About this file
This document is the Commonwealth of Kentucky's response to the first set of vendor questions for RFP 758 2500000122, which solicits proposals for Reentry Service Centers and Recovery Kentucky Centers operated by the Department of Corrections (DOC). The centers must be residential facilities designed as single facility settings located on one property, with facility design specifications detailed in Section 3 of the RFP. The contract does not guarantee a minimum number of participants per month or annually, and facility locations will be determined based on DOC population requirements throughout Kentucky. Vendors may be nonprofit organizations, small businesses, or multiple organizations operating jointly through subcontractors. The facilities must be operational at the contract effective date with no specified execution period.
Compensation is based on a daily per diem rate, which is the only fee invoiced to the state; the current per diem rates are listed on page 29 of the RFP cost section and match rates for existing contracts. Vendors may collect up to 25 percent of participant gross pay upon employment, representing the only permissible additional charges to participants. Any supplemental funding opportunities must receive prior DOC approval before execution. Multiple contractors currently operate these services under the state, and specific information regarding current contractors and contract amounts is available through Kentucky's open records request process.
