About this file
This Scope of Work document outlines on-call Heating, Ventilation, and Air Conditioning (HVAC) services for the State of Oregon Department of Environmental Quality's Vehicle Inspection Program. The contract requires the contractor to provide quarterly preventive maintenance services for all HVAC systems at Agency locations, including comprehensive inspections, filter replacement with MERV13 filters, testing of heating and cooling components, electrical connection checks, thermostat testing, condensate drain clearing, motor lubrication, and written condition reports documenting system deficiencies and recommended repairs. The contractor must also provide twenty-four-hour, seven-day-a-week on-call HVAC troubleshooting and repair services, responding to non-emergency requests within twenty-four hours and emergency requests within four hours of notification. Within seven business days of contract execution, the contractor shall establish a mutually agreed-upon quarterly preventive maintenance schedule with the VIP Maintenance Coordinator that minimizes disruption to Agency operations.
All troubleshooting service calls are provided at an all-inclusive rate specified in the Cost Sheet, with no additional charges permitted for travel, mileage, consumables, or diagnostic labor. The Agency will establish an Open Purchase Order with a not-to-exceed amount of $2,000.00 for minor repair work authorized verbally by the VIP Maintenance Coordinator during troubleshooting service calls. For repair work exceeding the $2,000.00 threshold, the contractor must submit a written assessment including a description of the issue, recommended corrective actions, itemized labor and parts estimates, total cost, and timeline, and shall not proceed with work until the Agency issues a fully executed Work Order Contract or written authorization through the OregonBuys procurement system.
