Issued by
District of Columbia

About this file

This file contains a Tax Certification Affidavit and multiple Requests for Task Order Proposals (RFTOPs) issued by the District of Columbia Department of General Services, Contracts and Procurement Division. The documents pertain to construction and renovation projects at various District of Columbia public schools and facilities, including Bunker Hill Elementary School, Ketcham Elementary School, Bruce Monroe Elementary School, and Tyler Elementary School, as well as architectural/engineering services for the FEMS-Engine House 15 Facility Modernization. The RFTOPs solicit proposals for specific scope of work items including door replacement, welcome center construction, miscellaneous repairs, and HVAC system installation. The documents reference an underlying Indefinite Delivery/Indefinite Quantity (IDIQ) contract and require contractors to submit detailed proposals addressing project scope, key personnel qualifications, subcontractor information, project management plans, preliminary schedules, bid bonds, and subcontracting plans.

All proposals are subject to Davis-Bacon wage determinations, the Living Wage Act, the Service Contract Act, and First Source Employment Agreement requirements mandating 51 percent hiring of District residents. Contractors must comply with mandatory subcontracting requirements, provide performance and payment bonds prior to commencing work, and submit tax certification affidavits confirming compliance with District of Columbia tax laws. The District intends to award single task orders to the responsive and responsible offeror with the lowest bid, with evaluation based on lump sum pricing as detailed in the bid form. Award will be determined most advantageous to the District, though the Department reserves the right to consider non-price factors. All work must comply with Article 12 of the underlying IDIQ contract and applicable District employment and apprenticeship regulations.
