About this file
This is a Certified Disadvantaged Business Outreach Plan attachment for an Intermediate Procurement issued by the State of Oregon Department of Environmental Quality (DEQ) for On-Call Heating, Ventilation, and Air Conditioning (HVAC) Services supporting the Vehicle Inspection Program. The solicitation number is S-34000-00017370. The attachment requires offerors to provide information regarding their status as certified firms, previous contractual relationships with certified and non-certified disadvantaged businesses, anticipated subcontracting opportunities, and their outreach strategies for engaging certified firms in the performance of any resulting subcontracts.
The plan requires offerors to identify whether they are Oregon-certified firms under ORS 200.055 through the Oregon Certification Office for Business Inclusion and Diversity (COBID), including certifications as minority-owned businesses, woman-owned businesses, service-disabled veteran-owned businesses, or emerging small businesses. Offerors must describe the steps they will take to solicit certified firms for subcontracting opportunities, detail available subcontracting opportunities and their approximate dollar values, and indicate their willingness to report subcontractor identities and values to COBID upon contract award. The information submitted in response to this clause is explicitly excluded from any scored evaluation. Offerors with no anticipated subcontracting opportunities may submit only the first page of the form with their offer.
