About this file

This Scope of Work document outlines Title-I architectural and engineering design services for the District of Columbia Department of General Services (DGS) on behalf of the Fire and Emergency Medical Services (FEMS) for Engine House 15 modernization located at 2101 14th Street SE, Washington, DC 20020. The project requires the selected architect/engineer firm to provide design services across three design packages: two for Title-I Services and one for Title-II Services. Design Package A involves Program of Requirements validation and schematic design for a new two-story main building (19,950 GSF), parking lot (30 spaces), and site area on a 65,620 GSF lot, including an Adjacent Parcel Expansion Study on the adjacent District-owned parcel (SSL-5781-0998). Design Package B encompasses design development, 100% construction documents, project specifications, and Furniture, Fixtures, and Equipment (FF&E) layout drawings. Design Package C includes bid phase support, construction administration, and project closeout services. The architect/engineer must coordinate with multiple regulatory agencies including the Historic Preservation Office, Department of Buildings, District Department of Transportation, Department of Energy and Environment, National Planning Commission, Commission of Fine Arts, DC Water, Pepco, and Washington Gas. Design submissions are required at 15%, 35%, 70%, and 90% completion stages, with 100% Construction Documents due no later than 408 calendar days from contract execution.

The project must comply with the District of Columbia Green Building Act of 2006 and achieve LEED Gold certification with Net Zero Energy and Enhanced Commissioning standards, with the District bearing all LEED certification costs. The estimated development costs range from $17,500,000 to $20,000,000 for the main building, parking lot, and site area. The architect/engineer team must include a Principal Architect, Project Architect, Project Designer with fire station subject matter expertise (minimum 5 similarly complex projects), and separate mechanical, electrical, structural, and civil engineers. Cost estimates must be prepared per CSI format at each design stage and submitted in both hard copy and electronic formats. The selected firm is responsible for obtaining building permits and clearances, with permit fees being reimbursable. Title-I and Title-II Services are deemed complete upon receipt of required building permits and award of the construction contract to the general contractor. The existing Engine Company No. 15 building, constructed in 1974, is a single-story concrete-framed structure (10,577 GSF, Type 1B construction) that requires strategic phased construction coordination to prevent disruption to FEMS operations.
