About this file
This is a Cost Sheet attachment for an Intermediate Procurement issued by the State of Oregon's Department of Environmental Quality (DEQ) to establish on-call Heating, Ventilation, and Air Conditioning (HVAC) services for the Vehicle Inspection Program (Solicitation #S-34000-00017370). The cost sheet requires bidders to provide pricing for labor services, troubleshooting calls, preventative maintenance, and parts markups across three service locations: Gresham, Hillsboro, and Portland. Specific pricing elements include hourly labor rates for regular and emergency hours, all-inclusive troubleshooting costs that encompass service call fees, up to two hours of labor, and consumables, base service call or trip charges, and quarterly preventative maintenance costs that include travel, labor, parts, and comprehensive system inspections and documentation.
The cost sheet requires bidders to specify a parts markup percentage to be applied above cost for all parts and equipment utilized in service delivery. Preventative maintenance services must include detailed inspections of HVAC equipment for wear and damage, air filter replacement, testing of gas heating and cooling components, electrical connection checks, thermostat and control verification, condensate drain inspection and clearing, motor lubrication, belt replacement as needed, and safety control verification, with a written report documenting system condition and recommended repairs provided to the Agency following each quarterly service visit.
