbestos fibers as defined by the EPA and OSHA (29 CFR 1926.1101) as an asbestos-containing material (ACM) must be handled according to federal and state regulations. Friable materials reported to contain one percent or less of asbestos fibers are required to be considered as ACM by the EPA, unless the “Point Counting” method of analysis and quantification is used to denote the percentages. Although the EPA does not regulate materials that are reported to be 1% or less, OSHA still regulates work practices and worker exposures for materials disturbed containing trace levels of asbestos (OSHA Guidance Document, November 24, 2003, (Compliance Requirements for Renovations Work Involving Materials Containing Less than 1% Asbestos).

The following table provides a summary of accessible suspect and confirmed ACMs that may be impacted during the planned demolition activities:

*Boiler Room/Basement/Tunnel areas were flooded and not accessible at the time of this survey. Also, access to some areas within the structure was not possible or limited due to unsafe conditions so additional suspect materials not identified in this report may be present within the building.

Materials and quantities listed are estimates for bidding purposes. The approximate quantity of ACM and materials contaminated with asbestos were estimated and Contractors that intend to bid on removal of this material should not rely on the exact quantities estimated in this report. Contractors should conduct an assessment of the property to determine the time and effort required to complete the scope of work for the proper removal and disposal of ACM and asbestos contaminated materials. Due to the likelihood that general debris may contain asbestos, the Contractor should dispose of room contents as ACM waste.

In the event additional suspect material is discovered during demolition activities, this material should be treated as presumed asbestos-containing material (PACM) in accordance with regulations 29 CFR 1926.1101 and 1910.1001 and other applicable state and local regulations and either sampled to confirm or nullify asbestos content or be treated as ACM and handled accordingly.

3. UNIVERSAL WASTE AND OTHER REGULATED MATERIALS

Identified Universal Waste and Other Regulated Materials are summarized in Table 2 below.

4. CONCLUSIONS AND RECOMMENDATIONS

4.1 Asbestos Containing Materials

The results of laboratory testing during the pre-demolition asbestos survey conducted at the property indicate that several types of building materials sampled were found to contain asbestos (ACM) and will require removal prior to demolition activities. There were also several materials were found to contain trace asbestos (<1%). While these materials are not considered to be ACM, OSHA standard 1926.1101 has sections that apply to asbestos materials with trace asbestos.

Contractors that may perform work onsite to remove identified asbestos containing materials should review the report, along with estimated quantities prior to completing cost estimates. If any additional materials are discovered during demolition/demolition activities that have not been identified in this report should be assumed to contain asbestos until sampling and analysis proves otherwise.

It should be noted that while some of the asbestos-containing materials were intact, there were also materials that have deteriorated or been vandalized and badly damaged. Some building areas are weathered, vandalized, flooded or piled with furniture therefore waste streams could be comingled and difficult to separate. Thermal Systems Insulation (TSI), mainly pipe insulation, has been stripped from piping and other building materials have collapsed due to structural issues and debris is found throughout on the ground. Additionally, the basement, boiler room and tunnel system were flooded at the time of the survey.

If ACM cannot be removed safely prior to demolition, the Contractor performing the work should comply with all requirements of OSHA and all building materials should be treated as ACM waste and disposed according to the requirements of NESHAP. If materials identified to contain asbestos can be removed safely they should be removed prior to demolition by a licensed abatement company.

Access to some areas within the structure were limited due to unsafe conditions and materials not identified in this report may be present within the building. The approximate quantity of asbestos materials and materials contaminated with asbestos were estimated and Contractors that intend to bid on removal of this material should not rely on the exact quantities estimated in this report. Contractors should conduct an assessment of the property to determine the time and effort required to complete the scope of work for the proper removal and disposal of asbestos and asbestos contaminated materials.

Non-friable ACM’s shall not be subjected to abrasion, grinding, sanding or any other processes during renovation activities which will render these non-friable materials friable.

Based on the NESHAP (National Emission Standards for Hazardous Air Pollutants) non-friable Category I ACM and Category I non-friable PACM roofing materials that are asphalt/tar based can be demolished with a building so long as it is in good condition and will not be cut, pounded, sanded, or grinded during demolition, and that measures are taken to ensure that it does not become friable, at which point will be considered RACM. This material can also be disposed off-site in a Class III, construction and demolition (C&D) debris, landfill within the framework of local/state regulations. In addition, all roofing materials shall not be recycled if they contain Category I ACM.

4.2 Universal Waste and Other Regulated Materials

Universal Waste and Other Regulated Materials remain in the school and should be properly collected, containerized, manifested, and disposed in accordance with federal, state and local requirements as per the Resource Conservation and Recovery Act (RCRA). Contractors that remove these materials should ensure that proper manifests, disposal and/or recovery is documented and provided to the Owner.

It should be noted that while some of these materials were intact, there were also materials that have deteriorated or been vandalized and broken. Some building areas are weathered, vandalized, flooded, or piled with furniture therefore waste streams could be comingled and difficult to separate.

4.3 Inaccessible Areas

Asbestos containing pipe insulation and mudded fittings may be present above ceilings or behind walls and in areas throughout the building that are not visible. The total linear footage of pipe insulation was estimated based on the understanding of piping systems in buildings and could fluctuate.

The following areas were inaccessible due to unsafe conditions and/or locked doors: FS-26, FS- 27, and FS-93. The southeast wing of the building was flooded, and the roof was caved in.

The basement, boiler room, and tunnels were flooded and could not be accessed at the time of survey. Other building areas were not structurally safe or were piled with debris and could not be entered. Quantities were estimated for bidding purposes. Additional suspect materials not identified in this report or revised quantities of other identified materials would be necessary.

5. ASSUMPTIONS AND LIMITATIONS

The results, findings, conclusions, and recommendations expressed in the report are based only on conditions that were noted during the pre-demolition inspection conducted by Atlas from June 22, 2026 through June 26, 2026. Conditions within the building may change over time. Selection of sample locations and frequency of sampling were based on EPA Guidance documents, Atlas’s observations, and the assumption that building vintage and demolition history information presented to Atlas allowed the proper designation of homogenous materials for each building.

The findings of this report represent Atlas’s professional judgment; no other warranty is expressed or implied. Please note that lighting was limited, there was extensive debris and structural damage within rooms and hallways, areas were flooded or had standing water within the structure that could have impaired our ability to access or view surfaces or materials.

This document does not contain the elements necessary for an Abatement Work plan, and this document does not contain, nor should it take the place of, technical specifications for ACM removal.

Our professional services have been performed, our findings obtained, and our conclusions and recommendations prepared in accordance with customary principles and practices in the fields of environmental science and engineering. This statement is in lieu of other statements either expressed or implied. This report does not warrant against changes to material from future operations or conditions, nor does it warrant against operations or conditions against present ACM material in locations not investigated. The scope of services performed in execution of this evaluation may not be appropriate to satisfy the needs of other users, and use or re-use of this document or the findings, conclusions, or recommendations is at the risk of said user.

Suspect asbestos samples were submitted for analysis at an NVLAP-accredited laboratory via polarized light microscopy. The report represents the conditions during which the survey was performed and locations where the suspect asbestos samples were collected. Inferences were based on the results of the sampling and related testing to form a professional opinion of conditions in areas beyond those from which the samples were collected. No warranty, expressed or implied, is made.

This report is prepared to assist the building owner, architect, construction manager, general contractors, and potential measures in locating the referenced hazardous materials. The limitations of the survey may not qualify this report to be adequate for all regulatory applications.

Atlas’s recommendations are based in part on federal, state, local regulations, and guidelines.

Atlas does not undertake responsibility for reporting to any local, state, or federal public agencies of conditions at the site that may present a potential danger to public health or safety. Atlas recommends that the Client comply with regulations and response actions in accordance with federal, state, and local regulations.
